About this file
This document is an Addendum to FAR 52.212-1 Instructions to Offerors-Commercial Items dated September 2023, providing detailed submission requirements for a federal contract opportunity. The solicitation requires electronic submission of technical proposals addressing three key evaluation factors: Technical Capability (demonstrating understanding of Performance Work Statement requirements, current facilities clearance level, and availability of cleared personnel), Past Performance (documentation of two recent similar secured facility projects), and Price. Small business joint ventures have additional representation requirements, and offerors must submit their best terms, as the government intends to award the contract without discussions. Quotes must remain valid for 60 days, with all questions regarding the Request for Quote (RFQ) to be submitted by 3:00 PM Japan Standard Time on 12SEP2025, with strict email submission guidelines including a 10 MB size limit.
