VISION STATEMENT

The vision statement of the Strategic Integration (SI) Directorate is to embrace a collaborative culture to deliver valued products to our customers.

1.0 INTRODUCTION

The SI Directorate focuses the Agency’s operations, activities and investments in a way that maximizes their cumulative effect in support of all of our warfighting customers.

2.0 MISSION

The Strategic Integration Directorate shapes DTRA’s response to the challenges and priorities set forth in the National Defense Strategy, focusing the Agency’s operations, activities and investments in a manner that maximizes their cumulative effect in support of our warfighting customers. SI enables DTRA’s support to the warfighter through synchronized strategic and operational planning, and effects.

SI-PL mission is to provide regional and global planning/exercise support to maximize strategic alignment of DTRA Combat Support Agency and Defense Agency capabilities against the needs of the current operating environment in planning, exercises, doctrine, strategy, and opportunity analysis for the Agency, Combatant Commands (CCMD), and other DoD components, in coordination with interagency and international partners, while enhancing mission readiness through collective staff training.

SI-ST is chartered with generating timely, credible, actionable insights into strategic threat trends and S&T issues within the counter-WMD and emerging technology threat mission spaces to enable and guide warfighter understanding of the range of military operations in strategic competition and conflict.

· Characterize the emerging operational environment (aka battlespace) 5-10 years beyond current fiscal year (FY). Assess threat potential and implications of competition above the threshold of armed conflict, acute competition directly below the threshold of armed conflict, and conflict involving adversary use of CBRN weapons against U.S. warfighters and/or U.S. allies. Identify challenges and opportunities for the DTRA, warfighter, and the Department of Defense. Communicate emerging technology threat assessments to the Agency and across DoD. Identify options for threat mitigation policy, approach, and capability.

· Examine implications of emerging (disruptive) science & technology on motivations, R&D, and conflict involving adversary use of CBRN weapons against U.S. warfighters and/or U.S. allies. Identify factors in the operational environment affecting emerging threats.

· Design, develop, and deliver tabletop exercises that address uncertainty regarding future WMD challenges and explore concepts, approaches, and ideas regarding planning assumptions, consequences of action, and resourcing.

· Sponsor international dialogues, strategic studies, and TTXs with allies and partners to strengthen the global community efforts in defense, counter-proliferation, and international norms/treaties.

· Host CWMD community events to integrate DTRA with the larger community thoughts and actions. Coordinate and host events to educate and develop internal workforce.

· Inform the development of DTRA strategies, plans, requirements, and guidance.

SI-IRO mission is to proactively anticipate, prepare, and adapt to changing global information environment conditions and better defend the Agency, its people, and its partners in the face of Foreign Malign Influence (FMI) activities.

3.0 BACKGROUND

DTRA provides cross-cutting solutions to enable the Department of Defense (DoD), the U.S. Government (USG), and International Partners to DETER strategic attack against the United States and its allies; PREVENT, reduce, and counter Weapons of Mass Destruction (WMD) and emerging threats; and PREVAIL against WMD-armed adversaries in crisis and conflict. As a Combat Support Agency, DTRA’s expertise and global perspective uniquely posture us to provide rapid solutions to Combatant Command mission requirements, ensuring our programs, expertise, and capabilities are aligned to warfighter needs. DTRA’s analysts, planners, scientists, and program managers work with the interagency to anticipate, illuminate, and proactively disrupt emerging threats using our wide range of capabilities. DTRA conducts network analysis to identify critical links and nodes between people, places and things. DTRA maintains global situational awareness of improvised emerging threats and facilitates information sharing across communities of action to counter the threat of WMD. DTRA applies tools such as building partnership capacity and Cooperative Threat Reduction to strengthen and expand international partnerships. DTRA also counters foreign malign influence activities directed at Agency people and programs. DTRA delivers both offensive and defensive capabilities to enable combatant commanders to counter adversaries’ warfare competencies, disruptive technologies, and emergent trends. DTRA enables the credibility of our nuclear forces through training the joint force, conducting mission assurance assessments, and exercising nuclear survivability. Enabling a safe, secure, and reliable nuclear deterrent impacts the calculus of competitor threat networks and the nuclear intentions and capabilities of near-peer nations, their proxy networks, aspiring rogue states, or and non-state actors. Collectively these key elements enable DTRA to support U.S. and partners’ efforts to compete below the threshold of armed conflict in addressing National Defense Strategy adversaries in an era of Great Power Competition.

The Strategic Integration (SI) Directorate focuses the Agency’s operations, activities and investments in a way that maximizes their cumulative effect in support of all of our warfighting customers.
