1 Will NASA allow additional time to ask questions on this procurement and extend the April 2nd deadline?
No, the Request For Quote (RFQ) questions deadline of April 2, 2020 will not be extended. Any questions received after this date may not be answered.
The solicitation document references a due date of April 7, 2020 and the beta.SAM.gov post indicates April 13, 2020 as the due date for Offers, please confirm.
The correct due date for Offers in response to the RFQ is April 13, 2020 at 3:00 P.M. Eastern Time (ET). Amendment 001 to the RFQ will be issued to remove the reference to April 7, 2020.

Any delivery date after purchase order award is acceptable.
4 Are 50 Liter size steel cylinders acceptable? Yes.
5 Please confirm if NASA intends to rent or purchase the cylinders so that we can provide quotation accordingly.
NASA intends to own the cylinders. The price for all cylinders shall be included in the unit price of Xenon.
6 How tight is the water spec? Must every COA state less than or equal to
0.1 ppm, or will you accept deviations up to 0.2 ppm?
Offers shall comply with no more than a water impurity of 0.1 ppm as stated in Xenon Specifications.
Can you confirm the quantity of Xenon required for this RFQ? With calculations, 280,000 standard (room temperature) Liters would be 1,523 Kilograms.
As stated in the Xenon Specifications, the requirement is for 1,410 Kilograms (~280,000 Liters) of Xenon. Amendment 001 will be issued to clarify in the RFQ the unit of measure in Kilograms.
8 Will NASA consider alternate delivery quantities or will bids only be accepted in 70,000 Liter increments?
Offerors are allowed to deliver any reasonable quantity at any given time as long as they deliver all of the Xenon by the No Later Than date specified in the Xenon Specifications. However, the only offers that will be accepted are the ones that propose in increments of 352.5 Kilograms (~70,000 Liters).
9 If the product is refined in Europe, please advise NASA's requirements for it to qualify as a U.S. product.
Please refer back to the RFQ Section C.9 which includes FAR 52.252-1, Buy American- Supplies. Read FAR 52.225-1, Buy American-Supplies, and see the definitions provided in this clause for a "COTS item" and a "Domestic end product". Also see procedures in FAR Subpart
