Description/Specifications/Statement of Work: Grand Island Dredging Contract
This project on the Hiawatha National Forest is for annual dredging at Williams and Powell Point Landings for access to and from Grand Island National Recreation Area near Munising, Michigan. It is a base plus 4 option year contract. The work may be initiated after ice-out and must be completed no later than the Thursday prior to Memorial Day each year.
The work includes removal of drift sand to maintain sufficient depth at Powell Point and Williams Landing docks for barge and ferry operations to and from Grand Island National Recreation Area. Dredge an area 30 ft. wide by 70 ft. long (parallel to the piers) at Powell Point and William's Landing barge ramp areas to a minimum depth of five feet below surface water elevation, with a maximum depth of 7 feet.
Additionally, the passenger ferry areas may be dredged to an area 40 ft. long by 30
ft. wide or as determined by the US Forest Service. Total combined dredging spoils from all locations are not to exceed 1,150 cubic yards.
Dredge spoils will be stockpiled by the contractor and measured by Forest Service engineers at an initial location as designated on the map located in the contract solicitation package. Spoils must be kept to a single uniformly shaped pile and be immediately stabilized (i.e. silt fence) for dewatering prior to its removal off site.
Following dewatering, measurement, and inspection, the contractor shall then move all spoils to the approved upland disposal sites within 15 days of dredging and/or no later than the Thursday prior to Memorial Day. The spoils that are dredged from Williams Landing shall be hauled to the approved dredging spoil storage location (see said map in contract solicitation package), pushed into piles no less than 13 feet high but no more than 15 feet high and consolidated accordingly to maximize the space within the two approved storage locations. The contractor shall also haul dredging spoils from Powell Point to Paulson Pit or other location approved by US Forest Service
*Option Item A – Install adjustable 36’ x 5’ administrative dock during time of dredging or prior to the public opening of Grand Island.
*Option Item B – Remove adjustable 36’ x 5’ administrative dock in the Fall, after the public closure of Grand Island and no later than December 1st.
*Option Item C – Adjust already in place 36’ x 5’ administrative dock to accommodate fluctuating lake levels.
All activities will be conducted in accordance with the attached Michigan Department of Environmental, Great Lakes, and Energy (EGLE) and Army Corps of Engineers (ACE) permits dated April 23, 2021, and May 11, 2021, respectively.
• The Forest Service will work with the contractor to secure transportation to and from Grand Island via the tug and barge. The contractor will be responsible for payment of associated barge service to fulfill the contract.
• All required permits are currently in place by the US Forest Service and copies are attached.
• Prior to commencement of any dredging, the entire dredged area shall be enclosed with a filter fabric sediment curtain to prevent off-site siltation. See page 3 of the EGLE permit for more details.
• Silt fence will be placed around the dredge spoils pile during the dewatering at Powell Point and Williams Landing and remain in place until the spoils are hauled to the upland locations.
• Page 3 of the permit states, "No work or dredging authorized by this permit is allowed from April 1 to July 15 due to critical spawning, migration, and or recreational use periods. This does not apply to this site. See "Dredge Window Variance" on page
10. Dredging can commence any time after ice-out in the spring but will be completed no later than May 21st, 2025 and no work shall occurs on weekends unless approved by Contracting Officer (CO).
