About this file

This document is an Attachment F Certified Disadvantaged Business Outreach Plan for an Oregon state procurement related to a Net Biological Carbon and Sequestration Inventory (RFP #S-DASOBO-00013296). The document is designed to promote participation of certified small businesses, including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses in state-funded contract opportunities.

The outreach plan requires proposers to disclose their certification status, list prior contractual relationships with certified and non-certified diverse businesses, and outline potential subcontracting opportunities. Proposers must describe steps they will take to solicit certified firms for subcontracting, estimate potential subcontract dollar values, and indicate willingness to report subcontractor identities and contract values to the Oregon Certification Office for Business Inclusion and Diversity (COBID). The form emphasizes equal opportunity for certified firms to compete for and participate in state procurement contracts, with the submitted information not being used in any scored evaluation.
