About this file

This is a Draft Seed Task Order and Statement of Work (SOW) for vessel and marine services supporting the Marine Minerals Administration's offshore renewable energy facility inspections on the Atlantic Outer Continental Shelf. The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) seeks a fully crewed offshore vessel capable of safely transporting inspection personnel and facilitating walk-to-work transfers to up to 93 offshore facilities during Calendar Year 2027. The contractor must provide continuous offshore operations support for up to 45 consecutive calendar days, including up to 21 days without returning to port, with performance occurring at five major wind energy lease areas ranging from Virginia Beach, Virginia to Martha's Vineyard, Massachusetts.

The vessel must meet minimum specifications including Dynamic Positioning Class 2 capability, motion-compensated walk-to-work gangway meeting IMCA M254 standards, and personnel transfer capability to deck elevations up to 24.63 meters Mean Sea Level. The vessel shall accommodate at least six Government personnel with berthing (no more than two per stateroom), dedicated shower and laundry facilities, administrative workspace, secure equipment storage, reliable Wi-Fi supporting VPN access and video conferencing, and galley services. The contractor is responsible for all crew, fuel, marine consumables, communications, safety equipment, lodging, meals, and waste management. Key deliverables include a Mobilization Plan, Site Visit Execution Plan, daily and weekly reports, consolidated mission completion reports, and demobilization documentation. Performance will be evaluated on safety metrics (0.50 lost-time incident rate maximum), personnel transfer compliance within approved operating limits, complete vessel coverage except where prevented by documented constraints, timely and complete reporting, data management, vessel availability, and operational communications. This seed task order represents the anticipated initial mission under a broader IDIQ contract structure for market research purposes only; responses to the Draft RFP are not solicitations for proposals and will not be evaluated for award.
