About this file
This Statement of Work (SOW) details a refrigeration system replacement project for the Washburn District Office of the Chequamegon-Nicolet National Forest located at 113 East Bayfield St. Washburn, WI 54891. The project involves four primary components: demolishing the existing refrigeration system, installing a new refrigeration system, providing electrical components, and constructing a new overhead shelter and concrete pad.
The new refrigeration system must maintain a consistent 33-degree Fahrenheit temperature for a 20' x 27' x 9' walk-in cooler used to store up to 400,000 tree seedlings. Specific requirements include a split system condenser and evaporator, 208-230/1 PH/60 Hz power supply, a thermostat, condensate drain, "snow legs" to elevate the condensing unit, and compliance with the Buy America Act and Department of Energy energy efficiency standards. The contractor must provide the maximum extended warranty offered by the manufacturer and submit detailed specifications for approval, including load calculations, equipment specifications, and structural design drawings for the overhead shelter.

Statement of Work
Project: Tree Cooler Washburn
Location: 113 East Bayfield St. Washburn, WI 54891
Summary: The work consists of providing all the materials, equipment, labor, supervision, transportation, and supplies necessary to replace the refrigeration system for a walk-in tree cooler at the Washburn District Office of the Chequamegon-Nicolet National Forest.
The project consists of four components: demolition of existing refrigeration system and related components, provide new refrigeration system, provide electrical components, and construct new overhead shelter and concrete pad.
Provide submittals where required below. Submittals must be approved before equipment and materials are purchased and installed.
1. Demolition: Demolish the entire existing refrigeration system including but not limited to all associated appurtenances, electrical components, and overhead cover of external unit.
2. New Refrigeration System: Provide new condenser and evaporator as a split system, and all necessary equipment for a functional system. Size and design a system by completing a load calculation and other considerations that will maintain an internal temperature of 33 degrees Fahrenheit throughout the year.
a. Relevant information:
i. The cooler is used to hold up to 400,000 tree seedlings. Seedlings are brought into the cooler at approximately 38 degrees.
ii. Maintain a space temperature of 33 degrees Fahrenheit throughout the year.
iii. Power supply is 208-230/1 PH/60 Hz
iv. Dehumidification and humidification of space is not required.
v. Walk-in cooler is 20’ x 27’ x 9’. No windows. Concrete floor. Assume walls are 2”x6” construction with batt insulation.
b. Other Requirements
i. Locate condensing unit on 4” concrete pad directly outside of the walk-in cooler in a location close to the existing condensing unit.
ii. Provide thermostat.
iii. Provide condensate drain.
iv. Provide “snow legs” or other system to elevate the condensing unit to accommodate snow conditions.
v. Provide maximum extended warranty offered by manufacturer.
vi. Equipment must comply with the Buy America Act
vii. Provide electric defrost
viii. System shall function in low ambient temperatures
ix. Provide external disconnect
x. Mount evaporator coil to ceiling or wall
xi. Evaporator and condenser fan motors shall be electronically commutated motors.
xii. Comply with Department of Energy energy efficiency requirements
xiii. Automatic restart after loss of power
c. Required Submittals for approval:
i. Load calculations and recommended size of refrigeration equipment
ii. Condenser and evaporator specifications and performance characteristics
iii. Thermostat
3. Electrical components: Provide all necessary conductors and conduit. Provide new breaker in electrical panel. Provide new external disconnect at refrigeration unit. All work shall be in compliance with the National Electrical Code.
a. Required submittals for approval:
i. Breaker
ii. External disconnect
4. Overhead Shelter and Concrete Pad:
a. Provide a 4” concrete pad that extends beyond the condensing unit one foot in each direction. Use steel wire mesh reinforcement.
b. Provide a lean-to overhead shelter that extends beyond the condensing unit a minimum of two feet in all directions. Lag screw with a header to the existing building. Construct it of 2”x6” rafters, ¾” sheathing, architectural shingles, ground contact rated 4”x4” posts, 2”x6” subfascia, brown ¾” vinyl fascia, and drip edges. Paint exposed roof components and 4”x4” posts brown.
i. Required submittals for approval:
1. Sketch of structure with dimensions and materials
2. Shingle type and color
3. Paint color
