PERFORMANCE WORK STATEMENT

FIRE STATION FIRST-IN ALERTING SYSTEM MAINTENANCE

1. GENERAL REQUIREMENTS.

1.1. This agreement is designed to provide maintenance to the WESTNET Fire Station First-In Alerting system and associated components:

1.1.1. First-In Fire Station Alerting System equipment in Fire Station #1.

1.1.2. First-In Dispatch Alerting Software and Computer Equipment.

1.1.3. First-In Door Access Control system.

1.1.4. Axis Cameras and Software

1.1.5. Public Address System.

1.1.6. Primary Crash Phone interface.

2. DESCRIPTION OF SERVICES.

2.1. This is a non-personal services contract to provide 24/7 Monitoring, Maintenance, and Repair of the First-In Alerting System. The Government shall not exercise any Monitoring or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

2.2 Scope: Unless otherwise identified herein, the contractor shall provide all management, labor, equipment, transportation, tools, materials and other items necessary to perform 24/7 Monitoring, Maintenance, and Repair of the First-In Alerting System as defined in this Performance Work Statement (PWS).

2.2.1 Specific Tasks: Perform 24/7 Monitoring, Maintenance, and Repair of the First-In Alerting System, to include all of the following:

2.2.1.1 Video Cards and Splitters

2.2.1.2 Wiring, CAT-5E approximately 14,000 square feet

2.2.1.3 Satellite Controllers

2.2.1.4 High Powered Amplifiers (HPAs)

2.2.1.5 Night Vision Lighting System in the Corridors

2.2.1.6 Dorm Remotes

2.2.1.7 Jumbo Messengers

2.2.1.8 Electronic Door Strikes

2.2.1.9 Speaker On/Off switches

2.2.1.10 Single Line Messengers

2.2.1.11 Control Remotes

2.2.1.12 Control Remote that interrupts’ the Gas Valve and closes during pre-identified responses

2.2.1.31 Brackets and Associated Cabling

2.2.1.32 Ensure all software licenses are up to date.

2.2.2 All inspection, testing and maintenance will be in accordance with NFPA 72, National Fire Alarm Code 2010 Edition and NFPA 1221, Installation, Maintenance and Use of Emergency Services, Communications Systems. Performance will occur on an as- needed basis for component failure and twice per year (biannually) for system maintenance.

2.2.3 The system will be connected to West Net System 24 hours a day, 7 days a week. In the event of component failure, the contractor will alert the following personnel 24/7:

Assistant Chief of Operations on duty Emergency Communications Center Manager Emergency Communications Center Supervisor Lead Dispatcher Fire Chief

2.2.3.1 To access these people, contractor shall call the Columbus AFB Emergency Communication Center (662) 434-2287or (662) 434-2262. Inform the Emergency Communication Center of the problem and have them contact the above personnel in the event the failure results in MCU, PA system or PCP component failure. All other components will be considered routine.

2.2.3.2 In the event of the MCU, PA Module or the PCP, failure, contractor shall have24 hours response time for repair to include the shipping costs of any of the three components to the site.

2.2.4 Contractor shall provide minor custom software changes to the system through the established VPN at no addition cost. Minor changes relate to new vehicles that are added to or removed for the incident type groups, apparatus bay doors, changes due to relocating emergency response vehicles in the apparatus bays, or colors of lights based upon the current zoning. Anything above minor will result in a quotation of the cost to provide the necessary custom code or new pre-recording of new facility numbers, incident types, new vehicle call signs or the like.

2.2.5 All work shall be accomplished while ensuring the following requirements are met:

2.2.5.1 Ensure there are no ground faults on the entire system.

2.2.5.2 Ensure there are no supervisory alarms on the entire system.

2.2.5.3 Test the NFPA 1221, 1 second response time for a CAD System 3.

2.2.5.4 Ensure the system master volume control is at acceptable audible levels.

2.2.5.5 Ensure all components are hooked into the system and not inadvertently unhooked.

2.2.5.6 Ensure lighting levels comply with NFPA 101, Life Safety Code for the Night Lighting system in the bedroom corridors.

2.2.5.7 Ensure the HPAs are set to an acceptable audible level in the apparatus bays and outside the fire department.

2.2.6 The inspection and equipment price includes routine maintenance/repair/replacement of any parts on the entire First-In Alerting System.

2.2.7 The inspection price includes replacement of any equipment or wiring that stops working due to acts of nature.

2.3. The contractor shall provide at least two (2) on-site trips during each period of performance. Services to be provided during the on-site trips include diagnostics, level-setting, and any troubleshooting necessary to bring the system in- line with normal operating parameters.

