PERFORMANCE WORK STATEMENT

ION Chromatograph System installation, training, and extended service contract

1.0 Title: ION Chromatograph System (ICS) installation, training, and extended service for DLA

Product Test Center – Analytical (TA) Lab located at Philadelphia, Pennsylvania.

2.0 Introduction: The contractor shall provide all personnel, equipment, tools, materials, parts, supervision, quality control and other items and non-personal services necessary to perform installation, verification, training, and PM service on an ION Chromatograph system as defined in this Performance Work Statement (PWS). The contractor shall meet the standards in this contract.

3.0 Background: In 1994, Defense Logistics Agency (DLA) established the Product Testing Center

(PTC). DLA consolidated five pre-existing Inventory Control Point (ICP) and Depot testing facilities under a single management office located at the Defense Supply Center Columbus. DLA Troop Support now manages personnel and equipment from the Analytical Testing Facility, previously under Land & Maritime. Effective October 1, 2017, the Analytical/Chemical Testing Facility realigned under DLA Troop Support at the Defense Supply Center Philadelphia.

The PTC does not have the capability to provide the required goods and services. No other government agencies are known to have the capabilities to complete the PWS requirements which are outlined here.

4.0 Technical Specifications:

a. The instrument should be a dual fluid channel system capable of running tow analyses simultaneously using on or more auto samplers.

b. The system must be capable OF INTERFACE WITH CONDUCTIVITY, US/Vis, and/or amperometric detectors.

c. The system must offer additional upgrade modules to accommodate multiple configurations and sample preparations.

d. The system shall not require gas supplies.

e. Eluent concentrates must be commercially available and cannot be proprietary.

f. The instrument system’s housing must provide access to the fluidic connections and components.

It must all allow for easy visual monitoring through a large, transparent door.

g. The completed flow path should be metal-=free and preinstalled from the factory.

h. The systems should be equipped with a pump, column suppressor, detector, purge valve, leak detector, six port injection valve, pulsation dampener, and have the ability to be degas the eluent sample.

i. The system’s pump shall have a dual piston with two valves and flow-range-optimized intelligent pump head which has up to 20ml/min flow rate, a flow accuracy with <0.1% deviation from the set valve, and a flow increment of 0.001ml/min.

j. The conductivity detector shall be an intelligent, high-performance conductance detector incorporated as an integral part of the instrument system offering digital signal processing technology (DSP) with the following specifications.

i. Measuring range or 0 to 15000 µS/cm

ii. Temperature stability <0.001 oC and temperature range 20 to 50 oC in increments of 5 oC.

iii. Operational noice <0.2 nS/cm for sequential suppression.

iv. Ring-shaped electrodes made of stainless steel 316L Cr-Ni-Mo alloy. The maximum operating pressure should be 10.0 MPa (100 bar).

k. The instrument’s suppressor system shall have the following:

i. A tri-chamber micro capillary packed bed suppressor module

ii. Automatic chemical regeneration of the suppressor module.

iii. 100% solvent compatibility

iv. Ten year warranty

v. CO2 suppressor shall provide fo CO2 removal from the eluent via vacuum degassing.

vi. The column thermostats shall provide a heating capability up to 80 oC; cooling capability down to -20 oC from ambient temperature; temperature stability <0.05 oC; temperature accuracy ±0.2 oC.

l. Auto Sampler - The autosampler must have an ultrafiltration system and be capable of the following;

i. Be able to hold at least 100 vials each with a minimum volume of at least 10 ml allowing for overnight runs and multiple injections per vial.

ii. Has random access, so that priority samples can be added at any time without having to pause sample sequence or reorganizing the sample rack.

iii. Must hold at least three rinse vessels of at least 200 ml volumes allowing for complete rinse of the flow path of each sample.

iv. Must use non-proprietary vials commonly available from multiple lab supply vendors.

v. Must be able to use inline filtration of samples using a crossflow principle down to 0.2 µm.

vi. Rinse the filter between samples.

vii. Handles 100-200 samples per filter.

m. Software - The system’s software shall provide for the following:

i. Remote access and full network compatibility.

ii. Traceability of all QC samples and notify users if a sample fails user-specified criteria.

iii. Automatic insertion of QA/QC samples into the current sample analysis table

iv. Free software upgrades.

