Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.

NOTICE TO OFFERORS

The offeror shall submit its proposal/offer/bid electronically through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module prior to the due date and time identified on the first page of this solicitation. Instructions for submissions in PIEE can be found under Solicitation - Web Based Training at https://pieetraining.eb.mil/wbt/xhtml/wbt/sol/index.xhtml. This is the only acceptable means of submission. Failure to submit through the PIEE Solicitation Module will render the submission late, non-responsive and ineligible for award.

The offeror has the responsibility to monitor the PIEE Solicitation Module for any updates and amendments. To ensure that notifications of amendments are received, the offeror must select the option box “Please notify me of amendments to this solicitation” at the top of the subject solicitation page after logging into the PIEE Solicitation Module and viewing the solicitation.

If the PIEE system is not operational, experiences technical difficulties, or is otherwise inaccessible or unusable, the Contractor shall immediately notify the Contracting Officer for further instructions. This notification must occur prior to the solicitation response due date and shall be in writing via email.

In accordance with USFK 4901.01, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), all sources submitting a proposal, as applicable, including U.S. sources, must already have, or obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. Any contractor not already doing business in Korea, must submit adequate verification in its initial proposal - that it has the requisite business licenses directly from the ROK Government to perform the contract and the capacity to conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration. If an initial proposal does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer

1. General:

1.1 The Government intends to award a contract or contracts resulting from this solicitation to the responsible offeror(s) whose proposal(s) represents the best value after evaluation in accordance with the factors and sub-factors in the solicitation. The selection of a source for award will be accomplished by using a Subjective Trade Off Process, IAW FAR Part 15.101-1. See the Addendum to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services for specific basis for award. The contract will be a Combination Type Award: Firm Fixed Price and Requirements.

1.2 The Government intends to evaluate offerors and may contract without discussions with offerors in accordance with FAR 52.212-1(g). Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer based on the stated evaluation factors, and/or waive informalities and minor irregularities in offers received.

1.3 All inquiries must be made in writing and submitted vis email to the Contract Specialist with a copy to the KO. Offerors will receive a notice of receipt, but if you are not, it is your responsibility to follow-up via email with the points of contact listed below:

1.4 Instructions for Preparation of Proposal

A. Offerors are required to submit proposals electronically in response to this solicitation in the following:

FACTOR 1: Technical: 2 Copies (1 Original + 1 Copy with company name or symbol redacted).

FACTOR 2: Management Approach 2 Copies (1 Original + 1 Copy with company name or symbol redacted).

FACTOR 3: Past Performance: Past Performance Questionnaire sent by POC FACTOR 4: Price Proposal: 1 Original shall be provided by Excel Sheet. Do not send PDF

B. POINT OF CONTACT: Offeror shall provide the Name(s), office/mobile telephone numbers, and email address of person(s) authorized to conduct discussions/negotiations and to financially bind the company. In addition, please provide UEI and Cage Code.

a) Contract References to “Day”: Unless otherwise stated herein, all references to ‘day” shall be interpreted to mean ‘calendar day’.

b) Each Factor must be separately labeled when submitted. Each attachment uploaded in PIEE must be labeled to identify the factor it pertains to.

1.5 SITE VISIT:

a. Offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

b. A site visit will be held at Morine gate, Osan Air base on 23 JUNE 2025, 900hrs.

Offeror shall submit the following information to Mr. Kim at joon.kim.11.kr@us.af.mil(COR) on 17 JUNE 2025, 1100hrs.

· Company name

· Attendee Name(s) – Maximum of two (2) individuals per Offeror

· DOB, Home address, Cell phone number, Plate number, Car Model, color of vehicle

· The attendee must bring a photo identification card(실물 주민등록증 또는 운전면허증) *** Mobile identification card will not be accepted.

