About this file

This report provides the results of an asbestos and lead inspection conducted at the 1800 Cabrillo Memorial Drive Visitor's Center View Building in San Diego, California. The inspection tested interior and exterior suspect tile surfaces in preparation for an upcoming renovation project under National Park Service Solicitation 140P8523R0015 to rehabilitate the visitor center view building. No asbestos was detected in any samples tested. All surfaces tested were found to contain lead concentrations less than 0.5 mg/cm2. The report recommends dust containment and worker protection practices for all surfaces during renovation work involving aggressive disturbance due to the potential to create lead-contaminated dust even from surfaces with lower detected lead levels.

Asbestos and Lead Report 1800 Cabrillo Memorial Drive San Diego, CA

1. Overview

Mike Anderson, an EPA AHERA-accredited building inspector representing San Diego Testing, performed limited asbestos and lead testing at 1800 Cabrillo Memorial Drive – Visitor’s Center View Building, San Diego, CA 92106 on 07/11/2023. The property owner is Cabrillo National Monument, which can be reached at (619) 523-4285. The site is a national park facility. The asbestos and lead testing included interior and exterior suspect tile surfaces expected to be impacted by an upcoming renovation.

The lead inspection was performed in accordance with the protocols in Title 17 of the California Code of Regulations (17CCR 35000 et seq.) effective April 30, 2008, and the procedures described in Chapter 5: Risk Assessment, section II (A), (B), (C), and (D), “Guidelines for the Evaluation and Control of Lead-Based Paint Hazards in Housing,” U.S. Department of Housing and Urban Development, June 1995.

Test methods used for asbestos testing included bulk sample collection and analysis at Eurofins EMLab P&K, an accredited laboratory in San Diego, CA.

Test methods used for lead testing included a portable X-ray Fluorescence (XRF) analyzer, Heuresis Model Pb200i, serial number 1557.

2. Regulatory Background

Title 17 of the California Code of Regulations (CCR) contains provisions dictated by California Department of Public Health (CDPH) and applies when "lead activities" are performed in residential or public buildings. It requires testing companies to submit CDPH form 8552 to CDPH after conducting lead investigations. Form 8552 contains test results and property owner information. Title 17 includes lead-safe work practice requirements when "lead activities" are performed in any type of structure with any construction date. "Lead activities" includes work that can create lead-contaminated dust. Lead-contaminated dust is defined as (a) forty micrograms per square foot (40 μg/ft2) for interior floor surfaces; or (b) two hundred and fifty micrograms per square foot (250 μg/ft2) for interior horizontal surfaces; or (c) four hundred micrograms per square foot (400 μg/ft2) for exterior floor and exterior horizontal surfaces.

The Environmental Protection Agency (EPA) Renovation, Repair, and Painting (RRP) Rule requires training and certification for anyone working for compensation in pre-1978 residential structures, day care centers, and schools where known or assumed lead-based paint is impacted.

Lead-based paint is any surface coating containing 1.0 mg/cm2 lead or greater or 5000 ppm lead or greater.

The Cal/OSHA Lead in Construction Standard, CCR Title 8 Section 1532.1 contains safety provisions that protect employees in construction that may be occupationally exposed to lead. It includes worker air monitoring, blood lead level monitoring, training, notifications, and specific work practices.

The Cal/OSHA Asbestos in Construction Standard, CCR Title 8 Section 1529 applies when asbestos containing material is removed or disturbed in any quantity during construction related activities (except when a home-owner is doing work inside his own home). Materials found to contain asbestos with concentrations at 0.1% or greater must be handled by an asbestos abatement contractor.

The San Diego County Air Pollution Control District (APCD), Rule 1206, applies to institutional, commercial, public, or industrial facilities, as well as residential buildings, condominiums, or apartments that contain more than four dwelling units. Additionally, a group of residential buildings located on the same property, managed by a common entity, falls under the Rule, such as a single-family home with a granny flat. The Rule requires that a facility survey be conducted prior to renovation or demolition of 100 square feet or more in 365 days or one calendar year, and prior to submitting a "Notice of Intention Form" to the APCD. A complete copy of the facility survey must be maintained onsite for the duration of any renovation and/or demolition operation, and be made available to APCD upon request. There are no exclusions related to construction date(s) of the structure(s).

The EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) standard requires an owner or operator of a renovation or demolition activity occurring in an institutional, commercial, public, or industrial structure, installation, or building to thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation will occur for the presence of asbestos. There are no exclusions related to construction date(s) of the structure(s).

3. Asbestos Results

No asbestos was detected in any of the samples collected. The following table lists all samples collected. For additional details please see the laboratory report and asbestos sample locations attached to this report.

4. Lead Results

All surfaces tested were found to contain lead in concentrations less than 0.5 mg/cm2. For additional details please see the XRF report attached.

5. Conclusions and Recommendations

No asbestos was detected in any of the samples collected. No recommendations are warranted.

The purpose of the lead inspection was to identify surfaces with lead concentrations greater than

0.5 mg/cm2 and surfaces with lead concentrations greater than 1.0 mg/cm2. All of the lead regulations cited above make it a violation to create lead-contaminated dust in areas accessible to unprotected humans. It's important to understand that disturbance of surfaces with XRF measurements below 0.5 mg/cm2 and 1.0 mg/cm2 potentially could create lead-contaminated dust if work practices are aggressive and especially if power tools are used. XRF readings cannot identify specific levels of lead but rather provide results with a range of error. Therefore it is recommended to use dust containment practices and worker protection for all surfaces when aggressive disturbance of the surface occurs.

6. Limitations

This assessment was limited to specific areas/materials to be impacted by an upcoming project at the direction of the property owner representative. Additional asbestos and lead materials may be present at the property and this report should not be used for the purposes of a different renovation or demolition project in place of a comprehensive asbestos/lead survey for regulatory compliance.

In the event untested suspect asbestos or lead materials are discovered during the course of demolition they should be sampled or assumed to be above regulatory thresholds.

The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.

Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers were detected. When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
