SCOPE OF WORK

INSPECTION, TESTING, & MAINTENANCE OF

FIRE PROTECTION SYSTEMS AT

LASSEN VOLCANIC NATIONAL PARK

PART 1 - GENERAL

1.1 Description of Work

In accordance with this scope of work and the requirements specified herein, and with National Park Service (NPS) Reference Manual 58 (Structural Fire Management), National Fire Protection Association (NFPA) standards and codes referenced in Section 1.7 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect, test, and maintain (ITM) fire sprinkler systems and their components at Lassen Volcanic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto.

1.2 Definition of Bid Items

Contract Line Item (CLIN) 1 - 2024 Annual ITM at 12 residences and 4 Commercial Buildings. A list of buildings by site including sprinkler type and building square footage is listed in Appendix A – Fire Sprinkler Systems.

CLIN 2 - This option item will extend the contract an additional year to perform annual ITM as listed in CLIN 1 in calendar year 2025. Pricing should include Fifth Year inspection items, i.e., check valves.

CLIN 3 - This option item will extend the contract an additional year to perform annual ITM as listed in CLIN 1 in calendar year 2026.

CLIN 4 - This option item will extend the contract an additional year to perform annual ITM as listed in CLIN 1 in calendar year 2027.

CLIN 5 - This option item will extend the contract an additional year to perform annual ITM as listed in CLIN 1 in calendar year 2028.

1.3 Location

Mineral Headquarters Located at 38050 Highway 36 East, Mineral, CA 96063, approximately 1 mile west of the town of Mineral on Highway 36. Note that this site is outside the boundary of Lassen Volcanic National Park. This site includes:

1 Commercial water based fire sprinkler system 11 Residential glycol fire sprinkler systems

Southwest Entrance Area Located at the Southwest entrance to the park on Highway 89 approximately 5 miles north of the Highway 89/36 intersection, or 11 miles northeast of the town of Mineral. This site includes:

2 Commercial glycol fire sprinkler systems

Manzanita Lake Area Located at the Northern Park Entrance on Highway 89 approximately 15 miles Southwest of Old Station, or 19 miles east of Shingletown. This site includes:

1 Residential glycol fire sprinkler system

1 Commercial dry pipe fire sprinkler system

See Appendix B “Map and Building Locations” for further information.

Approximate distances:

Mineral Headquarters: 0.9 miles West of Mineral (0.9 road miles, 3 minutes) Southwest Entrance: 10.6 miles Northeast of Mineral (10.6 road miles, 17 minutes) Manzanita Lake: 14.7 miles Southwest of Old Station, 19.1 miles East of Shingletown (21 minutes or 25 minutes)

1.4 Qualifications

Contractor shall be a company specializing in the installation, inspection, testing, and maintenance (ITM), and repair of water-based fire protection systems. A valid "A" license issued by the Office of the State Fire Marshal, or a C-16 Fire Protection license as issued by the State of California Contractors State Licensing Board is recommended, but not required.

1.5 Experience

Contractor shall have continuously performed ITM of fire sprinkler systems, their components, and appurtenances for the past five years.

1.6 Definitions

Authority Having Jurisdiction (AHJ): The organization, office, or individual responsible for approving equipment, materials, an installation, or a procedure. The NPS Regional Structural Fire Management Officer is the AHJ for this project.

Backflow Preventer: A device designed to prevent the flow of water or other liquids, mixtures, or substances into the distributing pipes of a potable supply of water from any source or sources other than its intended source.

CO: Contracting Officer

COR: Contracting Officer’s Representative

Emergency Impairment: A condition where a water-based fire protection system or portion thereof is out of order due to an unexpected occurrence, such as a ruptured pipe, an operated sprinkler, or an interruption of the water supply to the system.

Fire Extinguisher: A portable device that discharges a jet of water, foam, gas, or other material to extinguish a fire.

Fire Pump: A pump supplying water at the flow and pressure required by water-based fire protection systems.

Impairment: A shutdown of a system or portion thereof.

Inspection, Testing, and Maintenance Service: A service program provided by a qualified contractor or qualified owner’s representative in which all components unique to the property’s systems are inspected and tested at the required times and necessary maintenance is provided. This program includes logging and retention of relevant records.