· All drivers must provide a valid photo driver’s license, current vehicle registration, proof of vehicle insurance and enter though the designated gate.

c. Comments and/or questions are prohibited to be asked during the site visit. Offerors shall submit all comments and/or questions in writing to be answered by e-mail. This will ensure all Offerors have the same opportunity to receive a correct and accurate answer.

d. At the site visit, all attendees will be always escorted by 51st CES personnel. There will be no cameras, audio recordings, or videotaping or other recordings allowed. Cellular phones with cameras are allowed, but no pictures are permitted to be taken.

All questions must be received within 3 days after the site visit. Questions received after this date may not be answered.

2. PROPOSAL SUBMISSION REQUREMENTS

a. Each volume shall be submitted electronically and clearly labeled with its title and a copy number (e.g., copy 1 of 5)

NOTE: Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.

VOLUME I:

FACTOR 1: TECHNICAL Phase 1 (ACCEPTABLE/UNACCEPTABLE)

Subfactor 1: Prime Contractor’s Business Registration: The offeror shall submit current and valid business license issued by the ROK Government as listed below.

Contractor shall provide a copy of:

One of the following Construction Business Registration in accordance with the Framework Act on the Construction Industry(건설산업기본법에 따른 건설업 등록증) issued by the Republic of Korea (ROK) Government to provide grounds maintenance services.

· Landscaping Construction Field(조경공사업)

· Landscape Planting/ Landscape Facility Installation Field with Landscape Planting as a Main Business(조경식재 업무분야를 포함한 조경식재/시설물공사업)

Subfactor 2: Prime Contractor’s Prior Experience: The contractor shall submit documentation demonstrating a minimum of three (3) years verifiable experience within the last seven (7) years in the same type of services (maintaining grass and landscaping trees/hedges/bushes) for equivalent area of servicing in Osan AB (at least 700 acres per contract).

The Offeror shall submit evidence of prior experience in the following format.

- The title of the Project or Contract No. for the Commercial or Government requirement

- A clear description of qualifying work experience (type of service and quantity of work)

- Length of contract/project (From year/month/date-To: year/month/date)

- Value of contract/ project in KRW per year

- Complete Point of Contact information of Client Organization (including, name, phone no. and e-mail.)

Subfactor 3: Quality Control Plan (QCP): The Offeror shall provide a draft QCP that demonstrates the Offeror’s approach to conducting comprehensive quality control IAW PWS para.1.5. The plan shall clearly describe the Offeror’s quality control methods and practices such as standardized procedures to monitor performance, identify discrepancies, service call responses, and take corrective action to prevent re-occurrences. The QCP shall be used throughout the life of this contract and shall be updated by the Contractor when the changes affect the QCP and Safety Plan. The plan submitted for proposal evaluation is a draft and its acceptance during proposal evaluation does not constitute approval.

FACTOR 2: TECHNICAL Phase 2 – Technical and Management Approach (TRADE-OFF)

Subfactor 1: Technical Approach: The offeror shall provide a Technical Approach that demonstrates how the Contractor will complete all major tasks contained in the PWS as defined in Part 5. The offeror must show their understanding and capability in accomplishing all requirements. The Offerors are cautioned that “mirroring/copying” the technical requirements of the PWS with a statement of intent to perform does not reflect an understanding of the requirement of capability to perform.

Subfactor 2: Staffing Plan: The offeror shall submit a staffing plan which clearly demonstrates how the offeror will perform the requirements for ground maintenance services for Osan AB. The offeror shall clearly identify the labor mix and labor quantities to be used in the performance of all major tasks per the PWS as defined in Part 5.

The offeror shall provide a written staffing plan and provide manning charts showing a proposed organizational structure to meet the requirements in the PWS (see Para. 5.16 of the PWS for details). The staffing plan should include:

· All key personnel and their qualifications. - laborers’ qualification to be used in each major tasking area

· The exact number of laborers to be used in each major tasking area and their qualifications.

· Replacement plan to account for workers which may separate from the company, and the backup plan to account for lost workers, retention plan.

· Manning charts showing a proposed organizational structure to meet the requirements in the PWS.

