Scope of Work

NC-NL1100-23-01267

1.0 CONTRACT PROJECT:

1.1 Project Title: Office Remodel

2.0 PROJECT CONTACTS:

3.0. PROJECT TASKS:

This project includes; removal/installation of flooring surfaces, construction of new work space walls, installation of electrical and IT outlets/drops, enclosing exposed ductwork, installation of new window coverings and the relocation of display cases/contents in the main office building located on the grounds of the National Geodetic Survey’s Testing & Training located at 15351 Office Drive, Woodford, VA 22580. For a non-dimensional floorplan, with room names, for this building see Exhibit A.

3.1 Remove/Dispose of Carpeting

1) All furniture and other items located in the areas identified in Exhibit B are to be temporarily moved by the contractor to an area within the building identified by the PC.

2) Remove and dispose of existing commercial grade carpeting in the area identified in Exhibit B”. There is no padding material underneath of the carpeting. The subsurface in this area is a concrete slab. The contractor is responsible for disposal of this material in a manner meeting all relevant state and federal regulations.

3.2 Dispose of old office walls

1) All metal/glass “cubicle” walls located in the “Open Office” space, see Exhibit B. are to be removed and properly disposed of off-site by the contractor.

3.3 New Wall Construction-

1) Build approximately (104-ft.) of 69.5-inch tall walls in the “Open Office” space. The walls to be constructed should match as closely as possible in general dimension and materials, an existing wall in the work space. See exhibit C for a layout of the space where the new walls are to be constructed.

2) The walls are to be anchored to either; existing; walls, columns and/or the concrete slab so that they are sufficiently stable.

3) Trim out the tops and open ends of the walls and use base trim that matches the existing wall referenced in 3.3.1.

4) Paint walls and trim to match colors and finishes of the existing wall referenced in 3.3.1..

5) Install (22) 110-volt 2-gang outlets in the new walls, see Exhibit C. for the location of the outlets. The outlets are to be equally divided between (3) new 20-amp circuits. New Circuits are to be wired to the electrical panel located in the “Open Office” space, see Exhibit C.

3.4 Installation of VCT

1) Install vinyl composite tiles in the areas indicated in Exhibit A. The tiles should be of the same size, color and pattern (12x12-inch Azrock commercial vinyl tiles, color code V-985) or an equivalent, as to match tiles located in other areas of the office building.

3.7 Install Electrical and IT outlets-

1) Install (2) 4-gang 110 outlets, connected to a new 20 amp breaker, at locations identified on Exhibit C.

2) New circuits are to be wired to electrical panel located in the “Open Office”, see Exhibit C.

2) Install (1) Cat6e ethernet outlets, connected Network closet, see Exhibit A for location of network closet.

3.8 Enclose exposed ductwork-

1) Enclose an existing metal HVAC duct, located in the office space by framing in the ductwork and covering with drywall, see Exhibit D. The ductwork is approximately 56-ft in length with (5) registers.

2) Extend and incorporate existing duct registers into the enclosure.

3) Prime and paint the enclosure to match the existing ceiling color.

3.9 Move furniture into newly renovated spaces –

1) Move the furniture and items that were temporarily moved during task 3.1 to the newly renovated spaces. The onsite PC will direct the contractor as to specifically where to place the furniture and items.

3.10 Window Treatments –

1) Except for the existing blinds located in the “conference room”, see Exhibit A, remove and dispose of all window treatments.

2) Install up to (25) new cellular blinds for all windows located in the spaces identified in Exhibit E. The blinds are to be of similar quality and design as the existing blinds located in the “Conference Room”.

4.0 PROJECT REQUIREMENTS:

The Contractor shall be responsible for verifying site conditions, making quantity take offs, obtaining accurate measurement of existing conditions, and performing any act or operation which may be necessary to properly bid the work and complete the same as depicted and specified. Failure to verify the existing site conditions shall not relieve the Contractor of the responsibility to complete the work as required.

4.1 Coordinate work schedule. Coordinate the site investigations and site work with the COR and PC. Construction shall be managed to provide minimal impact to the campus operation.

4.2 Storage of supplies and materials. Coordinate the on-site location(s) where materials and supplies are to be stored during construction with the COR and PC.

4.3 Disposal of construction waste materials. All debris resulting from this project are to be disposed of off-site by the Contractor.

5.0. GOVERNMENT PROVIDED EQUIPMENT AND MATERIALS:

The Government will not provide any equipment or materials necessary for the contractor to successfully complete the tasks associated with this contract project. The contractor will provide all equipment, materials and supplies necessary to carry out the tasks associated with this contract project.

6.0. QUALITY ASSURANCE:

The PC will periodically evaluate the contractor’s performance and provide feedback to the COR concerning the quality of work associated with the tasks being performed. Upon completion of the project the PC will conduct a final inspection of all tasks performed and report to the COR on the quality of work completed.

7.0. GOVERNMENT REMEDIES:

The contracting officer shall follow FAR 52.212.4, Contract Terms and Conditions-Commercial Items (February 2004), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

8.0. HOURS OF OPERATION:

The National Geodetic Survey Training Center & Laboratory facility hours of operation are Monday through Friday from 8:00 A.M to 5:00 P.M.. The facility is closed on weekend days and Federal holidays. All work conducted by the contractor shall be conducted during normal facility hours of operation.

9.0 Protection of Work and Property/Safety Requirements:

9.1 The Contractor shall protect the work, the site, and all existing property and structures within the limit of construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

9.2 Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor.

9.3 The Contractor, under Occupational Safety and Health Administration (OSHA) requirements, is responsible for advising its employees of all Environmental and Hazardous Materials handling and is required to have and maintain SDS for all materials used by the Contractor in accordance with Federal and state laws and/or regulations.

10.0 IT Security Requirements:

The Assessment and Authorization (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required.

The Contractor shall not access, store, process or transmit any government-privileged information. The Contractor shall not have access to any non-public government information, government systems and/or government networks.
