About this file
Attachment J-2 is a Cost Proposal Requirements document for a Full Flight Simulator (FFS) contract issued by the Federal Aviation Administration (FAA). The document outlines detailed cost proposal requirements for a Beechcraft 360ER aircraft simulator, specifying nine mandatory cost elements for submission: direct labor, materials and equipment, subcontractor/vendor costs, other direct costs, engineering and customization, testing and qualification, installation and on-site support, indirect costs, and profit.
The cost proposal must provide a comprehensive breakdown demonstrating understanding of the simulator project scope, with a focus on design, production, integration, and delivery of a Level D certified simulator to be installed at the FAA Mike Monroney Aeronautical Center. The simulator will support various training needs including pilot qualification, instrument training, emergency procedures, and crew standardization for Part 135 Flight Program Operations. The anticipated contract period is five years, with two years for production and installation and three years for logistics support, structured as a competitive firm-fixed price procurement using a "Best Value" trade-off process.

SECTION B – COST PROPOSAL REQUIREMENTS
B.6 – Cost Proposal Requirements (Applicable to All Offerors)
Offerors shall submit a detailed cost proposal that demonstrates a clear understanding of the scope of work and provides sufficient detail to enable the FAA to determine price reasonableness.
While this acquisition may be conducted under commercial item procurement principles, the FAA reserves the right to request other than cost and pricing data. Price certification is not applicable for this SIR.
The cost proposal must include a comprehensive breakdown of all cost elements associated with the design, production, integration, and delivery of the Full Flight Simulator (FFS), to be installed within an existing Government-owned simulator bay. This level of visibility is necessary to assess technical and cost realism, evaluate risk, and ensure alignment with the FAA’s expectations for total lifecycle performance.
Offerors are encouraged to use the sample format provided below or may submit an equivalent structure that captures the same level of detail. It is important to note that the cost elements outlined do not represent Contract Line Item Numbers (CLINs) in and of themselves. Rather, they serve as underlying cost drivers that must be clearly traceable within each applicable CLIN and performance period. These elements must be incorporated into the proposed pricing structure, including any required escalation. At a minimum, the following cost elements shall be addressed:
- Direct Labor
- Materials and Equipment
- Subcontractor/Vendor Costs
- Other Direct Costs (ODCs)
- Engineering and Customization
- Testing and Qualification
- Installation and On-Site Support
- Indirect Costs
- Profit
- Basis of Estimate (BOE) Adequate cost detail are required to eliminate evaluation delays.
