About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a brand-name acquisition of Steelcase office furniture. The 375th Contracting Squadron (375 CONS) is procuring and installing Steelcase furniture products to support United States Transportation Command (USTRANSCOM) at Scott Air Force Base, specifically for Building 1961, rooms 201-205. The requirement includes desks, lateral files, overheads, tack boards, chairs, bridge components, pedestals, and cabinets with a 90-day delivery timeline from award. The acquisition is structured as a single line item (CLIN 0001) under NAICS code 337211-Wood Office Furniture Manufacturing and will be solicited as a 100% small business set-aside on SAM.gov via firm fixed price purchase order.

The justification invokes 10 U.S.C. 3204(a)(1) authority (only one responsible source and no other supplies or services will satisfy agency requirements) based on the need to maintain a uniform professional environment exclusively furnished with existing Steelcase products. The government determined that acquiring alternative furniture brands would create visual inconsistencies and functionality issues, making complete replacement the only viable alternative at significantly higher cost. Market research confirmed that while Steelcase brand is mandatory, a competitive environment exists among authorized resellers; a previous similar solicitation (FA440725P0062, awarded September 30, 2025) received three technically acceptable proposals from small businesses. The CO anticipates sufficient price competition among resellers will ensure fair and reasonable pricing. The government committed to conducting market research prior to future acquisitions to identify additional products or sources that could reduce barriers to competition.

I. Agency and Contracting Activity {RFO 6.104-1 {a){1 )):

Agency: Dept of the Air Force (DAF)

Contracting Activity: 375th Contracting Squadron (375 CONS)

II. Nature and/or description of the action being approved {RFO 6.104-1 {a){2)):

This document approves the request for Brand Name solicitation for Steelcase products in support of United States Transportation Command (USTRANSCOM). 375 CONS intends to solicit and compete a firm fixed price (FFP) purchase order via SAM.gov under the North American Industry Classification (NAICS) code 337211-Wood Office Furniture Manufacturing. This requirement is for products unique to one manufacturer, Steelcase. Only the Original Equipment Manufacturer (OEM) or their certified resellers can provide the required equipment.

To ensure operational readiness, United States Transportation Command (USTRANSCOM) requires the acquisition and installation of Steelcase furniture located in Bl 961, rooms 201-205 at Scott AFB. These replacements are needed to maintain the professional appearance required to support the USTRANSCOM Commander while interacting with USTRANSCOM team members and its commercial partners. This justification is made on an individual basis.

Ill. Description of supplies/services required to meet agency needs {RFO 6.104-1 {a){3)):

This requirement is for the purchase, delivery and installation of brand name Steelcase furniture for USTRANSCOM/TCCS-FM. The scope of this purchase includes the labor, equipment, personnel, and materials necessary to install desks, lateral files, overheads, tack boards, chairs, and bridge components to match existing furniture located in B 1961, rooms 201-205 at Scott AFB.

The total estimated dollar value of this acquisition is based on the mission partner's Independent Government Cost Estimate (IGCE). The IGCE is based off of market research pricing information obtained

The delivery date is 90 days from award.

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1 (a)(4)):

10 U.S.C. 3204(a)(1 ), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1 (a)(S)):

This justification is based on the authority of 10 U.S.C. 3204(a)(1 ), "Only one responsible source and no other supplies or services will satisfy agency requirements," as implemented by RFO 6.103-1. The use of this authority is required for a brand-name specification for Steelcase-manufactured office furniture.

The core of this justification rests on the need to maintain the specific professional environment required to support the USTRANSCOM Commander and senior leadership during interactions with staff and commercial partners. The existing workspaces are furnished exclusively with Steelcase products.

The acquisition of any other brand would introduce inconsistencies in design, finish, dimensions, and overall quality, which would detract from the required professional appearance and functionality of the space.

Specifying the brand name "Steelcase" is essential for fulfilling our mission requirements efficiently.

Procuring Steelcase furniture, ensures continuity with our established professional environment. Opting for an alternative brand would create a visually disjointed workspace and necessitate procuring non-standard items, leading to unacceptable delays. The only other alternative is a complete replacement of all furniture, at a cost Therefore, soliciting for brand name Steelcase is the most responsible and cost-effective solution for the Government.

Long-Term Sustainment and Competition:

The long-term sustainment strategy for this directorate is to maintain the existing Steelcase standard to ensure a uniform and professional appearance. Future requirements for furniture in this specific area will continue to be for the Steelcase brand. While this limits competition at the manufacturer level, competition will be sought among the Original Equipment Manufacturer (OEM) and its certified resellers for all future needs.

Risk of Vendor Lock:

A risk of "vendor lock" to the Steelcase brand exists for this specific directorate to maintain uniformity.

This risk is accepted and considered minimal in the context of the overall furniture market. The Government's mitigation strategy is to promote competition among all authorized Steelcase resellers.

As demonstrated by market research for a recent, similar requirement (FA440725P0062), multiple small businesses are capable of providing these products, ensuring adequate price competition can still be achieved at the reseller level.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1 (a)(6), (8), and (10)):

Market research began with a review of mandatory sources. A search of AbilityOne, UNICOR, DoD Enterprise Software Initiative (ESI), and GSA 2GIT confirmed that the required Steelcase products were

March 2026 Page4of5 not available through these channels. A subsequent search on GSA Advantage for specific part numbers also yielded negative results.

Historical acquisition research identified a comparable brand-name contract, FA440725P0062, awarded on September 30, 2025, for Steelcase products. This recent procurement confirmed that while the brand is specific, a competitive market exists among authorized resellers.

The previous solicitation for Steelcase furniture resulted in technically acceptable proposals from three small businesses. Based on this recent and relevant data, the CO has determined that a competitive environment exists among authorized resellers in SAM.gov.

Therefore, the conclusive recommendation is to solicit this requirement as a 100% small business set aside on SAM.gov to achieve the best value for the Government. The CO anticipates that sufficient price competition among these vendors will ensure a fair and reasonable price determination.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1 (a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1 (a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1 (a)(11 ):

Prior to any subsequent acquisition for the supplies, market research will be accomplished to determine if there are any additional products or sources that can meet the needs of the Government and remove the barriers to competition.
