The Q&A clarifies that this is a pre-solicitation RFQ requiring submission of a complete SF 330 form for architectural and engineering services evaluation. Key clarifications include: one person may fill multiple roles if qualified; Section 2.1.6 regarding fire suppression systems evaluation is applicable and requires full testing/verification; the A-E firm must determine required disciplines for the project; and deliverables must include both narrative recommendations and conceptual drawings for the new system. The responses emphasize that the A-E firm is responsible for conducting all necessary research, interviews, field investigations, and surveys to identify existing conditions.

SUBJECT: Request for Qualifications (RFQ) Questions and Answers, Project Number XUMU 24-

3205, Fire Control System Study at Visiting Officer’s Quarters at Vandenberg Space Force

Base, CA

Government responses to Questions received during the pre-solicitation phase of the subject contract opportunity are shown in RED below.

Q1. The opportunity is labeled as a sources sought (market research), but the description also requests a full SF 330 submission. Could you please clarify whether this is solely a sources sought notice, or if a complete SF 330 is required at this stage?

A1. This posting is considered a pre-solicitation and is posted as a Request for Qualifications (RFQ) for

Architectural and Engineering Services for the subject project. Interested respondents must submit a complete SF 330 in response to this notice for Government evaluation in order to be considered.

Q2. Is it acceptable to have one person fill two roles. For example, can the Cost Estimator and Scheduler be the same person?

A2. Yes, it is Acceptable to have one person fill two roles so long as the tasks are defined and covered by individuals who are qualified to perform the work.

Q3. Section 1.1 (Current Situation) describes an issue with the fire alarm system. Section 2.1.6 says, “The A-E shall evaluate suppression, fire pump, standpipe, and smoke management systems.” It seems unlikely that these small buildings would have fire pumps, standpipes, and smoke management systems. Please confirm if Section 2.1.6 applies to this project. If it does apply, please confirm extent of expected evaluation.

A3. Section 2.1.6 is applicable to this project. The A-E is responsible for conducting all research, interviews, field investigations, and surveys for this project to identify existing conditions. Expected evaluation includes testing and verification of the systems’ functionality.

Q.4 Item 2.2 General Study Requirements provides an example list of disciplines for this contract, several of which aren't typically applicable to this SOW. Can you clarify which disciplines you would like to see included?

A4. Specific teaming arrangements are contractor specific. The A-E firm is responsible for determining the required disciplines applicable to this project.

Q5. Please clarify extent of expected recommendations/requirements for the new system. Should this be addressed in narrative format or are conceptual drawings expected?

A5. Please refer to the SOW. The A-E firm is responsible for providing recommendations/requirements for the new system in a narrative format and through conceptual drawings.
