Point Reyes National Seashore

STATEMENT OF WORK

Mechanical Removal of Eucalyptus, 2022

SECTION 1 - BACKGROUND AND SCOPE

Summary: The National Park Service (NPS), Point Reyes National Seashore (PRNS) has a requirement for the mechanical removal of eucalyptus trees at the Millerton site.

The work includes cutting of trees and chipping/boling, with chippings/boles left on site. The base requirement is to remove four (4) non‐native blue gum (Eucalyptus globulus) with sizes ranging from 20” DBH to 100” DBH (See Table 1). There is also an optional requirement for the removal of three

(3) larger trees on the northern portion of the property (see map on Figure 3).

Non‐native Eucalyptus trees at the Vegetation Cut area or mesa at the Millerton NPS parcel on eastern side of Tomales Bay.

Mechanical removal efforts shall be coordinated with PRNS staff who will be conducting immediate follow‐up chemical treatment. Work is anticipated to occur in late summer or early fall following bird‐nesting season, with work dates dependent on climatic conditions such as rain, fog, and wind due to the follow‐up chemical treatment efforts. Parking of trucks and staging of equipment shall be limited to the road‐side edge as a portion of the project area has been newly restored with imported topsoils, and vehicles are prohibited from driving into this area.

Background: PRNS, which manages the north district of Golden Gate National Recreation Area (GGNRA), is conducting a topographic restoration project on GGNRA lands along the eastern side of Tomales Bay near the town of Millerton (See Figure 1). GGNRA owns a small land parcel that incorporates a former section of the historic railroad bed that once ran along the eastern side of Tomales Bay (See Figure 1, “Project Site”). All of the railroad infrastructure has been removed, but the general topography and compacted soils associated with that former operation remained for decades. At one point, this area (See Figure 2, “Parking Lot Area”) along with roadside edge (See Figure 2, “Berm”) was graded and graveled to try and provide some additional parking for the adjacent Tomales Bay Oyster Company (TBOC) retail operations, and vegetation was cut on the small bluff or mesa immediately adjacent to the Parking Lot Area (See

Figure 2, “Vegetation Cut Area”) along with on the East and West Banks (See Figure 2). Parking was curtailed a number of years ago, and the NPS worked on a plan to restore this area to a more natural topography and vegetation community.

Most of the non‐developed lands along the east side of Tomales Bay support a somewhat mesic scrub community composed of California bay (Umbellularia californica), coast live oak (Quercus agrifolia), toyon (Heteromeles arbutifolia), California blackberry (Rubus ursinus), coffeeberry (Frangula californica), coyotebrush (Baccharis pilularis), orange bush monkeyflower (Diplacus aurianticus), coastal sage (Artemisia californica), and mugwort (Artemisia douglasiana). It is likely that this is what the Vegetation Cut Area once looked like, but at some point, non‐native Eucalyptus trees were planted in a dense stand at the top of the hill.

Removal of these trees will increase area available for recruitment of native plant species more characteristic of these mesic coastal scrub, which is already beginning to regenerate outside the stand’s boundaries.

As part of the Seashore’s restoration efforts, a number of Eucalyptus trees were removed last year. This project involves further mechanical removal of trees, followed by chemical treatment of cut stumps by park staff and bucking of cut trees, with cut boles and slash left in place.

Period of Performance: August 22, 2022 to November 4, 2022.

Scope of Work: The Contractor shall perform mechanical removal of up to seven (7) Eucalyptus trees within the Vegetation Cut Area of the project area (See Figure 2 and Figure 3). The base requirement includes four (4) smaller trees on the southern part of the property (See Figure 3, EUGL 6, 8, 9, and 14). The size of trees ranges from 20” DBH to 58” DBH, with two (2) of them being multi‐stemmed (See Table 1). Mechanical removal efforts shall be coordinated with PRNS staff who will be conducting immediate follow‐up chemical treatment. Unlike previous years, this effort requires that cut material be left on site, as equipment will not be able to directly access the mesa. Cut material will be “bucked” by the Contractor. Limbs, slash and cut boles will be left in place with the exact location agreed upon in discussion park staff, ensuring 80% ground contact. Contractors are required to park and stage along wider sections of the edge of Highway 1, to avoid the former Parking Lot Area which has already been restored.

Work is anticipated to occur in late summer or early fall following bird‐nesting season, with work dates dependent on climatic conditions such as rain, fog, and wind due to the follow‐up chemical treatment efforts. The Contractor must closely coordinate schedule with park staff, as chemical treatment needs to be conducted within a few hours of the tree being cut.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to fell and chip/bole designated trees, and place in location within Vegetation Cut Area agreed to in consultation with park staff. The Contractor shall perform fully to the standards outlined in this contract.

1.2 Key Personnel

For Contractor:

Employee Training: The Contractor shall ensure that employees performing tree work are fully trained to current arboricultural/forestry industry standards for each task they undertake.

