All coatings shall be applied according to manufacturer's recommendations. The contractor is responsible for all protective measures to the vessel while sanding, painting and polishing, and is responsible for the repair of any and all damage occurring as a result. The contractor shall mask, tarp, etc., to prevent over spray or accidental application, as well as clean up any unintended paint, polish or non-skid that may occur, without causing damage or alteration to the surface, in a timely manner to prevent tape or overspray from sticking to surfaces. Contractor shall remove any tape residue that may occur on surfaces. All areas not previously painted, including but not limited to rub rails, cap rail, swim step, stairs, crane, deck hatches, cleats, vents, hand rails, life rafts, ladders, hardware, fixtures, windows, gel coat and anchor shall be masked to prevent being painted. Any previously existing lettering such as the vessel name and arrowhead logos shall also be masked and protected.

All preparation and painting shall be inspected by the designated National Park Service COR or Project Inspector for compliance with the requirements specified herein. Quality issues such as holidays, bubbles, excessive streaking, puddles, drips and similar conditions discovered by the inspector shall be cause for rejection and repair/renewal.

Contractor shall seal all openings to interior spaces and hull including, but not limited to, ventilation intakes, doors and other openings, to preclude entry of sandblast material, overspray, moisture or debris. Contractor shall clean up if entry does occur, and remove all sealant, masking, etc. before launching vessel.

If polishing is awarded, all areas with chips or dents shall be filled and sanded smooth before polishing. 3M Marine Rubbing Compound shall first be applied to all surfaces and buffed out, followed by Meguiar’s Flagship Premium Marine Wax. All filling, buffing and waxing shall be done to manufacturer’s recommendation and industry standards. Contractor shall supply filler, rubbing compound and wax.

Items 0001 – 0010 apply to the Sea Ranger.

Item 0001: Haul/Launch, Block, Pressure Wash Bottom. Remove vessel from water for complete inspection of the hull and appendages prior to painting. Haul shall be accomplished in accordance with standard commercial practice, providing adequate blocking to evenly support the vessel and prevent strain. The Contractor shall be responsible for shifting the vessel or the blocking where necessary to affect repairs to the hull, and in order to access all areas for renewal, repairs, preparation and painting. The Contractor shall use pressurized water, with or without additives, to clean and prepare the bottom of the vessel for inspection by the Contracting Officer’s Representative (COR).

Item 0002: Prepare and Paint Bottom. The Contractor shall clean the bottom of the vessel of all marine growth before painting with black Ameron ABC – 3 anti-fouling paint. The sea screens shall be removed, cleaned, holes reamed of growth, painted with anti-fouling paint on both sides, and reinstalled prior to launching the vessel. Thru-hull openings shall also be cleaned of growth as far up as possible and painted with a minimum of 2 coats of anti-fouling paint. The Contractor shall paint the entire bottom of the vessel using two full coats of anti-fouling paint.

A third coat of Ameron ABC – 3 shall be applied from the boot stripe to three inches below the chine. All manufacturers’ recommendation for storage, handling, preparation and application of the coating system shall be strictly adhered to. All manufacturers’ requirements for surface preparation and weather conditions must be met prior to paint application. After the hull bottom is completely dry and free from any potential damage to newly applied paint, the Contractor shall remove/relocate dry-dock blocks and cradles to expose unprepared/unpainted bottom areas for proper preparation and painting of these areas. The entire bottom shall be painted with two coats before the boat is refloated. The Government will provide bottom paint. The Contractor shall remove existing zinc plates prior to painting and reinstall after painting. The Government will determine if plate zincs need to be replaced and if so will provide all zincs.

Item 0003: Remove and Install Two (2) Propellers. The Contractor shall furnish labor and material to complete the removal of the propellers on the Sea Ranger. The removed set will be returned to Channel Islands National Park. The propellers are then to be replaced by the Contractor with a Government provided set. Contractor shall use the industry standard for removal and replacement of propellers.

Item 0004: Prep and Paint Hull Sides: The hull sides between the cap rail and boot stripe shall be prepped and painted. The starboard side near the waterline has gouges from scraping against barnacles, and there is abrasion through the paint and gelcoat to bare fiberglass in a few spots where the fenders rub against the dock. Contractor shall fill and fair scrapes, gouges, and scratches with epoxy fairing compound on all sides. Sand filler and prep for priming. Spot prime hull sides as needed with Awlgrip 545 Epoxy Primer. Sand primer with 280 grit sandpaper in preparation for Topcoat. Mask stripe and spray 3 coats of Awlgrip polyurethane matching existing color. Mask hull sides and spray 3 coats Awlgrip Snow White polyurethane.

Remove masking and clean work area. All work shall be done to industry standards.

Contractor shall quote this as a lump sum job.

Item 0005: Modify Dive Compressors Intake Ventilation: This job will require modifying the existing 2” intake ventilation ducting for both the Nitrox and Dive compressors in the lazarette. Re-locating existing intake ducting from the engine room discharge vent boxes to the engine room intake. The modified ducting will be extended and travel along both the Port and Starboard outboard sides of the engine room to the forward fresh air intake ventilation slot. The extended ducting shall be increased to 3” diameter and consist of a combination of CPVC Sch 80 piping and vacuum rated hose. Terminate the extended ducting up inside the forward engine room intake vents within 12” of the louvered vent opening. The terminated ends shall be positioned in a manner to not allow foreign material or liquids from entering.

Contractor shall modify the existing emergency intake and exhaust vent closure plates to ensure proper sealing around the modified ducting when engaged. All ducting joints shall be joined with industry standard adhesives and or cements. All ducting shall be secured with stainless steel clamps, and hangers, or equivalent to prevent damage due to vibration and corrosion. The contractor shall supply all materials necessary for this job.