Inspection: A visual examination of a system of portion thereof to verify that it appears to be in operating condition and is free of physical damage.

Maintenance: The upkeep of property or equipment.

Preplanned Impairment: A condition where a water-based fire protection system, or a portion thereof, is out of service due to work that has been planned in advance.

Private Fire Service Main: The pipe and its appurtenances located on private property between a source of water and the base of the riser for automatic sprinkler systems, that can include supply and distribution piping installed aboveground, in trenches, and inside or outside of buildings.

Qualified: Having knowledge of the installation, construction, or operation of water-based fire protection systems, their components and appurtenances, and the hazards involved.

Sprinkler System:

Antifreeze Sprinkler System. A wet pipe system using automatic sprinklers that contains a liquid solution to prevent freezing of the system, intended to discharge the solution upon sprinkler operation, followed immediately by water from a water supply.

Wet Pipe and Antifreeze Sprinkler - A sprinkler system employing automatic sprinklers attached to a piping system containing water and connected to a water supply so that water discharges immediately from sprinklers opened by heat from a fire.

Dry Pipe Sprinkler – A sprinkler system employing automatic sprinklers that are attached to a piping system containing air or nitrogen under pressure, the release of which (as from the opening of a sprinkler) permits the water pressure to open a valve known as a dry pipe valve, and the water then flows into the piping system and out the opened sprinklers.

System Riser: The aboveground horizontal or vertical pipe between the water supply and the mains (cross or feed) that contains a control valve (either directly or within its supply pipe), pressure gauge, drain, and a waterflow alarm device.

Testing: A procedure used to determine the status of a system as intended by conducting periodic physical checks.

1.7 References (Work shall comply with the most recent release of the NFPA code or standard listed below)

NFPA 13 (Standard for the Installation of Sprinkler Systems) NFPA 25 (Inspection, Testing and Maintenance of Water-Based Fire Protection Systems) NFPA 70 (National Electrical Code) NFPA 72 (National Fire Alarm Code) NFPA 101 (Life Safety Code) California Code of Regulations, Title 19, Division 1, Chapter 5).

PART 2 - CONTRACT HOURS

2.1 General

All inspection and testing services shall be scheduled to be performed during regular working hours, as described herein. All services shall be performed in a safe, timely and professional manner in order to provide the best possible protection of the building occupants and property of the Park.

2.2 Working Hours

On site work shall not begin earlier than 8:00 a.m. without approval from the COR. No on-site work shall be performed on federal holidays, nights, or weekends unless requested by the contractor and approved by the CO.

2.5 Schedule of Work - SUBMITTAL

Schedule of work shall be prepared and submitted to the Park for approval 5-14 days in advance.

Park will prepare reply to submitted schedule within 2-3 business days.

Park will notify building occupants of approved schedule of work prior to the start of onsite work.

PART 3 - REPORTS

3.1 Written Reports

Contractor shall prepare written reports of the testing and maintenance results using NPS forms for each location/asset. These completed reports shall be presented to the Park after all work is completed.

3.2 Contractor Version of Inspection Forms

Where the Contractor is required, by their own company policy, or local or State requirement, to complete their company inspection form, the Contractor shall submit to the Government signed copies of both NPS form and their company form (only the NPS form is required to be in electronic .PDF format).

3.3 Report Submission

Contractor shall submit hard copy, and electronic file (.PDF) version, of all inspection reports. The files may be submitted individually or scanned into a bundle. All inspection reports will be required within 14 business days of completed work of any repairs and ITM (Inspection, Testing, and Maintenance).

PART 4 – INSPECTION AND TESTING; MAINTENANCE AND REPAIRS

4.1 Inspection, Testing & Maintenance (ITM)

The contractor shall perform all required annual inspection, testing, and maintenance, as defined in and by NFPA 13, 25, 72, and this scope of work.

4.2 Collection and Disposal of Fluids

The Contractor shall make provisions for the proper collection and off-site transportation and proper disposal of any antifreeze solutions, and other fluid additives, used during flushing or testing of the systems and components identified herein. Diversion of antifreeze solutions and other fluids onto the ground or into drains or waterways is not approved. The collection, transportation and disposal of antifreeze solution and other fluids used during flushing and testing shall be in accordance with applicable Federal, State, and local wastewater collection, transportation, and disposal standards and procedures.

