About this file

This document is an Application for the Grow Your Own Educator (GYO) Grant, a Request for Grant Applications (RFA) issued by the Educator Advancement Council in the state of Oregon. The GYO Grant aims to invest in partnerships across Oregon that will facilitate and support projects to recruit, prepare, and retain diverse educators. Applicants must identify partner organizations, regional workforce needs, equity problems of practice, and proposed strategies and activities to be implemented over a two-year grant period from July 1, 2023 to June 30, 2025. Grant awards will be made to at least one applicant in each of Oregon's ten regional educator networks, with a focus on addressing disparities, disproportionality, and predictability in educator workforce outcomes.

The application requires details on the partnership structure, roles of each partner, the regional workforce focus, the identified equity problem of practice, and a comprehensive project plan outlining strategies, activities, timelines, partner involvement, outcomes, and progress measures. Applicants launching a new GYO partnership may also request start-up funding to support the planning and preparation of the new partnership. Scoring for the application is weighted across the various sections, with the project plan carrying the highest point value.

In this section, identify Partners involved in the GYO and describe the local or regional partnership that will facilitate and support the proposed project plan. Use qualitative and quantitative data to illustrate need or impact where appropriate. Partners are limited to school districts, education service districts, Early Learning and Care providers or programs, Tribal Governments, post-secondary institutions, community organizations, or other educational entities focused on improving teaching and learning conditions in Oregon and in support of the goals of the GYO Initiative.

Only those Partners who have been, or will be, directly and continuously involved in the development of the partnership as collaborators, are actively engaged in or play a significant role in the partnership’s decision-making and engagement with communities, or have significant responsibilities related to the administration of the proposed project plan need be identified in the Application. There is no limit to the number of Partners that can be named in an Application and there is no limit on the number of Applications a Partner can be named in.

In addition to completing this section, include a completed partnership form for each Partner (see Attachment C to the RFA) which demonstrates that the Partner is aware of and committed to the partnership for the purposes of fulfilling the Applicant’s project plan as part of this GYO Grant.

Possible score: 20 points - Please see Section 4.2 of RFA for evaluation criteria & rubric.

1. Partnership Purpose and Structure Overview In the text box below, provide a narrative summary addressing the following elements:

· Describe the full vision for the GYO partnership, including the history, purpose, and goals of the partnership that will support the proposed project plan (cite any regionally-specific data or research that informs your approach);

· Describe how the partnership is building capacity for effective implementation of the proposed project plan, in particular how it is building shared knowledge and understanding among Partners of structural and institutional conditions that produce systemic inequities; and

· Identify the structures through which Partners will coordinate efforts in support of the proposed project plan, (i.e. for shared decision-making, regular communication, data sharing, and integrated roles and responsibilities).

Select the primary Regional Educator Network (REN) that shares the same geographical area as the GYO Partnership:

|_|Central Oregon REN (Crook, Deschutes, & Jefferson counties) |_|Columbia REN (Gilliam, Hood River, Sherman, Wasco, & Wheeler counties) |_|Douglas REN (Douglas County) |_|Eastern Oregon REN (Grant, Harney, Lake, Malheur, & Wallowa counties) |_|Multnomah-Clackamas REN (Multnomah & Clackamas counties) |_|Northwest REN (Clatsop, Columbia, Tillamook, & Washington counties) |_|Oregon Trail REN (Baker, Morrow, Umatilla, & Union counties) |_|South Coast to Valley REN (Coos, Curry, Marion, Polk, & Yamhill counties) |_|Southern Oregon REN (Jackson, Josephine, & Klamath counties) |_|Western REN (Benton, Lane, Lincoln, & Linn counties)

II. Local or Regional Workforce Areas of Focus In this section, identify and describe the educator workforce area(s) of focus in the locality or region and how the GYO partnership is designed to leverage or bring together efforts across the region to recruit, develop, or advance Educators in the area(s). Applicant is encouraged to identify workforce areas identified as a high-need area in Section 2.4 of the RFA, and may identify other areas specific to the locality or region. Use qualitative and quantitative data to illustrate need or impact where appropriate.

Please note, this Application considers “evidence” and “data” as forms of validation that do not just stem from dominant educational research but include community-driven, indigenous, Tribal, culturally-responsive/sustaining/specific, and non-dominant ways of knowing, being, and researching. Evidence stemming from the perspectives of those affected by practices, activities, strategies, or interventions is strongly encouraged. Local context, place, and communities, particularly those most affected by programs or initiatives, should be reflected in the evidence provided in the Application.

