FNAL, located in Batavia, Illinois, seeks qualified offerors to provide recertification and refurbishment services for the FNAL 477 High Pressure Tube Trailer to support laboratory operations. Quotes must be submitted via email to Brittany Hopkins (bhopkins@fnal.gov) no later than February 26, 2026, by 3:00 PM Central Time. The anticipated contract type is Firm Fixed Price (FFP), with a Period of Performance of 30 calendar days after receipt of order. Quotes must remain valid for a minimum of 90 calendar days from the due date and throughout the entire performance period.
FermiForward will conduct a Lowest Price Technically Acceptable (LPTA) evaluation using three factors. The Technical factor requires offerors to demonstrate a minimum of five years of experience in high pressure tube trailer recertification and refurbishment services, provide evidence of qualified personnel or technicians, and submit a Project Schedule aligned with the performance period. The Price factor requires completion of the Pricing Schedule/Unit Price Sheet, with award to the lowest priced technically acceptable offeror. A responsibility determination will assess financial capability, performance history, and relevant certifications. Award will be made without discussion, encouraging offerors to submit their most favorable terms initially. Quality control procedures must ensure compliance with DOT regulations and ASME B31.3 requirements, including cylinder recertification, burst disk replacement, pressure testing, welding documentation, and final verification that the trailer is sealed with dry inert gas at positive pressure less than 25 PSIG. Offerors without existing Fermilab badges must complete the Fermilab Access Request Form at least four weeks prior to the scheduled work, with U.S. citizenship preferred. Required attachments include the Statement of Work, Pricing Schedule, FFDG General Terms and Conditions, safety documentation, and proposal certifications.
