ATTACHMENT 1
Requirement Description / Salient Characteristics
FA568222Q7002 – Motorola Dispatch Consoles
Overview.
The Contractor shall provide all personnel, materials, supervision, tools, supplies, equipment, labor, training, licensing, warranty and other items necessary to design, install, integrate and optimize the 31st Maintenance Operations Center’s (MOC) radio communications system. At a minimum the contractor shall provide:
- Quantity three (3) Brand Name Motorola new, unused, MCC 7500E IP Based Dispatch Consoles
- Quantity four (4) Brand Name Motorola new, unused, MCD5000 Desktop Units
The proposed equipment will be added to Aviano Air Base and integrated into the existing United States Air Forces in Europe (USAFE) Enterprise Land Mobile Radio (ELMR) ASTRO 25 system. At a minimum the equipment shall include:
- Equipment and installation of three (3) new MCC 7500E dispatch operator position, tower position UPS, and ancillary equipment not to be installed directly next to existing to MCC 7500;
- Utilizing existing CP building TAA network equipment to interface consoles ELMR;
- Utilizing existing CP building equipment: Conventional Channel Gateway (CCGW), SDM, and a Conventional Site Controller (CSC) connected to existing equipment for dispatch fallback;
- Equipment and installation of four (4) MCD5000 devices along with OMC
- Configure ACIMC on the existing five (5) Consolettes to allow for use by the MCD5000 and
MCC7500E devices
This solution shall include installing the new three (3) MCC 7500E Dispatch Consoles in a separate room than the existing MCC 7500 position, as well as, the addition of four (4) new MCD5000’s connecting them via ACIM (Advanced Communication Interface Module) to at least five (5) existing APX Consolettes.
Additionally, the Contractor shall:
- Deliver / Install all equipment, software, and ancillary items necessary to perform the aforementioned requirement
- Conduct field acceptance testing of each system that has been installed
- Provide fully compatible equipment that can fully integrate into the existing Aviano Air Base system
- Provide consoles / units capable of supporting:
o Centralized Console Management o Secure communications operations o Seamless IP-based connectivity o AES Encryption o End-to-End Encryption o Over-the-Ethernet Key Management (OTEK) o Enhanced Integrated Instant Recall Recorder (EIRR)

The Government will only accept Brand Name Motorola products as evident by the attached Justifications and Approval Document.
Installation.
Installation is requested to be completed within 120 days after date of Contract Award
Government Responsibilities after Contract Award:
1. Obtain and provide zoning approvals, permits, and lease agreements necessary
2. Complete CIPS process with local Communications Squadron to obtain local approval and installation support
3. Complete USAFE ELMR requirements for: CIPS project entry, Network Connection, necessary
AF Form Approvals, Configuration Board Approval, and Authority to Connect
4. Provide adequate space for system equipment
5. Provide network connectivity
6. Provide storage for the system equipment at the Government installation location
All proposed equipment must be TAA (Trade Agreements Act) compliant
In accordance with Section 889 of the 2019 National Defense Authorization Act (NDAA), the US Government will not accept “Covered Telecommunications Equipment and/or Services” as defined by FAR Provision 52.204-25 unless a waiver exists.
