About this file

This is a Statement of Work (SOW) for a Fire Control System Study at Visiting Officer's Quarters (VOQs) at Vandenberg Space Force Base, CA. The project requires an Architect-Engineer (A-E) to conduct field investigations and prepare an Engineering Study Report evaluating the existing fire alarm and notification system that covers 48,000 square feet across 16 VOQ buildings.

The A-E must investigate the current situation where one control panel experiences false triggering due to outdated equipment and underground wiring issues. Key deliverables include providing a minimum of three Courses of Action plus a "Status Quo" alternative, conducting comprehensive system testing and evaluation, preparing a Fire Protection Design Analysis, and delivering Class III Cost Estimation in PACES format. The A-E must examine all system components including control panels, detectors, wiring, power supplies, and notification appliances. The work requires compliance with DoD Unified Facility Criteria, state and federal standards, and must be performed by credentialed professionals including at least one LEED Accredited Professional. The project timeline requires completion within 264 calendar days after award.

STATEMENT OF WORK

SYSTEM STUDY

Project Title: Fire Control System Study at Visiting Officer’s Quarters

Project Location: Vandenberg SFB, CA

Base Project Number: XUMU 24-3205

Date: 23 January 2025

1.0 INTRODUCTION

The Architect-Engineer (A-E) shall conduct field investigation and prepare a complete and usable

Engineering Study Report that evaluates the existing fire alarm and notification system to develop an investigative report as a result of on-site investigation, with all relevant design contract documents for the

Government. This Statement of Work (SOW) sets forth the requirements for a full and complete

Engineering Study delivery method for this effort at Vandenberg SFB, CA. The A-E is to provide the

Government with an investigation summary and engineering documentation for the study of the Fire

Control System at the Vandenberg SFB Visiting Officers Quarters (VOQs).

1.1 CURRENT SITUTATION

The existing notification and alarm systems covers 48K square feet of the VOQs across Building(s)

13851, 13852, 13853, 13854, 13855, 13856, 13857, 13858, 13859, 13860, 13861, 13862, 13863, 13864, 13865, and 13866. These facilities are currently supported by one (1) control panel and experiences false triggering of the alarm system due to the control panel being outdated and the associated underground wiring needing replacement. These false alarms cause the fire department and alarm shop to respond and spend extensive man hours inspecting false incidents. For a system that is vital for occupants’ safety, this is an issue that needs to be more reliable. The issue will be resolved by installing a new system that operates effectively. This project will provide the requirements for the new system.

2.0 SCOPE OF WORK

The A-E shall perform the services described in this document.

2.1 GENERAL DESCRIPTION OF PROJECT

The A-E shall investigate, research and propose a solution to bring the below issues up to code compliance and to meet all base, state, federal, and user requirements and standards. This is not a description of construction, rather a statement of performance. The A-E shall test and evaluate the existing fire alarm and mass notification system (MNS) and develop an Engineering Study Report that researches the current situation, identifies deficiencies, and provides sufficient information to address the deficiencies in the existing notification and fire alarm systems at the VOQs. The A-E shall provide a minimum of three (3) Courses of Action (COA) plus explain the consequences of “Status Quo”. The A-

E’s scope includes, but is not limited to, all research, investigation, and design to:

2.1.1 The A-E shall conduct a site visit/investigation and conduct a visual examination of the fire alarm and notification system, including all components such as control panels, smoke and heat detectors, pull stations, horns, strobes, and wiring.

2.1.2 The A-E shall examine the system’s configuration and programming to include zone configurations, detector settings, alarm response settings, and notification appliance settings.

2.1.3 The A-E shall inspect the system’s power supply and backup systems to include primary and backup power, and power supply wiring and connections.

2.1.4 The A-E shall examine the existing fire alarm panels and controls to include panel configuration and wiring, control module functionality, and annunciator panel functionality.

E staging area where the A-E may deliver non-hazardous materials within the installation. Approval of the staging area is required from Base Planning as part of the AF Form 103.

6.2 EXISTING ENGINEERING PLANS AND RECORD DRAWINGS

The Base CE will provide the A-E access to any existing, available, and allowable engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., to facilitate evaluation of the site(s), as needed or requested. The primary method of access is for the A-E to be allowed into the 30CES Design

Vault for research on available documents. Access to the 30CES Design Vault will be granted to the A-E after award. The A-E must accomplish a non-disclosure agreement (NDA) for each person accessing the

Vault; a previously filed NDA will not suffice. The A-E’s use of any existing plans, drawings, diagrams, etc. does not relieve the A-E from ensuring the design matches existing site conditions or complying with

Vandenberg SFB CAD Standards.

6.3 BASE REQUIREMENTS

The Base CE will advise the A-E of the location and processes to obtain the following as needed

6.3.1.1 Access to utilities (electrical, water, sewer, phone, etc.) This includes a supply (e.g., fire hydrant or stand pipe) of large quantities of potable water.

6.3.1.2 Security escorts for work in restricted areas.

6.3.1.3 A paved area where equipment can be cleaned.

6.3.1.4 A set of keys to locks as necessary.

7.2 DESIGN QUALITY CONTROL PLAN (DQCP)

The A-E shall submit a DQCP that analyzes all project specific design quality concerns and addresses how the prime A-E will ensure a quality design is submitted throughout each design submittal phase and during construction of the project.

8.0 OTHER REQUIREMENTS

The A-E is also responsible for the following:

8.1 WRITTEN SUMMARIES

The A-E shall prepare written summaries of all meetings, field investigations, and design review conferences held in conjunction with this contract. The A-E shall submit them to the Air Force Project Manager for concurrence.

All action items shall clearly state the requested information and the party responsible for providing the information. This summary should be submitted within 2 working days.

8.2 RECYCLABLE MATERIALS

The A-E shall make every effort to use recyclable materials for all submittal documentation.

8.3 CONTRACTOR PAYMENT INVOICE

The A-E shall submit an invoice for payment in accordance with (IAW) DFARS Clause 252.232-7006 Wide Area

Work Flow.

8.4 ENERGY EFFICIENCY

Energy-efficient technology and equipment is required for all projects at Vandenberg SFB as mandated by the

Energy Policy Act of 1992.

8.5 SUSTAINABLE FACILITY DEVELOPMENT

In an effort to comply with the affirmative procurement requirements of Section 6002 of RCRA and

Executive Order 13101, the Government strongly promotes the use of recycled and recovered materials and products identified in the Environmental Protection Agency's Comprehensive Procurement

Guidelines. These materials and products must meet the requirements of the Specifications, must not delay the progress of work, and must not be cost prohibitive. EPA guideline items are seen as the minimum that should be considered when evaluating recycled/reuse materials. Other materials and products not listed, but commonly used in industry outside of the Government should also be considered.

Material and product submittals for all recycled-content items should list the recycled and recovered materials used and the percentage content.
