I. Contracting Activity.
31 CONS/PKBX

II. Nature and/or description of the action being processed.
The 31st Contracting Squadron (CONS) intends to solicit through Other than Full and Open Competition, a Firm Fixed Price Purchase Order for Brand Name Motorola Base Station Dispatch Consoles for the at Aviano Air Base, Italy.
III. Description of supplies/services required to meet agency needs.
The MOC requires three (3) Brand Name Motorola MCC 7500E IP Based Dispatch Consoles and four (4) Brand Name Motorola MCD5000 desktop units.
Specifically, the requisite equipment to integrate into the existing USAFE Enterprise Land Mobile Radio (ELMR) ASTRO 25 system:
• Equipment and installation of three (3) new MCC 7500E dispatch operator position, tower position UPS, and ancillary equipment not to be installed directly next to existing to MCC 7500;
• Utilizing existing CP building TAA network equipment to interface consoles ELMR;
• Utilizing existing CP building equipment: Conventional Channel Gateway (CCGW), SDM, and a Conventional Site Controller (CSC) connected to existing equipment for dispatch fallback;
• Equipment and installation of four (4) MCD5000 devices along with OMC
• Configure ACIMC on the existing five (5) Consolettes to allow for use by the MCD5000 and MCC7500E devices
Total Dispatch Solution Equipment to be installed:
• Zone Core Expansion Licenses for additional Dispatch Positions;
• Three (3) MCC 7500E Dispatch Consoles with Instant Recall Recorder (IRR) capabilities and Tower UPS;
• Utilizing existing Site UPS/Generator;
• Four (4) MCD 5000 with OMC/CP and capable of connecting to up to 16 Radio Resources;
• Utilizing existing one (1) CSC and one (1) CCGW, accompanying the new proposed CCGW;
• Utilizing existing two (2) TAA Compliant Aruba Switch and two (2) TAA Compliant Juniper Gateway;
• Utilizing existing one (1) SDM 3000 for door and light control (Auxiliary I/O)
IV. Statutory authority permitting other than full and open competition.
In accordance with (IAW) the Federal Acquisition Regulation (FAR) Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, the use of simplified acquisition procedures is authorized for acquisitions of supplies and services is amounts greater than the simplified acquisition threshold (SAT) but not exceeding $7.5 million if the Contracting Officer reasonably expects that offers will only include commercial items/ solutions. The Contracting Officer has made a determination in writing IAW DFARS 212.102 that the supplies and services provided under this requirement meet the 'commercial product' definition found at FAR 2.101.
Further, IAW FAR 13.501(a)(1), Acquisitions utilizing simplified acquisition procedures are exempt from the requirements of FAR Part 6, Competition Requirements. However, Contracting Officers must prepare sole source (including Brand Name) justifications using the format at FAR 6.303-2 modified to reflect that the procedures in FAR Subpart 13.5 were used in accordance with 41 U.S.C. 1901 or the authority of 41 U.S.C. 1903.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Aviano Air Base currently utilizes the Motorola ASTRO 25 system. The requisite dispatch subsystem will build upon the existing Motorola architecture by combining the open standards of P25 with distributed architecture and IP-based addressing.
The requisite MCC 7500E consoles integrate seamlessly with ELMR ASTRO 25 system without interface boxes, digital voice gateways, or backroom electronics for an integrated, mission-critical network. Further, the console can access both trunked talkgroups and conventional radio channels other the same network; thus, reducing the need for duplicate fixed network equipment / maintenance.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Motorola Solutions, Inc., has various authorized dealers/partners around the world. This solicitation will be posted to the GPE for maximum vendor participation.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost of this acquisition will be evaluated for determination of fair and reasonableness IAW FAR 13.106-3(a)(1), competitive quotations. In the event only one response is received, the Contracting Officer will follow guidance IAW FAR 13.106-3(a)(2). Government Technical Representatives will review and evaluate the quotation[s] received and provide input to the Contracting Officer to support the price fair and reasonable determination. Further, prices will be compared to published prices and previous procurements for the same or similar services in conjunction with any other reasonable means necessary to support the determination.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As described in the Market Research Report, several searches were performed on the Federal Procurement Data System website. Search criteria included "MCC 7500E", "Dispatch Consoles", "Motorola", and NAICS "334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing". The inquires revealed numerous relevant Air Force Purchase Orders, IDIQs, and Task Orders for identical equipment and installation services to not only Motorola Solutions, but to other authorized Motorola dealers.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
