The Contractor shall be responsible to provide experienced and qualified personnel, packing and shipping equipment and supplies, permits, and all other materials and resources necessary to inspect, inventory, safely disassemble, package, ship, install, test, and restore the trainers to ready-for-training condition.

TDS Space Preparation The Contractor may be tasked to prepare existing TDS spaces to receive new or newly modified equipment. These efforts may require Naval Facilities Engineering Command approval.

TDS Modification The Contractor may be required to quick turn-around changes or modifications to the TDS made in compliance with Government issued direction. In response to Government solicitations for changes/modifications, the Contractor shall make effective use of on-site personnel in proposal development, and in the resulting modification work effort.

TDS De-militarization and Disposal Support.

The Contractor may be tasked by the Government to disassemble, inventory, and transport, and otherwise prepare TDS equipment for disposal. Compliance with any Federal, State, Local, or Base regulations regarding possible environmental safety impacts is required.

Maintenance / support responsibility The Contractor is required to assume full responsibility for the associated TDS upon completion of the Mobilization Phase, or at Contractor Support Date (CSD).

Scheduled maintenance The contractor is required to perform scheduled maintenance for the TDS and associated sub-systems as required by the Preventive Maintenance Schedule (PMS) and / or the equipment manufacturer’s maintenance documentation.

Product Support The Contractor may be tasked by the Government, on an over & above work request basis, to procure parts for TDS equipment for upgrade or technical refresh. The Government will provide the provisioning data to the Contractor. This includes contractor screening parts for source and availability, ordering, packaging, shipping to the site(s), and configuration conformance of the logistical support packages. Cybersecurity Cybersecurity Plan The Contractor shall be required to deliver a Program Cybersecurity Implementation Plan (CSIP) or Annex CSIP to address each of the sections of the Cybersecurity Plan (CSP). Comment by Author: I’m thinking if they are going to have one in place that is applicable to this contract it has to be a deliverable or is it possible to include it as a MAC attachment? Would like to discuss to better understand how this currently works. Comment by Author: It will be different based on the location of the team and the security level of material accessed If no approved Program CSIP currently exists between the contractor and the Government, then one must be created and submitted. If an approved Program CSIP already exists and sufficiently satisfies the CSP requirements for the contract, then no new CSIP delivery is required. In such cases, the Contractor in consultation with the Government shall only submit a Contract Letter to the Government stating that all CSP requirements are satisfied by the existing Program CSIP.

If CSP requirements are NOT adequately addressed by the existing Program CSIP, then an update to the Program CSIP or a supplemental CSIP document referred to as an “Annex CSIP” shall be created to satisfy the CSP requirements. An Annex CSIP shall address unique CSP Section "G" Assessment and Authorization requirements if a system is being delivered/maintained under the contract and unique Section "Q" Software requirements if software is being delivered/maintained.

Specific policies in the CS Plan can be accessed via the Cybersecurity Policy Chart at the following link: https://dodiac.dtic.mil/dod-cybersecurity-policy-chart/ Cybersecurity System/Software Assurance Report If a system or software is to be delivered/maintained to/for the Government then the Contractor shall address these requirements within the Cyber Sec System/Software Assurance Report.

Key Personnel.

Personnel whose aggregate technical and professional experience is essential to successfully support individual Task Order requirements.

Mobilization.

The Task Order phase immediately prior to CSD designated for Contractor preparation to assume full responsibility for Contractor Services described in the Task Order.

Preventive Maintenance (PM).

Deters the occurrence of major defects through systematic inspection, detection, and correction of incipient failures to maintain equipment and sub-systems in satisfactory operating condition.

Random Sampling.

A sampling method where each service output in a lot has an equal chance of being selected.

Repair The restoration of a system, subsystem, or component so it may be effectively utilized for its designated purpose.

Repair Parts.

Individual parts or non-repairable assemblies required for the repair of repairable or major end items.

Subject Matter Expert (SME):

A SME is that individual who exhibits the highest level of expertise in performing a specialized job, task, or skill within the organization.

Supply Support.
