About this file
This is a technical bid specification document (#5430-0228448) from the California Department of Fish and Wildlife for the procurement of custom fish hauling tanks. The specification details requirements for two types of tanks: a 250-gallon single-compartment tank for Mad River and a 400-gallon single-compartment tank for Iron Gate Hatchery. Both tanks are to be mounted on flatbed trucks and used to transport and plant fish in California waters. The tanks must be newly built, fully welded, and leak-free, constructed with aluminum 5052 material featuring double-walled insulation, foam board insulation, and specific requirements for access lids, drain/discharge systems, oxygen delivery systems, and electrical components.
The technical requirements specify detailed construction parameters including wall thicknesses, insulation requirements, aerator systems, oxygen diffusers, and electrical control systems. Both tanks require specific accessories such as oxygen bottle holders, support tabs, grab rails, sight gauges, and picking eyes. The 250-gallon tank requires an 8-inch knife valve discharge system, while the 400-gallon tank requires a pneumatic knife valve discharge system with dimensions between 18"x12" and 18"x16". Both systems must include comprehensive oxygen delivery systems with pressure monitoring, air vents, aerators, and flow meters. The document does not specify pricing terms, set-asides, or funding requirements.

1.0 SCOPE
This Bid Specification #5430-34359 defines the requirements for custom fish hauling tanks (henceforth referred to as “tanks”) that will be mounted on flatbed trucks and used by the California Department of Fish and Wildlife to transport and plant fish in California waters.
2.0 APPLICABLE LAWS AND STANDARDS
Laws, regulations, policies, and standards listed in this section form a part of this bid specification as cited in the text.
2.1 LAWS, REGULATIONS, POLICIES
None listed.
2.2 STANDARDS
None listed.
3.0 TECHNICAL REQUIREMENTS
Tanks must be newly built, fully welded, and free from leaks. Figures found in Appendix A referenced throughout the text are for illustration purposes, the text requirements hereafter take precedence over the figures.
The minimum total tank capacity was approximated by multiplying exterior dimensions to determine volume after accounting for inner wall, outer wall, and insulation thickness (minus 3.75 inches to length and width). The change in volume from the 2-inch sloped floor was approximated by subtracting 5.75 inches from height (3.75 inches + 2 inches).
The resulting in3 is converted to gallons (231 in3 = 1 gallon).
