About this file

This document includes a request for quote (RFQ) and specifications for the acquisition of xenon gas by the National Aeronautics and Space Administration (NASA) Jet Propulsion Laboratory (JPL) to support the 2022 Psyche mission. The RFQ seeks quotes from responsible vendors to supply 280,000 liters of 99.9995% propulsion-grade xenon in gas cylinders by October 31, 2021. Quotes are due by April 13, 2020 and should be submitted electronically to the identified NASA contacts. The xenon must meet purity standards and be delivered in Type K gas cylinders with documentation of the quantity and tare weight per cylinder, as well as a certificate of analysis for each cylinder. Cylinders will become government property.

80KSC020Q0009 Attachment 001 Xenon Specifications

Specifications Background NASA requires 280,000 L (1,410 kg) of 99.9995% propulsion-grade xenon in support of the Psyche mission. NASA may acquire the total quantity from one vendor or as a combination of one quarter and/or one half fractions from multiple vendors. The xenon shall be delivered in gas cylinders provided by the vendor.

The vendor shall provide the following:

1. Propulsion-grade xenon, purity 99.9995%, in accordance with Reference 1*.

2. Quantity: 70,000L/352.5kg, 140,000L/705kg, or 280,000 L/1,410kg.

3. Xenon shall be delivered in gas cylinders, commonly referred to as Type K cylinders, with a water volume of approximately 44-49 Liters.

4. Provide the facility name and location where final product quantification and analysis occurs prior to shipment to Jet Propulsion Laboratory (JPL).

5. Each xenon gas cylinder shall include documentation for the quantity of xenon, in kg, per cylinder as well as the tare weight of each cylinder, in kg.

6. Gas cylinders shall include a rare gas valve or bellows-sealed valve to eliminate stem leakage. External connection shall be a CGA-580 fitting.

7. Cylinders provided by the vendor shall become property of the Government.

8. The contents of each gas cylinder shall be analyzed individually to verify it meets the requirements in Reference 1. A certificate of analysis shall be included with each gas cylinder.

9. Xenon can be delivered per the vendor’s preferred delivery schedule provided all xenon is delivered no later than 10/31/2021.

10. Delivery shall be to:

Jet Propulsion Laboratory 4800 Oak Grove Drive Pasadena, CA 91109
