About this file

This attachment is a specification response matrix for a draft solicitation seeking workboats. The Navy seeks an estimated fifty-five Commander, Naval Installation Command Workboat Mediums over eight years through a firm fixed price indefinite delivery/indefinite quantity contract with a single awardee determined by lowest price technically acceptable. The small business set-aside procurement is conducted according to Federal Acquisition Regulation Part 12 for commercial items under North American Industry Classification System code 336612. Offerors must fill out the matrix specifying hull dimensions, capacities, performance characteristics and structural methodology for review against requirements. Exceptions require rationale in an offeror's notes section for government evaluation.

SPECIFICATION RESPONSE MATRIX Rev -

NOTES & INSTRUCTIONS:

Offerors to submit Attachment 2 with response for parameters identified in the Specification (See Section J).

1. Where specific parameters or other technical information are required in the Specification (indicated by red text in the Specification), Offerors shall fill in the specific parameters/information for their proposed design for each boat configuration (as applicable) in this attachment and include supporting data in Vol I as directed. At bottom Offerors shall respond with 'Comply' to indicate their design meets all Specification requirements; or 'Comply w/Exceptions' to indicate disagreement with any specific section of the Specification.

2. A response of 'Comply w/Exceptions' shall be accompanied by amplifying notes in the 'Offeror's Notes' section at bottom, providing rationale for any exceptions. Each exception shall list the Specification section, the specific rationale for non-compliance with the section, and a proposed alternative approach. Any proposed alternative approach must meet the minimum requirement of the Specification to the Government's satisfaction. Description of Offeror's alternative approach shall include the detailed approach to achieving the minimum Specification requirement; applicable material specifications, make and model numbers for all parts/components; compliance with any requisite commercial or military standard, or associated “best practice”; and shall include any supporting product performance, test data, or other empirical evidence for the proposed product or service capability where applicable. The Government reserves the right to reject (without discussion) any proposed alternative which is incomplete or fails to meet minimum requirements of the Specification.

3. A response is required for each Specification section identified herein. The Government reserves the right to evaluate incomplete responses as non-compliant with the Specification and unacceptable for Factor 1 (Technical Approach).