5.0 Scope and Tasks: ION Chromatograph system delivery, installation, training, and extended service contract shall cover the following:

a. Instrument shipment and delivery: Delivery shall be approximately 6-8 weeks from date of award. This meets the needs of the PTC timeline to complete instrument acquisition.

b. Installation: Installation shall be scheduled within one week of instrument delivery

c. Training: 1 day (8 hours) for up to 5 DLA employees, scheduled consecutively with installation

d. Extended Service Agreement: See warranty section 15.4

6.0 Period of Performance (PoP): The Period of Performance shall be 24 months from the date of award approx. 1 AUG 2025 to 31 JULY 2027

7.0 Work Schedule: Work shall be performed from 6:30 a.m. through 6:00 p.m., Monday through

Friday. No work shall be performed during weekend or federal holidays. Government will not pay overtime to the contractor. Work hours are subject to change after award per customer request.

8.0 Quality Control (QC): The Contractor shall adhere to ISO 9001:2015 and NIST traceability, as applicable. The contractor shall develop and maintain an effective QC program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s QC program is the means by which it assures itself that its work complies with the requirements of the contract.

9.0 Quality Assurance Surveillance Plan (QASP): The Government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) (defect rate(s)).

11.0 Place and Performance of Services: The contractor shall provide services during their normal business hours except on weekends and recognized US holidays or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. Performance shall be at the Government’s facility. The contractor shall always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS.

12.0 Security Requirements: Contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by Security Office. Contractor workforce shall comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

13.0 Physical Security: The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.

14.0 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S): The

Government will provide the facilities and equipment.

a. Equipment: The Government shall supply equipment in need of service. All items shall be accountable as Government Furnished Property (GFP).

15.0 Warranty: The limited warranty period is 36 months from the date of delivery or 18 months in the event of continuous operation. The warranty remains valid on the condition that the servicing is provided by a service organization authorized by Original Equipment Manufacturer (OEM) at defined intervals and with a defined scope. For continuous operation, the warranty period is reduced to 18 months.

a. Software Support: 60-month PC software support warranty, calculated from the date on which the product is purchased.

b. Spare part availability: 120-month spare parts availability guarantee, calculated from the date on which the product is purchased.

c. Anion suppressor warranty: The warranty period for "MSM" type anion suppressors is 120 months from the date of delivery or 60 months in the case of continuous operation.

d. Extended service agreement: Additional 12-month coverage of the system to include

• Two (2) years of service coverage

• One (1) annual performance maintenance service executed at the beginning of year 2

• Priority response for remote diagnostics and troubleshooting, travel, labor and replacement of parts deemed as hardware failure

• Minimum 25% Discount on Training Courses held at OEM USA facility

• Minimum 5% Discount on Consumables

16.0 Invoicing: Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and

DFARS 252.232-7006 Wide Area Workflow Payment Instructions within 10 workdays of fulfilling all contractual requirements.

17.0 Contractor Manpower Reporting: The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Logistics Agency via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

http://www.sam.gov/. Reporting input will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September

30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at:

18.0 Section 508 Compliance: Section 508 of the Rehabilitation Act requires Federal agencies to make their electronic and information technology accessible to people with disabilities. This applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. Any/all electronic and information technology procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov

19.0 Common Access Card: Common Access Card (CAC) not required. Prior to gaining access to any DLA facility, contractor personnel must be vetted through the local security office. Due to DoD security requirements, foreign nationals and illegal aliens will not be permitted access to any DLA facility. Individuals with outstanding warrants or certain convictions also will be denied access.

Contractor personnel must ensure they have the appropriate identification required to access DLA facilities. Contractor personnel entering a DLA facility should anticipate their vehicle will undergo a security check by DLA Security, and should ensure that no drugs, alcohol, or weapons of any kind are found within the vehicle. It is the contractor’s responsibility to ensure the personnel performing under this contract can and will meet these requirements for accessing DLA facilities. Names of contractor personnel will be provided to the local POC for vetting purposes no less than one week prior to on-site visitation.
