About this file
This document is a Determination to Solicit from a Single Source for trash collection and disposal services for the Lower Colorado Regional Office (LCRO). The U.S. Department of the Interior, Bureau of Reclamation, intends to award a Firm Fixed Price purchase order to Boulder Disposal Inc., the only commercial trash service provider in Boulder City, Nevada. The contract will have one base year beginning 07/01/2025 with four potential option years, potentially extending the contract through 06/30/2030. The Contracting Officer will determine price reasonableness by comparing proposed prices with historical pricing from similar services, including an existing contract for Hoover Dam services. DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Acquisition and Assistance Management Office, Boulder City, Nevada.
2. Name and Address of Single Source.
3. Description of Supplies/Services and Estimated Cost. This action will allow the trash collection and disposal services to continue at Lower Colorado Regional Office (LCRO). A Firm Fixed Price purchase order, with 1 base year and 4 optional years, is anticipated to be awarded for this action. The performance period is anticipated to begin on 07/01/2025 and if all four option years are exercised end on 06/30/2030. The estimated base year cost will be
With factored inflation, the total estimated cost will be over 5 years, if all option years are exercised.
4. Description of Circumstances, including why only one source is reasonably available.
Per Boulder City’s official website, Boulder is the only commercial service provider for trash collection and disposal in the Boulder City, NV area that services the location of LCRO.
5. Determination of Fair and Reasonable Price. The Contracting Officer will make a price reasonableness determination through a comparison of proposed prices for similar services, as well as historical prices for the same or comparable services. The agency also holds another similar contract with Boulder for services at Hoover Dam, along with historical awards for the same services that can serve as benchmarks for this comparison.
6. Description of Market Research. For this new requirement, the market research process involved a thorough validation of existing information by actively seeking out any new data not previously captured from historical purchases. Additionally, a notice of intent to sole source was posted on the GPE, ensuring transparency and compliance with procurement regulations. This comprehensive approach aimed to confirm the findings and ensure that all relevant information was considered in the decision-making process.
