Project The Ironton District requires a new 31-foot section of handrail to be fabricated and installed to match the existing boardwalk infrastructure. This handrail is critical for visitor safety and ADA compliance. The new 31-foot section must be consistent in design and materials with the existing 3000 feet of previously installed railing.

General Information

1.0 Scope of Work

The contractor shall fabricate and install a 31-foot section of handrail to replace a damaged section on the Lake Vesuvius boardwalk within the Ironton Ranger District. The new handrail section must exactly match the existing handrail system in design, materials, finish, and structural integrity. The work includes all necessary mobilization, fabrication, and installation to ensure visitor safety and ADA compliance.

2.0 Background

The Lake Vesuvius boardwalk currently has approximately 3000 feet of existing handrailing. Critical findings report in April 2025 identified a damaged section requiring immediate repair due to visitor safety and ADA compliance concerns. The stringer (supporting beam) to which the new handrail will be attached was installed approximately one year ago. The damaged railing could not be recovered as it is currently submerged underwater. The replacement section is critical to maintain consistency with the existing boardwalk infrastructure.

Contractor Requirements

3.0 Technical Requirements / Tasks

Fabrication:

· Fabricate a 31-foot section of handrail that precisely matches the existing 3000 feet of handrail in design, material, and finish.

· Utilize specifications, material sources, and fabrication methods consistent with the original boardwalk railing system.

· Ensure all fabricated components meet or exceed current safety and ADA compliance standards.

Installation:

· Install the fabricated 31-foot handrail section onto the existing, approximately one-year-old stringer on the Lake Vesuvius boardwalk.

· Ensure seamless integration of the new handrail section with the existing boardwalk infrastructure, maintaining aesthetic consistency and structural integrity.

· Perform all necessary work to secure the handrail, ensuring it is structurally sound and safe for public use.

· The contractor's familiarity with the terrain and logistics of the Lake Vesuvius area is expected to support timely and efficient project delivery.

Mobilization:

· Mobilize all necessary equipment, personnel, and materials to the Lake Vesuvius boardwalk site.

Quality Assurance:

· The completed handrail must maintain the exact design, finish, and structural integrity of the existing railing system.

· The completed installation must preserve visitor safety and ADA compliance.

TECHNICAL SPECIFICATIONS will be attached Conduct of Personnel

· The Contractor and his/her employees shall make every reasonable effort to prevent interference with the normal use and occupancy of recreational areas while engaged in the performance of the contract.

· Due to the nature of the duties under the contract, the Contractor, and his/her employees shall always keep themselves and equipment presentable. The Contracting Officer may, in writing, require the Contractor to remove from the work site any employee the Contracting Officer deems incompetent, careless, discourteous to the public, or is otherwise objectionable, or for theft, possession and/or removal of materials, supplies, equipment, or any Government-owned property.

Resource Damage

· Any damage or defacement that occurs to government property or land resources during the Contractor's operations shall be repaired at the Contractor's expense to its original condition. Onsite inspection will be made by the COR prior to the acceptance of work.

Biobased Products

· None.

Surveillance The Government COR will receive complaints from Forest Service personnel and/or the public and pass them to the contractor's Quality Control Inspector (QCI) for correction.

Prework Conference: Prior to the start of work, a meeting will be scheduled with the Contractor, the Contracting Officer's Representative (COR), and other Forest Service personnel who may be involved in the administration of this contract. The meeting will be held at a time and place mutually agreeable to the Contractor and the COR. The purpose of this meeting is to thoroughly discuss the schedule of work, work performance, requirements, approved waste disposal sites, contract terms, and to familiarize both parties with the responsibilities of each under the terms of this contract.

Gantt Chart: During the bidding process the contractor is responsible for providing Gantt Chart outlining estimated time lines for completion of work.

6.0 Travel

No travel will be reimbursed by the government.
