About this file

This document is an Attachment 8 Questions and Answers for Solicitation W90VN6-25-Q-A017 0001 for Medical Warehouse, Recuperation, and Maintenance (WRM) Services in Korea. The solicitation covers medical logistics support services across multiple sites, with key requirements including 24/7 on-call response within 60 minutes, specific staffing qualifications (such as TOEIC scores of 850+ for managers, forklift and HAZMAT certifications for medical logisticians), and maintenance of medical equipment. The government will provide existing waste handling infrastructure and recognize only U.S. Government holidays.

Notable clarifications include: experience requirements can substitute for academic credentials for site managers, not all Medical Logisticians need simultaneous forklift and HAZMAT certifications, and hazardous material training will be provided by the nearest base. The proposal due date will be extended per Amendment 0001, and the Phase-In CLIN will be included in the total evaluated price. The contract involves non-personal services with specific provisions to prevent long-term staffing vacancies, and certain non-medical items like generators and environmental control units are excluded from the contract's scope.

Attachment 8 Questions and Answers W90VN6-25-Q-A017 0001 Medical WRM Services

1. PWS 1.6.2 - Holidays: Will Republic of Korea national holidays (e.g., Seollal, Chuseok) also be recognized, or only U.S. Government holidays as listed?

Answer: Only US holidays listed on PWS are recognized as public holidays.

2. PWS 1.6.5 – Waste Management: Will the Government provide historical data on volumes of medical and regular waste at each site to inform disposal cost estimates?

Answer: Waste volume averages no more than one ton per month per site. The cost of disposal is determined by the company bidding on the contract.

3. PWS 1.6.5 – Waste Management: Will the Government provide existing waste handling infrastructure (dumpsters, segregation points, refrigerated medical waste storage), or must the contractor furnish these?

Answer: the Government will provide existing waste handling infrastructure

4. PWS 1.6.6 – Emergency On-Call: Can the Government provide historical averages for emergency responses (per site, per year) to better inform staffing and pricing?

Answer: Please be advised that the estimated time stated in the Solicitation is a maximum.

5. PWS 1.6.6 – Emergency On-Call: The PWS requires 24/7 on-call response within 60 minutes at

Suwon and Gwangju. Under the Korean Labor Standards Act (근로기준법, LSA), such on-call periods are generally considered compensable working time, subject to a legal weekly maximum of 52 hours (40 regular + 12 overtime). Has the Government considered the implications of LSA requirements on contractor staffing and pricing? Would the Government consider modifying the on-call requirement, or otherwise clarifying how contractors are expected to comply with Korean labor law while still meeting this requirement?

Answer: The intent is to have 24/7 on-call response. It will be the contractor’s responsibility to provide staffing that will meet this requirement as well as abide by Korean Labor standards.

6. PWS 1.6.11 – TOEIC: The PWS requires the Contract Manager and Site Managers to have TOEIC scores of 850 or higher. Individuals meeting both this TOEIC requirement and the required years of experience are extremely limited in Korea, and expired TOEIC scores are also a concern for proposal submission. Would the Government consider lowering the threshold, accepting alternative measures of English proficiency, or allowing expired scores to satisfy the requirement?

Answer: We do not consider changes to the TOEIC English score criteria specified in the Solicitation.

7. PWS 1.6.11.1.1 vs 1.6.11.1.2 – Contract Manager vs Site Manager: The PWS requires the Contract Manager to hold a Bachelor’s degree or substitute with a High School diploma plus five years of managerial experience, while the Site Manager must hold a vocational degree or higher with no equivalent substitution except for the KGS waiver. This makes the Site Manager’s academic requirement stricter than the Contract Manager’s, even though the CM is a higher-level position.

Could the Government clarify whether this was intentional, and whether the Site Manager academic requirement will be adjusted to align with or be less restrictive than the Contract Manager?

USE OR DISCLOSURE OF DATA IS SUBJECT TO THE RESTRICTIONS IN RFQ W90VN6-25-A017

Answer: Experience requirements can be substituted with a High School diploma and a minimum of five (5) years of experience for site manager also

8. PWS 1.6.11.3 – Medical Logistician Qualifications: The PWS states that “Medical Logistician(s) shall have a forklift driver license” and be certified for HAZMAT preparation. Could the Government clarify whether every Medical Logistician is individually required to hold both a forklift license and HAZMAT certification, or if it is sufficient for only one or a portion of Medical Logisticians to meet these requirements as long as performance is achieved? If all are required, may these certifications be obtained after award during phase-in?

PWS 1.6.11.3 – Medical Logistician Qualifications Answer: At least more than one Medical Logistician is required to hold a forklift license per site as a primary and alternate. At least one HAZMAT certification holder is required per site. One person does not have to own both at the same time. Per OSHA and Wing Safety, technicians will need have forklift license in order to operate forklifts and other Material Handling Equipment (MHE) after award.