4.3 Wet and Dry Pipe Fire Sprinkler Systems

Wet pipe fire sprinkler system inspection and testing shall be performed in accordance with this Scope of Work, and NFPA 25.

4.5 Obstruction Investigation

Where the initial fire sprinkler inspection and testing indicates a possible obstruction, the Contractor shall perform obstruction investigation, in accordance with the most recent release of NFPA 13 and

NFPA 25.

4.6 Repairs

Deficiencies discovered or required repairs beyond the work authorized under this scope of work, shall be documented, and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed by the COR and/or AHJ and approved by the Contracting Officer. Repairs shall be performed by certified and/or licensed contractor personnel under a separate contract.

Document deficiencies discovered and prepare an itemized cost proposal for necessary repairs beyond this contract.

Notify Park prior to commencing with repair work or purchasing any replacement parts for work required in this contract.

4.7 Parts and Materials

Parts and materials furnished by the Contractor shall be new, unused, and un-refurbished, unless otherwise required or permitted by the Contract. Replacement parts shall be of the same type and characteristics by the same manufacturer as the parts being replaced or shall be fully compatible and functional with the existing equipment.

4.8 Impairments/Emergency Impairments/Preplanned Impairments

The Contractor shall perform all impairment procedures in accordance with NFPA 13 and 25, to ensure that risks are minimized, and the duration of the impairment is limited.

PART 5 - DELIVERABLES

5.1 Protection of Persons and Property

The Contractor shall take all necessary precautions for the protection of persons and property, including the Park’s employees, park partners, concessionaires, park visitors, and the general public. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the Park prior to being initiated.

5.2 Inspection Schedule

After contract award, the Contractor shall coordinate a fire protection system inspection and testing schedule with the Park as described in Part 2.5 Schedule of Work.

5.3 Ownership of Information

All professional and technical information developed under this contract, and all work sheets, reports, and related data shall become the property of the Park, and the contractor agrees to deliver reproducible signed copies of such documents to the Park on completion of the services hereunder, or at the Park’s request.

5.4 Contacts

The NPS Contracting Officer shall designate a Contracting Officer’s Representative (COR) who shall Serve as the primary liaison between the contractor and the Contracting Officer in matters relating to policy, information requirements and procedural requirements related to the contract work. The COR will monitor the contract and the performance of the Contractor and any subcontractors. COR contact information will be provided to the Contractor at the time the Contract is awarded.

5.5 Acceptance of Work

Completion of all work performed under the contract shall be subject to final acceptance by the Park.

The Contractor shall promptly correct all work rejected by the Park as faulty, defective, or failing to conform to the contract, whether observed before or after substantial completion of the work, and whether or not inspected, tested, or completed. The Contractor shall bear all costs of correcting such rejected work.

5.6 Right to Add or Delete Sites

The Park reserves the right to add or delete fire protection systems, or related components from the list provided (Section Appendix A). Contractor agrees to extend bid pricing to any additional fire protection system, or related component added to the contract by the Park. Installation of Wet Pipe/Glycol systems in Bldgs. 16 & 17 is anticipated to be completed by the end of September, 2024.

5.7 Invoices

Invoices shall include:

5.8 Warranties

Throughout the course of the contract, Contractor shall repair or replace, without additional cost to the Park, all defective work and replace all defective materials furnished or installed by the Contractor.

Contractor shall provide parts and equipment warranties from the manufacturers that are the standard, published warranties on the manufacturers’ letterhead. All warranty items shall be full term, not prorated for the partial year of installation.

5.9 Special Provisions

A. Weapons, guns, and knives unrelated to the work activities shall not be allowed on the work site or in vehicles parked on Park property. The Contractor shall be responsible for notifying all workers of this requirement.

B. Alcoholic beverages shall not be allowed on the work site or in vehicles parked on Park property.

The Contractor shall be responsible for notifying all workers of this requirement.

C. All Contractor’s workers shall comply with the Park’s regulations regarding tobacco use. The

Contractor shall be responsible for notifying all workers of this requirement.

D. Park personnel will not accept materials or equipment deliveries for the Contractor unless approved by the COR in advance.
