STATEMENT OF WORK

Lassen Volcanic National Park

Archeological Construction Monitoring For Drakesbad Construction 2022-23

1.0 Background

The National Park Service (NPS) is planning to rehabilitate the utility systems serving the Drakesbad Guest Ranch at Lassen Volcanic National Park (LAVO), 18 miles North of Chester, CA. The rehabilitation work is planned to start July, 2022 with various local contractors completing the work.

Most work involves trenching in previously disturbed areas, including a utility right of way that has been utilized by the NPS since the 1920s. There are cultural and archeological survey reports completed and available for the Park’s use in planning the construction activities and the arch monitoring requirement.

Pursuant to Section 106 of the National Historic Preservation Act (NHPA) and the Native American Graves Protection and Repatriation Act (NAGPRA), the NPS seeks to contract out for the archeological monitoring during ground-disturbing construction activities where required.

Tribal and SHPO consultations have already been completed and approved for all projects covered under the Scope of Services.

Ground-disturbing construction activities are expected to begin in July 2022 and continue through October, 2023 with the Drakebad Utility Project, but additional archeological monitoring may be required at various worksites throughout LAVO.

The NPS has been in consultation with the eight federally-recognized tribal entities associated with Lassen Volcanic National Park: Enterprise Rancheria, Greenville Rancheria, Mooretown Rancheria, Pit River Tribe, Redding Rancheria, Shingle Springs Ranchera, Susanville Indian Rancheria, and United Auburn Indian Community.

The NPS requires the services of a professional archeologist to conduct systematic monitoring during construction, in order to document archeological materials and data that could otherwise be lost due to ground disturbance.

2.0 Scope

The Monitor shall perform the work for the National Park Service (NPS) as described below.

The contractor shall perform the following tasks:

FIRM BASE ITEMS:

0010 Construction (see 4.0 Tasks)

• Monitor ground-disturbing activities associated with the Drakesbad construction project, document cultural materials using standard archeological methods and techniques. An estimated total of 60 10-hour work days are anticipated in the 2022 construction season, and will most likely be accomplished in multiple mobilizations on a regular Monday through Friday weekly schedule.

• Document findings: and if necessary, and with consultation with NPS archeologists, catalog and prepare materials for museum accessioning, and prepare report summarizing results of monitoring.

OPTION ITEMS:

0020 OPTION ITEM – Additional Hours Construction Monitoring

• Monitor ground-disturbing activities at other LAVO construction sites during the 2022 construction season, if required. Document cultural materials using standard archeological methods and techniques. If this option is awarded, an estimated total of 20 10-hour work days are anticipated, and will most likely be accomplished in multiple mobilizations on a regular Monday through Friday weekly schedule.

Document findings; and if necessary, and with consultation with NPS archeologists, catalog and prepare materials for museum accessioning; and prepare report summarizing results of monitoring.

0030 OPTION ITEM – Additional Hours Construction Monitoring

• Monitor ground-disturbing activities associated with the Drakesbad Utility Project, document cultural materials using standard archeological methods and techniques in the 2023 construction season. An estimated total of 30 10-hour work days are anticipated, and will most likely be accomplished in multiple mobilizations on a regular Monday through Friday weekly schedule.

• Document findings; and if necessary, and with consultation with NPS and USFS archeologists, catalog and prepare materials for museum accessioning; and prepare report summarizing results of monitoring.

ASSUMPTIONS FOR ESTIMATING:

All monitoring and reporting will be performed by competent, trained personnel and to the Secretary of the Interior’s Standards for Historic Preservation.

Offeror will provide their own transportation, equipment and tools to perform the work. Lodging in the nearby communities of either Red Bluff, Mineral or Chester, CA., and lodging and per diem rates cannot exceed rates established by the NPS.

Local contractors are expected to work Monday – Friday, 5 10-hr days; however, additional time can be requested by the contractor and approved by the Contracting Officer’s Representative.

NPS will provide all site documentation developed to date. This will include, at minimum:

• Archeological site record

• Results of initial construction monitoring and Plan for Test Excavation

• Monitoring report for Drakesbad utility project construction.

• NAGPRA Plan of Action for Data Recovery and Construction Activities

• Data recovery plan

• Technical direction for construction monitoring, based on data recovery results

Technical direction for monitoring will likely include descriptions of previously identified cultural material within the project area, directions to document newly identified resources, and instruction about when data recovery is appropriate.

3.0 Objectives

The goal of the archeological monitoring is to ensure that cultural materials disrupted during the construction activities are systematically documented in a manner that allows for the information to be incorporated into the overall site analysis.

4.0 Tasks

4.1 – Project orientation: Review existing site documentation and construction plans

4.2 – Field monitoring:

• Maintain regular and consistent communication with the construction team and Cultural Resource Program Manager to ensure that site work proceeds at a productive pace while allowing for the necessary monitoring tasks

• Observe all ground disturbance, maintain detailed daily notes and annotated construction drawings to document work accomplished, findings, and field discussions

• Systematically document archeological materials observed

• If appropriate, and with consultation with NPS archeologists, retrieve functionally or temporally diagnostic archeological materials using standard archeological methods and techniques

4.3 – Feature recovery:

• In the unlikely event any discrete archeological features (house pit, house floor, cache, fire hearth, etc.) are discovered, temporarily halt construction activities in the area of discovery, notify the NPS Cultural Resource Program Manager

• Implement a program of rapid data documentation using standard archeological methods and techniques

4.4 - NAGPRA discoveries:

• In the event human remains are discovered, temporarily halt construction activities in the area of discovery and follow protocols specified in the NAGPRA Plan of Action

4.5 – Collections processing:

• Identify, catalog, and prepare resultant collection of archeological materials and documentation for accessioning into NPS collections

4.6 – Reporting

• Prepare draft and final summary report of monitoring results to include the following:

o Description of monitoring methods and activities o General description of monitoring findings o Detailed discussion of any features discovered, including data recovery methods and findings o Map of monitoring activities and results o Photographs of monitoring in progress, any unique or representative artifacts, and any features discovered o Spreadsheet of archeological materials documented and/or recovered

5.0 Place of Performance

The locations where the work will be conducted are each within either Shasta, Tehama, Lassen or Plumas Counties, Lassen Volcanic National Park.

6.0 Period of Performance

The period of performance will be from July 1 2022 through November 30, 2023, with bid options, should they be awarded, occurring through November, 2023. No field work will occur once winter snows set in and the construction season is halted.

The NPS will remain in regular communication with the monitor and/or monitor supervisor to confirm the construction monitoring schedule.
