STATEMENT OF WORK
INSPECT HISTORIC TREE PLANTINGS, PROVIDE TREATMENT
RECOMMENDATIONS, AND INSPECT COMPLETED TREE PRUNING
AT SCORPION HARBOR, SANTA CRUZ ISLAND,
CHANNEL ISLANDS NATIONAL PARK
I. BACKGROUND
Channel Islands National Park (CINP) maintains historic tree plantings in publicly visited areas on Santa Cruz Island. The Park is seeking an ISA Certified Arborist to carry out inspection of these trees for hazards and health, make recommendations for pruning, removal or other treatment, and inspect completed pruning work.
Santa Cruz Island (SCI) is the largest island off the coast of California. Located between Anacapa and Santa Rosa Islands, it lies 19 miles off the adjacent mainland coast between Ventura and Santa Barbara. The island is accessible by Channel Islands National Park(CINP) boats and concession boat services from Ventura, CA. The island lacks amenities such as stores or developed recreational facilities.
This project will take place on National Park Service property on eastern Santa Cruz Island at Scorpion Valley (including Scorpion Ranch and Scorpion Campgrounds). The project site contains a large number of historic ornamental tree plantings, which were planted between 1890 and 1960. All of these contribute to the significance of the island’s National Register historic district, and therefore require specialized expertise for assessments and pruning recommendations that take into account health, aesthetics and safety.
Many of these trees, primarily blue gum eucalyptus and Monterey cypress, are located in high use public areas along frequently traveled trails, in campsites, public gathering areas, and adjacent to buildings. Falling limbs or tree failure in these areas has the potential to cause damage to life and property. Most of these trees date to the 1890s and are large and mature.
Some have received inappropriate pruning treatment in the past. The majority of the trees are numbered with small metal tags to identify the trees to be evaluated.
The inspection areas are accessed by boat landing at Scorpion Harbor, and once on land, by foot.
All resources at CINP are protected under federal and State law. Consulting arborist contractors and visitors may not collect, harass, feed, or otherwise harm the wildlife, plant life or other natural and cultural resources. This includes, but is not limited to, plants, animals, rocks, shells, feathers and other natural, archeological, underwater and historic features.
II. SCOPE OF WORK
CINP requires that the trees slated for inspection be evaluated, risks identified, and recommendations made to address public safety hazards and maintain the health, longevity and aesthetic qualities of the trees. Consulting arborist contractor will provide recommendations in the form of reports, which will be used by the NPS to develop a contract statement of work for a tree service company to carry out the pruning and other recommendations. Consulting arborist contractor will participate in a job-walk with prospective pruning contractors and inspect the completed pruning on behalf of CINP.
Task 1: Tree inspection, reports and cost estimates
Consulting arborist contractor shall inspect approximately 300 blue gum eucalyptus trees and approximately 9 Monterey cypress trees. This work will require approximately 2 days in the field with an overnight stay at CINP housing. The results of this work shall be represented in two separate reports: Scorpion Ranch, Scorpion.
Consulting arborist contractor shall produce reports detailing the condition of and recommendations for the trees, and cost estimates for the specified treatments. The reports and treatment recommendations must address the health, aesthetics, and any public safety hazards and potential damage to targets or other resources surrounding each tree inspected. The public safety objectives of treatment shall be to reduce hazards from limb breakage, branch or tree failure, disease, or other.
The reports shall include:
• A chart containing information about each tree inspected, including general condition of tree and recommendations for pruning, treatment or removal (if needed), by tree number and general location
• Photographs, drawings or other figures annotated to indicate limbs or branches to be addressed for each tree requiring pruning or other treatment
• Any other general findings or observations made during the tree inspection and relevant recommendations
• Class C cost and time estimates for all pruning and other treatment work required.
The reports will be organized based on the following geographic areas:
1. Scorpion Ranch
2. Scorpion Campground Area (Upper, Lower, and Alley)
Consulting arborist contractor shall provide 1 printed copy and an electronic copy (in Microsoft Word or PDF format) of each of the reports to the NPS. The reports shall be completed and submitted within two weeks of the site visits.
Task 2: Participate in tree service contractor pre-bid site visit
Consulting arborist contractor shall accompany CINP and potential tree pruning contractors on a pre-bid site visit to help explain the work required to carry out the report recommendations. One field day is anticipated for this requirement. This pre-bid visit is expected to occur in late fall or early winter, 2021.
Task 3: Inspect completed pruning work
Consulting arborist contractor shall inspect the work completed by the tree pruning contractor to determine whether all recommendations were carried out and ISA pruning standards were met, or whether additional work is needed. One field day is anticipated for this requirement.
III. PROJECT SCHEDULE
The period of performance is dependent on the contract Notice to Proceed (NTP) and is anticipated to be a six-month period. The project schedule/milestones relative to the NTP are as follows:
• Within 3 weeks of NTP: Complete tree inspections
• Within 5 weeks of NTP: Deliver reports of recommendations
• TBD: Attend pre-bid walk through for potential treatment contractors
• TBD: Upon completion of pruning: inspect pruning
IV. OTHER INFORMATION
A. Transportation and Housing
Consulting arborist contractor will be responsible for arranging and paying for his/her own transportation to the island for the inspection trip. Transportation is available on the Island Packers concession boats from Ventura (www.islandpackers.com, 805. 642.1393).
Island Packers is located at 1691 Spinnaker Drive, Ventura, in the Ventura Harbor.
The NPS will provide limited transportation for the Consulting arborist contractor (between pier and housing) while on the island.
Pending COVID-19 housing restrictions, the NPS may provide overnight accommodations at the NPS housing area in Scorpion Valley at the reimbursable rate of $10.78 per person per night. Consulting arborist contractor shall maintain and clean those parts of housing that are used by the Consulting arborist contractor. Consulting arborist contractor shall provide own food and linens. Bathrooms and a full furnished kitchen are available.
B. Safety
A strain of Hantavirus (Adult Respiratory Distress Syndrome) has been identified in mouse populations on SCI. There have been no reported human illnesses from contact on the island. Hantavirus causes flu-like symptoms: fever, fatigue, muscle aches, cough, headaches, and vomiting, followed by rapid onset of respiratory distress 12 hours to several days later. The disease is spread through contact (aerosol or skin) with urine, feces, or nesting materials of rodents, or through contaminated food or water. This is a life-threatening illness.

Consulting arborist contractor shall provide a signed Certification of Receipt of “Hantavirus Notice, Awareness, and Precaution Information.”
Additional COVID-19 health screening and housing cleaning protocols will likely be required.
V. PAYMENT
Payments will be made on a line item basis at the completion of each line item. Project reports shall be mailed/sent to the COR.
