STATEMENT OF WORK SUMMARY

This is a Statement of Work (SOW) from Fermi National Accelerator Laboratory for the recertification and refurbishment of a high-pressure tube trailer (FNAL 477) used for compressed helium gas service. The trailer contains 38 tubes with a water volume capacity of 334.4 cubic feet, stamped at 2500 PSIG pressure with a DOT special filling capacity of 2750 PSIG. The retest is due in October 2023.

Required work includes DOT recertification testing of all tubes with notation of any availability for 10-year recertification extension based on cylinder material, replacement of burst disks, inspection of the 5th wheel plate and pin, wheels, wheel bearings, and brakes per DOT standards. The vendor must sandblast and paint the chassis, cabinet, and tubes white, and refurbish the valve cabinet and manifold with appropriate pressure and temperature gauges. All piping must be pressure tested per ASME B31.3 standards with certification provided. The trailer requires specific labeling including "FERMILAB" in 4-6 inch black letters, "HELIUM, COMPRESSED" in 3-inch green letters, and "FNAL 477" in 3-inch black letters on all visible sides, along with diamond product labels (UN-1046) per DOT requirements and test/due date labels. A data plate with trailer number, maximum allowable working pressure at 70°F, water volume, and test dates must be installed in the valve cabinet. After recertification, the trailer must be shipped sealed with nitrogen at positive pressure less than 25 PSIG. Round trip transportation is the vendor's responsibility. The primary contact is Jeewan Subedi at the APSTD/Cryogenics Sector, Fermilab, with phone and email provided.

STATEMENT OF WORK

FNAL 477 High Pressure Tube Trailer Recertification & Refurbishment

The following is a list of required work:

1) Note: compressed helium gas service.

2) Test tubes in accordance with D.O.T. recertification requirements. Note in quote any availability for extension to 10-year recertification period due to cylinder material (e.g. DOT 3AA), upon visual inspection and tracking fills.

3) Replace burst disks.

4) Send burst disk certificates and cylinder test results to contact listed at bottom.

5) In the event a tube is found defective, the vendor to quote price to plug tube and reroute manifold, or completely replace the tube. Any price change to the original subcontract must be approved by Fermilab’s purchasing department per original subcontract specifications before any work may proceed.

6) Inspect 5th wheel plate and pin. (D.O.T.)

7) Inspect wheels, wheel bearings, and brakes. (D.O.T.)

8) Sandblast if necessary and paint chassis, cabinet, and tubes white.

9) Refurbish the valve cabinet and valve manifold as needed, including doors. Provide appropriate pressure and temperature gauges if needed. Pressure test piping per ASME B31.3 and provide certification of such to contact listed at bottom.

10) If any welding is performed in the manifold it shall comply with ASME B31.3 requirements. PQR, WPS, WPQ, materials certification and other documentation in compliance with code shall be submitted to Fermilab.

11) Trailer shall have diamond product labels (UN-1046) per D.O.T. on all sides, as well as any additional safety warnings (e.g. “Stops at Railroad Crossings”), reflectors, and such.

12) All labels shall be in plain view with lettering as follows:

a) “FERMILAB” on front, rear, and on both sides of trailer on the tubes

(Approximate size of BLACK letters = 4-6 inches)

b) “HELIUM, COMPRESSED” on front, rear, and both sides of trailer

(Approximate size of GREEN letters = 3 inches)

c) “FNAL 477” on front, rear, and both sides of trailer.

(Approximate size of BLACK letters = 3 inches)

d) TEST and DUE date labels should be placed on one side of the trailer on the chassis or on one of the tubes.

Example: TEST DATE (date) DUE DATE (date)

13) A data plate shall be placed within the valve cabinet with the following:

TRAILER NO. FNAL 477

MAWP @ 70 F PSIG

WATER VOL. CU. FT.

TEST DATE DUE DATE

14) After recertification, trailer is to be shipped sealed with a dry inert gas (nitrogen) at a positive pressure less than 25 PSIG.

15) Round trip transportation is the vendor’s choice. Off-site drivers should pick-up and return the trailer to Fermilab’s Shipping & Receiving site.