9. PWS 1.6.11.3 – Medical Logistician Qualifications: The PWS requires Medical Logisticians to be certified to prepare hazardous materials for military air shipments. Assuming this is based on AFMAN 24-204 requirements, this certification is obtained through Government-provided training, but training slots are limited worldwide and availability is often delayed. Will the Government ensure sufficient access to training slots for contractor personnel? Additionally, will the training be offered in Korea or outside Korea, and if outside, how should travel and associated costs be handled? If training is not immediately available, would flexibility be provided until slots can be scheduled?

Answer: Hazardous Material training will be provided by the nearest base and will be secured by the NCOIC and/or COR. NCOIC/COR will secure these training slots.

10. PWS 1.6.11.5 – Vacancy Deduction: The PWS states that deductions will be made from the contractor’s invoice during staff vacancies, calculated using Korean minimum wage × vacancy hours. Under a Firm Fixed Price contract, the contractor normally has discretion to manage staffing so long as performance outcomes are met. Could the Government clarify whether these deductions are intended as a liquidated damages provision for failure to staff specific positions, or as a staffing compliance requirement tied to labor headcount? Additionally, how does this approach align with FAR 16.202-1 principles for FFP contracts, where payment is typically based on outcomes rather than labor hours?

Answer: The government does not require a specific number of staff for Non-Personal Service contracts. However, PWS 1.6.11.5 is a minimum measure to prevent long-term vacancies due to failure to provide even the minimum number of staff at each site.

11. PWS 3.1 – Government Facilities: Will warehouse building numbers with layouts or floor plans be provided for contractor planning purposes?

Answer: Due to security concerns, we cannot provide this information and have not requested the contractor to provide planning for each building.

12. PWS 5.5 – Medical Equipment Technician Tasks / Appendix 1: The PWS states the contractor must maintain all equipment identified in Appendix 1. Appendix 1 provides only aggregate counts of “equipment items” at each location but does not identify specific asset types. Could the Government clarify whether these equipment items consist solely of biomedical/medical devices requiring BMET support, or if they also include non-medical support items (e.g., generators, ECUs)?

If non-medical items are included, could the Government provide a breakdown by type and confirm which contractor position (e.g., BMET, Medical Logistician, or other not yet added) is responsible?

If such items are excluded, will they be maintained by U.S. Government personnel or external service providers?

Answer: The PWS does not specify BMET. We use the term "Medical Equipment Technician" to differentiate it from BMET term. Unfortunately, due to security concerns, we cannot provide all identifiable specific asset types. We apologize for the typo in the section where the term "BMET" should not have been used. We have corrected it in our PWS.

Specific non-medical items are not included in the scope of this contract by the following nomenclatures, they are currently supported under another contract:

100 KW Generators Power Distribution Panels (larger than 60A) Environmental Control Units Fan Filter Assemblies for Collective Protection

13. PWS 5.5.10.2 – New Equipment Receipt and Transportation: The PWS requires transport of new equipment from the “receiving location” to storage/maintenance sites. Could the Government clarify what constitutes the receiving location — e.g., base gates, central receiving points such as Osan AB, or cross-base transport for redistribution?

Answer: Each Warehouse per each site is the receiving location.

14. ATT 4 Sec 1.3 Proposal Due Date and Time: The solicitation lists the proposal due date as 14 September 2025 at 1300 KST. Since 14 September is a Sunday, could the Government clarify whether proposals are intended to be due on Sunday, 14 September, or on the following duty day (Monday, 15 September 2025)? Additionally, would the Government consider extending the due date to allow sufficient time for revisions after clarifications?

Answer: The solicitation will be extended. See Amendment 0001 for details.

15. ATT 4 Sec 1.4 – Resumes and Page Limits: The solicitation requires offerors to address Key Personnel qualifications, but it is unclear whether resumes must be submitted with the proposal or only after award. If resumes are required, could the Government clarify whether they count toward the 75- page Technical Volume I limit, or may they be submitted as attachments not subject to the page cap?

Answer: Qualifications must be addressed, but it is not necessary to provide full resumes.

You may just list the qualifications. However, the USG reserves the right to request resume (or other qualification verification) after award of the contract. If you choose to submit resumes, it will count towards the page limitation.

16. ATT 4 Sec 1.6.1 Volume I – Technical / Staffing Plan: For the Staffing Plan, can one Site Manager be dual-hatted across two sites temporarily (e.g., during phase-in), or must each site always have a dedicated SM?

Answer: Must each site always have a dedicated SM

17. ATT 5 Sec 1.1 Factor 1 – Business License: Must the license explicitly list “Logistics,” “Warehouse,” “Facility,” or “Business Support,” or will related categories be accepted?

Answer: Business License must the license explicitly list “Logistics,” “Warehouse,” “Facility,” or “Business Support,”

18. ATT 5 Sec 2 Price Evaluation / Phase-In CLIN: The solicitation includes a Phase-In CLIN.

Could the Government clarify whether this CLIN will be included in the total evaluated contract price, or excluded as a non-recurring cost for evaluation purposes?

Answer: The phase-in CLIN will be part of the total evaluated price.