· Grounds Maintenance Supervisor information

· Grounds Maintenance Technician information

· Landscaping laborers information

· The number of personnel with their duties for each and every necessary job field

· Management plan of the personnel (e.g., number of smaller teams working in groups in different areas)

Note: The feasibility of the proposed Staffing Plan will be assessed against the offeror’s overall technical and management approach to ensure the offeror has proposed adequate qualified personnel in appropriate labor categories to satisfy all PWS requirements.

Sub-factor 3: Equipment Plan: The offeror shall submit an Equipment Plan which clearly demonstrates how the offeror shall provide necessary equipment to perform ground maintenance and clearly identifies equipment type, description, quantities, ability to secure (rent, purchased or pre-owned) required equipment and any other information to perform in accordance with the PWS.

· Equipment List, Description, and Quantity of all equipment (rent, purchase or if owned by contractor)

· The contractor shall include, but not limited to, the following equipment (see Para. 5.17 of the PWS for details) and its backup plan:

· Heavy-duty commercial mowers/tractors, mid-sized riding mowers, zero-turn mowers

· Commercial walk-behind mowers, string trimmers (weed eaters), edgers

· Broadcast spreaders, drop spreaders

· Dethatchers/power rakes

· Utility Vehicles (UTVs/gators), trucks (pickup trucks/stake beds/dump trucks)

· Bucket Truck: For tree trimming reaching very high areas

· Shovels, rakes, and hand tools

· Wheelbarrows

· Hedge trimmers, pruning shears/loppers, chain saws, pole saws

· Leaf blowers

· Personal protective equipment (PPE), screen protectors, first aid kits, fire extinguishers, traffic cones and warning signs, tool kits

· Equipment storage shed or building, maintenance shop, substitution plan, fuel storage

VOLUME II:

FACTOR 3 -Past Performance (TRADE-OFF)

The offeror shall submit documentation that demonstrates recent and relevant past performance (Government and/or Commercial) Ground Maintenance services within the last seven (7) years from the issuance date of this solicitation. Relevant past performance is those that are the “same or similar” services based on size, scope, complexity, and contract type. Past performance documentation shall include the information (1-6) below. For contracts that do not have a CPARS record, a Past Performance Questionnaire must be completed by the contract company POC and submitted to the Contracting Officer and Contract specialist via e-mail (see Attachment 4).

VOLUME III:

FACTOR 4 - Price (TRADE-OFF)

The Offeror’s shall submit price inclusive of all CLINs/Sub-CLINS (including the Phase-in Period, as applicable), the total evaluated price (TEP) will be used to determine the most advantageous offer. Price proposal shall be submitted in EXCEL format.

Supplemental Price Breakdown. The offeror shall submit a price breakdown of the Contract Line items in Excel format along with the offeror’s cost proposal. This supplemental information may be used to aid the Government in evaluating price proposals in determining the fairness and reasonableness of the proposed price. The total price reflected on the price breakdown sheet should correspond to the total proposed price. Any discrepancies could be considered a deficiency and result in an incomplete proposal evaluation.

FAR Clause 52.217-8, Option to Extend Services: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8 - Option to Extend Services) by adding a six-month equivalent of the Offeror’s final option period prices to the Offeror’s total price. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one-half year extension of services period.

*** All offerors interested in competing for this requirement are required to submit their price proposal in Korean Won (KW) only. A proposal submitted in currency other than Korean Won will not be considered for award.”

VOLUME IV:

Solicitation, Offer and Award Documents, and Certifications / Representations

1. Offeror(s) shall fill out the following FAR clauses and submit as the final part of the price proposal:

FAR 52.212-3 Offeror Representations and Certifications--Commercial Items.

2. Offeror(s) shall submit a signed first page of the solicitation (SF1449) and each amendment (SF30) (if any amendment were issued).

3. Tax Exemption Declaration at Attachment 5.

Note: Failure to submit the above requirements may be grounds for determining the proposal to be nonresponsive and not eligible to be considered for award.
