About this file
This is a technical specification document for aggregate materials used in National Forest System Roads construction, adopted by the Forest Service, US Department of Agriculture under standard FP-14.
The specification establishes requirements for three categories of aggregate materials: subbase/base aggregate, surface course aggregate, and screened aggregate. Subbase or base aggregate must be hard, durable crushed stone, slag, or gravel meeting specific gradation requirements per Table 703-2, with a maximum liquid limit of 25, nonplastic rating, Los Angeles abrasion of 40% maximum, sodium sulfate soundness loss of 12% maximum over five cycles, minimum durability indices of 35 for both coarse and fine materials, and minimum 50% fractured faces. Surface course aggregate requires similar durability characteristics with stricter specifications, including a 35% maximum liquid limit, plasticity index per Table 703-3, 40% maximum Los Angeles abrasion, 75% minimum fractured faces, and must be free from asbestos fibers. Screened aggregate has less stringent requirements, specifying Table 703-16 gradation, plasticity index less than 9, and 55% maximum Los Angeles abrasion. All aggregate categories must be free from organic matter and clay lumps, and cannot break down under freeze-thaw or wet-dry cycles. The document permits crushing, screening, and blending processes to achieve specified gradations, with fine aggregate consisting of natural or crushed sand and fine mineral particles passing the No. 4 sieve.

(8) Fractured faces, ASTM D 5821 75% min.
(9) Free from organic matter and lumps or balls of clay
Do not furnish material that contains asbestos fibers.
Obtain the aggregate gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 4 sieve, shall consist of natural or crushed sand and fine mineral particles.
(c) Screened aggregate – Furnish hard, durable particles or fragments of stone, slag, or gravel conforming the following:
