(Attachment 02)

Inverness Ridge Chipping Project

Point Reyes National Seashore

RFQ No.: 140P8420Q0107

1.0 Background

The San Francisco Bay Area Fire Management Network is in need of procuring the services of a tracked wood chipper (with an operator) that can chip woody debris located adjacent to the

Inverness Ridge Trail in Point Reyes National Seashore (see map at end of this document). This debris consists of branches and trunks of trees that were cut as part of a larger multi‐year project to reduce hazardous forest fuels along the National Park Service boundary and adjacent to the community on Inverness Ridge. Reducing forest fuels can decrease the threat of catastrophic wildfire to communities situated in the wildland‐urban interface.

2.0 Scope

Point Reyes National Seashore requires approximately 105 piles of woody debris chipped onto the forest floor adjacent to the Inverness Ridge Trail. A tracked chipper will have to navigate and operate from either on the trail or on the forest floor.

3.0 Objectives

Desired outcome: Reduce the risk of catastrophic wildfire to both park resources and the community on Inverness Ridge.

Objective #1: Reduce forest fuel loads adjacent to the Inverness Ridge Trail.

Objective #2: Reduce fuel loading by chipping previously constructed piles of woody debris under the forest canopy.

4.0 Tasks

Contractor shall:

Provide a tracked chipper that can operate on the Inverness Ridge Trail and/or on the forest floor. The tracked chipper provided shall have the ability to:

o Navigate independently (ie. not moved around towed behind a truck);

Inverness Ridge Chipping Project

Transport the tracked chipper to a pre‐determined location at either the end of

Drakesview or Sunnyside Drive in Inverness, California.

Provide a qualified operator each day for this piece of equipment.

Work safely in collaboration with the Marin County Fire Department Tam Fire Crew who will perform the work of hauling the woody material and loading the chipper.

Chip approximately 105 piles of woody debris onto the forest floor adjacent to the

Inverness Ridge Trail.

Distribute the chips evenly on forest floor, not exceeding 6” in depth whenever possible.

Provide for their own logistical needs including chipper maintenance, fuel, etc.

5.0 Delivery

Contractor must work in collaboration with the Marin County Fire Tam Crew to chip approximately 105 piles of woody debris.

Work shall be accomplished between August 24 and December 1, 2020 (period of performance).

A NPS Fire Management employee will inspect the work upon completion to determine if the contract was completed according the terms of the award.

6.0 Additional Requirements

A pre‐work site visit will be arranged as needed between the Contractor and the

Contracting Officer’s Representative (COR). The pre‐work site visit will be an opportunity to orient the Contractor to the project site prior to commencement of work.