Contractor employees engaged in felling, topping, climbing, and rigging of trees must have current International Society of Arboriculture, Tree Care Industry Association, or equivalent professional certification in those activities before starting work under this contract. Contractor employees operating winches, power tools and heavy machinery must be fully trained and proficient in the use of this equipment.

1.3 Working Conditions

Felling and pruning of trees shall not be performed in wind conditions that will interfere with the faller’s ability to control the direction of a tree’s fall. No work activities under this contract shall be performed in sustained winds greater than 15 mph or when conditions prohibit safe access to the work site.

1.4 Safety

All operations under this contract shall be conducted in accordance with ANSI Z133.1‐2006 Tree Care Safety Standards, and all federal OSHA, state and local safety requirements. Where OSHA regulations and ANSI standards conflict, OSHA regulations will take precedence. As noted in the primary Specifications, a safety plan must be submitted to the CO prior to the contractor starting work.

The Contractor shall provide a minimum of one employee to serve as safety spotters during tree removal. Employees shall be trained to serve in this role, which shall be their primary function during the work of this project. Safety spotter shall be deployed such that they maintain an exclusion zone of a diameter that is between two to three times the length of the tree being removed, into which unauthorized persons (park employees not associated with the operation and the public) cannot enter. Employees shall be equipped with radios or other means of signaling one another during the cutting procedures. If the safety zone is breached during the falling procedure, work shall be stopped until the unauthorized person(s) leave(s) the exclusion zone. If necessary, the project inspector, COR, or designated park representative will escort the unauthorized person(s) from the exclusion zone so that the procedure may continue. Where there are multiple entry points to the exclusion zone signs and fencing shall be deployed to restrict access.

The Contractor shall ensure the use by its employees of all required personal protective equipment including hard hats, work boots, safety glasses or goggles, hearing protection, gloves, chaps, ropes, harnesses, etc. Contractor employees shall wear ANSI 107‐2004 Class 2 high visibility vests while conducting operations in or adjacent to roadways or parking areas.

No one except the operator shall be within 10 feet of a power saw. All gasoline and diesel‐ powered equipment, including but not limited to trucks and chainsaws, shall be equipped with spark arresters.

If at any time the CO or designated park representative determines that the work is being conducted in an unsafe manner, the Contractor will be notified and shall immediately cease all work activities.

1.5 Quality Assurance

Trees will be inspected by the Contracting Officer’s Representative (COR) to ensure work is being performed at an acceptable level of quality.

Trees shall be inspected to ensure they are properly and cleanly cut no higher than 6 inches off the ground and so that park staff may immediately treat the remaining stump.

Cut material will be bucked and/or chipped on‐site and disposed of within the footprint of the Vegetation Cut Area upon in consultation with park staff.

The Contractor shall leave the cut boles and slash in place, ensuring 80% contact of each bole with the ground surface.

Contractor performance will be evaluated in accordance with FAR 42.1502.

When the contractor considers work is ACCEPTABLE to the Government and complete, the contractor shall inform the COR that the work is complete and ready for inspection. The COR will inspect the work on-site. In the event that the work is NOT ACCEPTABLE, the contractor shall record a list of items noted by the Government to be corrected. A subsequent inspection shall take place in order to review the corrected items. The contractor is responsible for ensuring all tasks are complete at an ACCEPTABLE level of quality during the performance period, to include all necessary corrections

SECTION 2 – Government-Furnished Property

Except for those items or services specifically stated as Government-Furnished Property, the Contractor must furnish all personnel and supplies needed to perform this contract according to all its terms.

SECTION 3 – SPECIFIC TASKS

3.1 General Information

The Contractor must provide all personnel, equipment, tools, materials, supervision, and other items necessary to fell and chip designated trees as specified in this performance work statement.

The Contractor must perform to the standards in this contract.

3.2 Cutting and Chipping of Designated Trees

The Contractor shall remove all of the tree’s vertical structure and leave a flush‐cut stump. The Contractor should cut a stump as close as safely possible to mineral soil following the slope angle of the ground (considering stumps not on flat ground). This may require raking back the mulch/litter layer to allow for a lower cut and then raking the material back up against the stump.

Trees shall be cut to at least to a 6‐inch height above the soil surface.

Tree(s) shall be cut in a manner that causes no damage to the adjacent TBOC trees (on north end of Vegetation Cut Area), retaining walls, TBOC infrastructure, adjacent roads, aboveground and subsurface utilities, and no injury to persons.

Tree(s) may be cut by chainsaw or other means except those involving explosives as Park policy does not permit the use of explosives by non‐government personnel.

Debris resulting from felling of trees shall be bucked or chipped and left on‐site in the location approved in agreement with park staff.

The base requirement includes four (4) smaller trees on the southern part of the property (See Figure 3, EUGL 6, 8, 9, and 14). The size of these trees ranges from 20” DBH to 58” DBH, with two (2) of them being multi‐stemmed (See Table 1).

The optional requirement included three (3) larger trees on the northern portion of the property (See Figure 3, EUGL 10‐12). The size of these of trees ranges from 50” DBH to 100” DBH (See Table 1). Work would be performed as described above.
