About this file

This is a Small Business Participation Commitment Document (SBPCD) template for a federal IDIQ contract valued at $800 million. The document requires prime contractors to identify their business size and socioeconomic status, selecting from categories including Small Business, Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HUBZone Small Business, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors must also identify all small business subcontractors and partners, providing company name, CAGE code, DUNS number, business categories, services to be provided, applicable NAICS codes, and the nature of commitment for each participant.

The template requires contractors to complete detailed breakdowns of contract value allocation across multiple categories for the overall IDIQ contract level and for each distinct ordering or delivery period (base period plus ten optional ordering periods). For each period, contractors must document dollar values and percentages of total contract value attributable to the prime contractor, large business subcontractors, and small business subcontractors across all eight socioeconomic categories. A minimum quantitative requirement (MQR) applies to small business participation, with reporting required under CDRL A003. All subcontracting changes require pre-approval by the Contracting Officer regardless of FAR Clause 52.244-2 applicability.