Possible score: 15 points - Please see Section 4.2 of RFA for evaluation criteria & rubric.

1. Describe the educator workforce area of focus in the locality or region, and describe at least three different sources of evidence used to determine this need. What trends (disparity, disproportionality, and predictability) do you notice? Include data tables or charts and cite specific research studies if relevant. Evidence may include:

a. Region or district-specific workforce or achievement outcomes data

b. Research on topics relevant to the specific workforce area

c. Research on lived experiences of students/educators in the region (Enter your response here)

2. Describe the partnership’s approach to sustaining meaningful impacts on disproportionality, disparity, and predictability in outcomes for Educators from the identified area. Describe how the partnership leverages or brings together specific efforts across the region to improve the conditions for sustaining a diverse, well-supported, and culturally responsive Educator workforce in this workforce area.

III. Equity Problem of Practice

In this section, describe the specific equity problem(s) of practice being addressed by the GYO partnership. The problem of practice should address structural or institutional condition(s) or practices that impact recruitment, preparation, or retention of Educators in the region.

An equity problem of practice is a dilemma that cannot be easily resolved, but is grounded in evidence derived from multiple perspectives. It should be within the partnership’s locus of control, actionable, and connect to a broader strategy of improvement related to historic, systemic, and persistent education inequities for students. The problem of practice should be based on information you have collected about community or regional student, educator, or workforce needs. Consider what is most important to address, as well as what is most feasible to address. Define problems at the practice and systems level (not the individual level), and be specific to the community or region.

For more information on identifying equity problems of practice, refer to these resources:

Possible score: 20 points - Please see Section 4.2 of RFA for evaluation criteria & rubric.

1. Describe at least equity one problem of practice and address the following questions:

a. What structural or institutional condition(s) or practices have led to historic, systemic, and persistent educational inequities for students in the community or region?

b. How do these conditions impact recruitment, preparation, and retention of educators, particularly racially, ethnically, and/or linguistically diverse educators?

c. Describe at least three different sources of evidence used to determine your equity problem of practice. What trends (disparity, disproportionality, and predictability) do you notice? Include data tables or charts and cite specific research studies if relevant. Evidence may include:

i. Region or district-specific workforce or achievement outcomes data

ii. Research on topics relevant to your equity problem of practice

iii. Research on lived experiences of students/educators in the region (Enter your response here)

IV. Project Plan

In this section, describe Applicant’s GYO project plan for the first two year grant period of July 1, 2023 through June 30, 2025. The project plan must describe the proposed strategies to be funded, as well as the intended outcomes and how Applicant will measure progress. There is no limit on the number of strategies that can be proposed, but each strategy must address the equity problem(s) of practice identified by Applicant in Section III of the Application (above), be related to the goals of the GYO initiative as described in Section 2.3.3 of the RFA, and be informed by local or regional needs and conditions that impact recruitment, preparation, or retention of Educators in the region. The plan should demonstrate how the GYO partnership is operationalizing efforts across the locality or region to improve the conditions for sustaining a diverse, well-supported and culturally responsive Educator workforce. The plan should demonstrate how the partnership is supporting the full pathway into educator careers (e.g. recruitment, preparation, certification, hiring, induction, retention, career advancement).

Please note, strategies are broad concepts or approaches to achieve the project objectives while activities are actions that are undertaken within these strategies. See Section 2.4.1 of the RFA for a list of example strategies.

Possible score: 35 points - Please see Section 4.2 of RFA for evaluation criteria & rubric.

1. Project Plan Overview Provide an overview of the grant strategy(ies) and activities included in the Project. You will have the opportunity to provide additional details about project activities in the Activity Table, below. A. Describe the strategy, including why it has been selected, desired outcomes, as well as how the goals of the strategy address the regional or local workforce needs identified in Section III of the Application. Describe how the strategy aligns with other related initiatives in the locality or region (such as equity initiatives, educator workforce initiatives, professional learning opportunities, etc.). Describe if this strategy is new, adapted or adopted from previous efforts. Other questions to consider:

i. How does what you are trying to accomplish address disparity, disproportionality, or predictability in outcomes?

ii. What local or regional data sources inform this strategy?

iii. How do you know this is the right strategy to address the identified equity problem(s) of practice?

iv. How does the project plan address the goals of the GYO initiative as described in Section 2.3.3?

V. (Enter response here.)

B. Who will be your critical partners in implementing the strategy, and why? What is each partner’s role and responsibilities in the strategy?