2.4. The contractor shall respond by telephone within four (4) hours for a system that is totally down and provide initial telephone response no later than the next business day for all other alerting system concerns.

2.5. The contractor shall provide spare equipment and exchange service for critical equipment. This equipment includes Master Control Units, Power Modules, Dispatch Software, and Westnet supplied dispatch computer equipment, PA module and Primary Crash Phone module.

2.6. The contractor shall provide remote system maintenance and monitoring, as well as station diagnostic testing, and monitoring of reported trouble with integrated system operations.

2.7. The contractor shall provide all parts and labor necessary to restore the equipment to working order in accordance with factory specifications in effect at the time the equipment was purchased. The contractor shall repair or replace any malfunctioning component of the equipment, provided that the malfunction was not caused by an event excluded in this PWS. If the contractor elects to upgrade the equipment rather than repair it, the contractor is under no obligation to upgrade other equipment covered under this PWS. The contractor will cover return shipping, if necessary.

2.8. The contractor will provide and maintain an operating 24/7 VPN throughout the period of performance.

2.9. System -, Firmware, and Software Support:

2.9.1. Software/Firmware Revisions: The contractor shall inform CAFB of all applicable software/firmware revisions to the system within its functional capabilities. Software/firmware upgrades required for the system shall be installed and tested, if deemed necessary by contractor. Contractor will, when necessary and approved, upgrade firmware/software. New versions of software will installed as part of this agreement during the performance period.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

3.1. Access Key to Equipment rooms. The contactor will not be provided keys to access equipment rooms. If access is required, the contractor should contact the Fire Chief or his designee for escorted entry into communication rooms and Fire Stations.

3.2. The Government will provide access to the VPN connection provided by the contractor. The VPN shall allow the contractor to connect to all fire stations that are equipped with the First-In Fire Station Alerting equipment.

3.3. The Government will ensure that the Westnet Monitoring Computer (if supplied) in Dispatch has 24/7 access to the VPN and to all customer fire stations equipped with the First-In Fire Station Alerting Equipment. The customer will return the Westnet Monitor Computer to the contractor upon request, but no later than the conclusion of the contract term. The contractor has sole discretion to determine whether or not to utilize a Westnet Monitoring Computer in the customer’s dispatch center.

3.4. The Government shall provide any changes to the make and model number of the fire station radio that the First-In Alerting System will be connected to for the source of dispatch audio. If there are any connections to this radio other than the outside antenna and the power source, the Government will provide a diagram showing changes to the method of connection, connector pins used, signals obtained from the radio and signals sent to the radio by the fire station equipment.

3.5. The Government shall provide the name, 24-hour telephone number and position of responsible party that can be contacted about each station’s radio communication, public address, CAD, and network equipment.

3.6. The Government shall provide the contractor with code-access or Government personnel who have 24/7 access to the station(s).

3.7. The Government shall, if applicable, provide the make and model number of the fire station amplifier, type of connectors used by fire alerting input, input impedance, and the necessary audio level to drive station amplifier.

3.8. The Government shall provide a description of station control circuits (e.g. lighting, door openers, gas shut-off) and the number of circuits to be controlled by the Control Remote.

3.9. The Government shall ensure that the MCU at each station is at all times plugged into a properly operating on-line fulltime UPS. The contractor will exclude from this PWS the repair of any equipment not properly connected to the UPS.

3.10. The Government shall ensure that the MCU at each station is at all times plugged into the First-In Radio Isolation Unit. The contractor may exclude from this PWS the repair of any equipment not properly connected to the Radio Isolation Unit.

3.11. The Government shall ensure that the radio antenna and lightning arrestor is installed per current engineering standards and that all lightning protection equipment is connected to a 5-ohm earth ground by a #6 or larger cable not exceeding eight (8) feet in length between the 5-ohm earth ground and the protected equipment.

3.12. The Government will notify the contractor of any change in any equipment connected to the fire station alerting system.

3.13. To obtain service and repair for the Product, the Government will contact the contractor’s Westnet Systems Group at 800-843-9695. A Systems Group representative will assign a Case Number and provide diagnostic assistance.

3.14. The Government will ensure that all Power Modules are connected to the Westnet- furnished UPS and that all UPS batteries are in good working order, and provide prompt replacement of any malfunctioning UPS.

