GENERAL -PROJECT SUMMARY
PROJECT INFORMATION
Project Identification: Ely Seaplane Base Improvement Project
Project Location: Shagawa Lake, Ely MN.
Project Description: The project consists of but is not limited to the following major items:
1.) The removal and replacement of the existing asphaltic pavement which is currently in place at the ESB. This work shall include the following items of work; Demolition and removal of the existing pavement, shaping and preparing the gravel base for the new pavement, correcting drainage issues, pavement markings, traffic control and other incidentals to complete the work as detailed in this Plan.
All existing asphaltic pavement; The road, the parking lot and any other area shall be removed by milling where feasible. The contractor shall grade and shape the existing base (at ESB) for proper drainage as detailed on the Plan or as directed by the CO. The grade at the ESB shall be prepared for the placement of the HMA pavement. This work shall be paid under the item of “#20304, Removal of Pavement, Disposal a”. Under this item, the contractor is to dispose of the salvaged pavement and takes ownership of the material
Concrete areas exist from the hangar to the lake ramp and along some edges of the docks. Also, the remining perimeters of the docks are wood. Care must be taken not to damage the concrete or wood surfaces and that the final compacted elevations are flush with the adjacent surfaces.
Other areas of concern are; 1.) The paved area located adjacent to the North side of the hangar/office Building (see Plan Sheets). 2.) The storage building on the East side of the property near the fence (see Plan Sheets). This is the area of storage sheds and the loading zone for the building. All drainage from this area will be shaped to drain away from the hangar and to the lake.
This Plan contains the item of Soil Erosion, Storm Water and Pollution Control. Silt Fence and spill containment booms will be required and paid for under this item.
Traffic Control must be maintained throughout the term of the contract work. Flaggers and proper signing must be utilized to ensure minimal interruption to the ESB during open public hours. See the Special Provisions for the required details. All signs must conform to the MUTCD.
2.) The replacement of three fuel sumps located near the approaches to the docks and the fuel pumps and the replacement of the existing underground fuel lines between sumps and pumps.
This work requires saw cutting a section of the apron and replacing. The metal containment structures for the sumps must also be replaced with well monitoring type manholes to the same elevation as the adjacent asphalt.
PROJECT INFORMATION (Cont.)
3.) The 14’ wide access road West of the hangar building must be widened to 18’. The total length of this road is 36’. This will require a new gate and fence panel installation
4.) Construct a drainage swale approximately 75’ in length from an area South of the hangar building between adjacent to and along the North edge of Shagawa Road sloping Westerly to the West property line. Fill must be placed between the hangar and Shagawa Road to repair the erosion which has occurred.

Pavements."
3. Compact joints as soon as hot-mix asphalt will bear roller weight without excessive displacement.
4. Compact asphalt at joints to a density within 2 percent of specified course density.
B. Edge Shaping: While surface is being compacted and finished, trim edges of pavement to proper alignment. Bevel edges while asphalt is still hot; compact thoroughly.
C. Repairs: Remove paved areas that are defective or contaminated with foreign materials and replace with fresh, hot-mix asphalt. Compact by rolling to specified density and surface smoothness.
D. Disposal: Except for material indicated to be recycled, remove all trimmed or otherwise discarded materials from Project site and legally dispose of them in an EPA-approved landfill. Do not allow waste materials to accumulate on-site.
3.7 PAVEMENT SMOOTHNESS
A. Use a 10-foot metal straight edge to measure at right angles and parallel to the centerline.
Defective areas are surface deviations in excess of ¼ inch in 10 feet between any two contacts of the straightedge with the surface. Correct defective areas using approved methods.
3.8 PATCHING AND REPAIR
A. Hot-Mix Asphalt Pavement: Saw cut perimeter of patch and excavate existing pavement section to sound base. Excavate rectangular or trapezoidal patches, extending 12 inches into adjacent sound pavement, unless otherwise indicated. Cut excavation faces vertically. Remove excavated material.
Recompact existing unbound-aggregate base course to form new subgrade.
B. Tack Coat: Apply uniformly to clean, vertical surfaces abutting or projecting into new, hot-mix asphalt paving at a rate of 0.05 to 0.15 gal./sq. yd..
1. Allow tack coat to cure undisturbed before applying hot-mix asphalt paving.
2. Avoid smearing or staining adjoining surfaces, appurtenances, and surroundings. Remove spillages and clean affected surfaces. (SEE 1.4 A ON ENVIRONMENTAL PROTECTION)
C. Patching: Fill excavated pavements with hot-mix asphalt, while still hot, compact flush with adjacent surface.
D. Thickness: The completed pavement shall have a minimum thickness of 4 inches after compaction or as shown on the Drawings.
E. Acceptance: The compacted bituminous surfacing, when ready for acceptance, shall be thoroughly compacted, smooth, and match existing grade and cross section.
3.9 SURFACE PREPARATION
A. General: Immediately before placing asphalt materials, remove loose and deleterious material from substrate surfaces. Ensure that prepared subgrade is ready to receive paving.
1. Sweep loose granular particles from surface of unbound-aggregate base course. Do not dislodge or disturb aggregate embedded in compacted surface of base course.
B. Herbicide Treatment: When shown on the Drawings, apply herbicide according to manufacturer's recommended rates and written application instructions. Apply to dry, prepared subgrade or surface of compacted-aggregate base before applying paving materials.
C. Tack Coat: Apply uniformly to surfaces of existing pavement at a rate of 0.05 to 0.15 gal./sq.
yd.
1. Allow tack coat to cure undisturbed before applying hot-mix asphalt paving.
2. Avoid smearing or staining adjoining surfaces, appurtenances, and surroundings. Remove spillages and clean affected surfaces.
3.10 ACCEPTANCE
A. Hot Asphalt Concrete Pavement shall be tested as indicated in Part 1 – “Quality Assurance.”
B. Gradation and Asphalt Content
1. Gradation: AASHTO T30
2. Asphalt Content: AASHTO T 308
3. Frequency: 1/700 tons or a minimum of 3 per project
4. The Contractor shall provide a split to the Contracting Officer when requested.
C. Field density
1. Shall be determined in place after final rolling by nuclear method according to ASTM D 2950 or other approved procedure. The frequency of testing shall be once per 300 square yards or more frequently if needed to show compliance with the specifications. The test results shall be provided upon completion.
D. Thickness
1. In-place compacted thickness of hot-mix asphalt courses will be determined according to
ASTM D 3549. The frequency of testing shall be once per 300 square yards or more frequently if needed to show compliance with the specifications. Tests shall be performed after compaction.
The test results shall be provided upon completion.
2. Tolerance: Plus 1/4 inch, no minus.
E. Remove and replace or install additional hot-mix asphalt where test results or measurements indicate that it does not comply with specified requirements.
