About this file
This performance work statement outlines flight test support services required by the 83rd Fighter Weapons Squadron at Eglin Air Force Base from April to September 2024. The contractor shall provide up to four Sabreliner aircraft on two days in May to host data link and telemetry equipment for Weapon System Evaluation Program events. Aircraft will orbit designated points to relay signals controlling QF-16 and BQM-167 targets. The statement specifies installation of government-furnished data link and telemetry systems in aircraft, ground checkouts, and up to eight flight hours per backup mission date to execute relay missions in the W-151 range area. The contractor must obtain airworthiness approvals and support mission planning.

1. Background. (SEE BASIC IDIQ PWS)
2. Missions and Flight Hours Requirement:
83d Fighter Weapons Squadron has a FY24 requirement for Advanced Airlift Threat Target Control System/Gulf Range Drone Control System (AATTCS/GRDCS) relay and TM capture support during one Weapon System Evaluation Program (WSEP) event. The May WSEP dates encompass a two-week period, from 13 - 24 May 2024 and requires test support aircraft for 21 and 22 May 2024. The missions require a 2-hour duration for 4 aircraft. Test support aircraft are needed to temporarily host a target control system Data Link System (DLS) to serve as line of sight (LOS) data link relay for remote control of a QF-16 and/or BQM-167 unmanned targets. Designated support aircraft will orbit at select, designated points safely outside the established live fire shoot box to provide the data link geometry coverage necessary to control the QF-16/BQM-167 at low altitudes. Expected operating altitude is below FL200. The effort requires approximately 8 flight hours for the primary mission date (4 aircraft @ 2 hours each) and 8 flight hours for the backup mission date if needed. The mission is planned for 2 hours which includes 1/2 hour of transit to and from the working area plus up to 1 hour of effective mission loiter time. The mission will be executed in Eglin air space (W-151 Range area). In addition, test aircraft may be required to host optional Telemetry (TM) recording equipment. Four (4) Sabreliner A/C required.
3. Aircraft and Mod Requirement:
The test period requires up to 4 test support aircraft for two lease days covering the configuration and reconfiguration and to support up to two flight missions. Integration support is required to temporarily mount one flight approved Data Link System (DLS) into each aircraft as well as an associated blade antenna. The contractor shall configure the aircraft with the DLS equipment and customer provided antennas. For TM support, when requested, integration support is required to temporarily mount one flight-approved TM recorder into one or more aircraft as well as a pre-coordinated antenna. The contractor shall configure the aircraft with equipment and customer provided antennas. The contractor will be required to start the recorder just before takeoff. The missions will be executed in Eglin W-151 airspace. The flight support aircraft is expected to provide VHF/UHF radio communication, IFF/mode C, and host government operating DLS equipment while orbiting at designated altitudes and positions in Eglin range airspace. Mix of participating aircraft is flexible as long as performance compatibility between types and the required DLS coverage can be achieved. Contractor crews may be required to attend mission planning/pre-mission briefs.
The contractor is requested to provide space (racks are acceptable) in each aircraft hosting Government Furnished Equipment (DLS and accompanying antenna; TM recorder and antenna, if applicable). The contractor shall secure the DLS and TM recorder (if used) as required to ensure safe operation in a flight environment. DLS Power requirements: 28 (+2, -4) Volts DC from a power source capable of 8 amps or greater per airplane. Wiring access to the transmitter/receiver must be in such a way that it can be operated from inside the aircraft and tied into the rack to blade antenna externally mounted. Specific operating characteristics for both DLS and the antenna are in the accompanying documents. TM recorder will be battery powered. Wiring access to the recorder must be in such a way that it can be operated from inside the aircraft and tied into the rack to blade antenna externally mounted. If TM recorder equipment and/or power requirements change updated documentation will be supplied. All air worthiness and flight clearance approvals shall be obtained by the contractor prior to the first flight.
The instrumentation racks will host the government provided DLS and associated cabling to connect to externally mounted antennas. Any aircraft also hosting optional TM recorder(s) will accommodate equipment similarly.
4. Test Preparation and checkout.
The contractor shall provide hanger, storage, and workspace (for up to four people) at the contractor facility to install the DLS and any optional TM recorders and allow for operational (ground) check out. If an optional airborne check is requested, it will be coordinated with contractor and within the WSEP event time period.
National Schedule WSEP Period (13 May – 24 May 2024):
Aircraft mod: DLS/TM and antenna install will be on 20 May 2024 or will be coordinated with contractor prior to flight test dates.
Flight test: Two primary dates on 21 May & 22 May 2024;
If available, 14 May & 15 May 2024 are preferred primary dates.
5. Period of Performance (PoP).
The PoP of this task should begin 1 April and end 30 September 2024. This period of performance is required for pre-test DLS installation and checkout in each aircraft and to maintain schedule flexibility to account for external influences that may affect the WSEP dates within the period of performance.
6. Classified Storage and Work Area.
There is no requirement for classified hard drive storage and aircraft storage in closed area.
7. Test Description:
Events are in support USAF Weapon System Evaluation Program (WSEP) live fire events.
8. Government Furnished Equipment Required:
Government provided DLS, optional TM recorder, and associated cabling and antennas for up to 4 aircraft.
9. Additional General Information. (SEE BASIC IDIQ PWS)
10. Applicable Documents. (SEE BASIC IDIQ PWS)
11. Service Summary (SS). (SEE BASIC IDIQ PWS)
12. Deliverables.
The contractor shall provide deliverables as required IAW this PWS, the basic IDIQ PWS, and the Contract Data Requirements List (CDRL) (Exhibit A of the Basic IDIQ).