4. SERVICE EXCLUSIONS AND CONDITIONS.

4.1. Work described under this PWS excludes:

4.1.1. Engineering labor and/or materials necessary to troubleshoot any interference from other sources.

4.1.2. Service made necessary by accident, misuse, abuse, neglect, water damage, or improper maintenance.

4.1.3. Replacement of missing parts, retrofits or upgrades.

4.1.4. Equipment not purchased and installed at the time this order was established.

4.1.5. Installation, repair, or replacement of other systems of which the Equipment may be a part.

4.1.6. Services made necessary by any external cause, including fire, theft, acts of God, alteration, problems arising from software, or hardware not supplied by the contractor, power failures, surges or shortages, lightning, damage caused by or repairs by persons other than those authorized by the contractor to service the Product.

4.1.7. Any contractor-owned spares provided under this PWS are the property of the contractor. Any damage to a contractor spare is not covered under this PWS and the Government is responsible for the repair or replacement of the spare.

4.1.8. Service on third- party products or service made necessary by use of incompatible or improperly operating third- party products.

4.1.9. Service of Equipment upon which the Westnet or First-In label or logo, rating label, or serial number has been defaced or removed.

4.1.10. Modifications to the Equipment not approved in writing by the contractor.

4.1.11. No one other than the Government Contracting Officer (CO) is authorized to obligate the Government concerning services beyond those described in this PWS. The contractor must coordinate with the Government Contracting Officer’s Representative (COR) and receive approval from the CO prior to performing any additional services or providing any additional parts that would obligate the Government. If additional services are pre-authorized, they will be billed at the contractor’s standard repair fees and travel expenses for such work.

4.1.12. If a reported problem involves a technical support call, and the problem is associated with system(s) connected to or interfering with the alerting system (e.g. radio, network, CAD, public address), the contractor may charge the customer for labor costs and expenses after three technical support calls if the contractor deems that the problem does not reside with the alerting system. (The same requirement for pre-Government approval prior to additional obligations is required under this paragraph – see paragraph 4.1.11. above).

5. GENERAL INFORMATION.

5.1. Contractor Personnel.

5.1.1. Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of work. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the CO. The Contract Manager or alternate shall be available between the hours of 6:00 AM and 6:00 PM (Central Time). The Contract Manager and alternate(s) shall be able to read, write, speak, and understand English. The contractor shall at all times ensure complete and satisfactory performance of all work in accordance with the terms of this PWS.

5.1.2. Appearance: Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Identification of all employees may be accomplished by wearing badges or distinctive clothing bearing the name of the contractor. Badges or clothing shall be provided by the contractor.

5.2. Security Requirements.

5.2.1. CAFB Security: The contractor and all employees shall comply with all Columbus AFB security requirements imposed by the installation commander at all times while on the premises.

5.2.2. Heightened Security and Force Protection Conditions (FPCON): During periods of heightened security and FPCONs, entry onto and around the base will be significantly restricted. The contractor should make allowances for potential delays caused by security measures to ensure that timely and successful completion of services is accomplished by coordination with the COR. The contractor will comply with appropriate security measures when an FPCON is declared on the installation.

5.2.3. Entry Authorization List: All contractors shall provide to the COR an Entry Authorization List (EAL) on company letterhead with the names of all employees who will require access to the installation. The EALs will contain the following information: Employee's full name, last four of the Social Security Number, date of birth, driver’s license number, and state of issue.

5.2.4. Security Documentation: All drivers will have in their possession the following documentation: Valid driver’s license, vehicle registration, and insurance card. Any driver who does not have all of these items will be turned away and denied access to the installation.

5.2.5. Base Access/Passes: The Contractor shall obtain all necessary cards, passes, decals, or other items required for access to Columbus AFB at the Security Forces Visitor’s Control Center (telephone 662-434-2111). All personnel operating a vehicle on Columbus AFB shall be licensed driver and all vehicles shall be registered and insured. Upon completion or termination of the contract, the contractor shall surrender any vehicle identification to the Security Forces at the Visitor’s Control Center.

5.3. Work Environment: The work of this contract occurs on military installations and delays due to exercises and contingencies are part of the environment, and cannot be considered cause for consideration.

6. SPECIAL REQUIREMENTS

6.1. Hazardous Materials. All hazardous materials brought on the installation by the contractor must be reported in writing to the COR at least three (3) days prior to bringing the materials on base. The written notification will include the name of the material, the quantity being transported, a Material Safety Data Sheet (MSDS), and intended use.

6.2. The contractor shall report any instances of spills, leaks, and inadvertent release of hazardous materials to the PM as soon as the event occurs. The contractor shall insure his employees handle hazardous materials according to any federal, state, or local laws concerning Hazardous Waste Operations and Emergency Response.

6.3. Protection of Real Property: The contractor shall protect all Government property, including grounds, resulting from service operations. The contractor shall immediately report any damage to Government property to the COR. The contractor shall repair or replace all damage to real property, including grounds, at no additional cost to the Government.
