About this file

This document is a Request for Quote (RFQ) for a vessel procurement, issued by Special Operations Command (SOCOM). The solicitation uses a Lowest Priced Technically Acceptable (LPTA) evaluation methodology, with award based on complete compliance with Addenda 02 - Technical Matrix and registration in the System for Award Management (SAM). Offerors must submit a vessel quote that meets all requirements in Addenda 01 - Work Statement, with detailed technical capabilities described in Addenda 02, and pricing submitted under CLIN 0001 on the SF1449 form.

Key submission requirements include: completing mandatory Representations and Certifications, providing adequate technical details about the proposed vessel, and being registered in SAM. The government will evaluate quotes by first checking SAM registration, then reviewing certifications, ordering quotes from lowest to highest price, and assessing technical acceptability. Past performance may be reviewed using the contracting officer's existing knowledge or SAM records. The solicitation allows the government to request additional pricing information and reserves the right to revise terms, cancel the solicitation, or not issue an award if no technically acceptable quotes are received.

Addenda paragraph (m) of 52.212-1, Submission Requirements:

(1) Quoters are reminded to fully review the entire contents of this solicitation inclusive of all addenda. Failure to submit all required information associated with this instruction may result in your quote being rejected. In accordance with FAR 52.212-1(b) (4), the offeror is responsible for submitting information that contains enough technical detail to evaluate compliance with the Governments’ requirements. Submission of quote shall include the SF1449 submitted to john.knizner@socom.mil by the date listed on page one of the SF1449;

(2) In order to be considered for award the offeror shall be registered in the System for Award Management (SAM). Quotes received from unregistered firms shall not be considered for award.

(3) Offeror shall submit Representations and Certifications listed at Federal Acquisition Regulation (FAR) 52.204- 24, 52.204-26, 52.212-3 Alt. I and Special Operations Federal Acquisition Regulation Supplemental (SOFARS) 5652.204-9004. Note: If your firm is registered in the System for Award Management (SAM) a submission of these certifications is still required. Provisions required are highlighted in yellow to assist offerors;

(4) Technical Submission and Price: Quoter shall propose a vessel satisfying the requirements of Addenda 01 – Work Statement (WS). In order to select an awardee and to evaluate the offerors proposed vessel capability, Addenda 02 – Technical Matrix has been developed. Offerors shall complete Addenda 02 describing the vessels capability. Quoter shall submit this information for the vessel quoted and are reminded to provide adequate detail associated with the vessel capability/configuration. The basis for award shall be the information submitted under Addenda 02 – Technical Matrix. Failure to provide information or provide adequate technical detail may result in quote rejection. Quoter shall provide pricing under Contact Line Item Number (CLIN) 0001 of the solicitation SF1449.

(5) Past Performance, no submission required at this time, see paragraph (n) (4).

Paragraph (n): Basis for Award:

Award will be issued to the quote determined Lowest Priced Technically Acceptable (LPTA) with acceptable past performance. In order to determine a quote technically acceptable with acceptable past performance:

(1) The Government will query the offeror in SAM to confirm registration. Firms not registered in SAM will not be considered for award.

(2) The Government will review submitted Representations and Certifications of FAR 52.204-24, 52.204-26, 52.212-3 Alt. I, and SOFARS 5652.204-9004. Failure to complete these provisions may result in the quote no longer being considered;

(3) Quotes will be ordered from lowest to highest price based upon the price submitted on the SF1449 under CLIN 0001;

(4) The Government will review the submission for the lowest total evaluated priced quote and evaluate the proposed vessel compliance with Addenda 02. Only a vessel satisfying ALL the requirements of Addenda 02 shall be considered eligible for award. If the lowest priced quote is determined technically unacceptable, the Government will evaluate the next lowest priced quote in the same manner, continuing until a technically acceptable quote is determined. If no quote is determined acceptable the Government reserves the right to revise requirements via amendment or cancel the solicitation;

(5) The past performance acceptability review may be limited to the contracting officer's knowledge or previous experience with the offeror’s past history in providing the supply/service being acquired and/or information contained under SAM records. At the contracting officer's discretion, quoter may be required to submit contract references. If required, quoter will be notified separately and in writing of the requirement to submit past performance references. Quoter shall not submit references unless requested. Any adverse past performance findings may result in quote being determined unacceptable;

(6) Pricing shall be evaluated in accordance with FAR 13.106-3. The Government may request additional price information from the offeror and the offeror shall comply with the Governments’ request for supplemental information.

The Government reserves the right to revise terms and conditions of the solicitation prior to the closing date via issued amendment of the solicitation. Any solicitation amendment, if issued, shall be posted on the SAM.GOV website. If no technically acceptable quotes are received, the Government reserves the right to cancel solicitation/not issue an award.
