Performance Work Statement
Home Ranch Main House Vegetation Management Services Point Reyes National Seashore
I. Project Background and Scope
The National Park Service (NPS) requires that vegetation within 30 feet of the Home Ranch Main Residence within Point Reyes National Seashore be treated by way of trimming, pruning, limited removal, and other appropriate treatments in order to support an upcoming project to paint the building and to establish defensible space around the building and mitigate potential fire risk. Vegetation within this zone has become overgrown and is overwhelming the building due to a long period of no maintenance. Current conditions are depicted in the attached “virtual site visit”. Services shall include, but not be limited to, the furnishing of all materials, labor, equipment, tools, transportation, superintendence, qualified Arborist, and craftspeople to complete all work described herein.
II. Work Requirements
In order to achieve the desired conditions, the following tasks shall be completed in performance of the contract:
• Vegetative material will be removed from the roof, rain gutters, and siding of the Home
Ranch Main House.
• Ground cover within 30 feet of the building will be mowed using mower, weed eater or other appropriate tool. Dead or dry leaves, pine needles, branches, etc. shall be removed from the yard surrounding the building.
• Mature trees are to be limbed to a height of 8 feet above the ground. Limbs that make contact with the roof or siding of the building are to be trimmed to maintain at least 3 feet of clearance. Limbs that overhang or pose a hazard to the building are to be removed.
• Limbs shall be removed as necessary for the maintenance of tree symmetry when a condition of imbalance is caused to exist.
• Bushes, shrubs, and other small scale vegetation shall be trimmed to allow at minimum two feet clearance from the building’s siding, and to return the vegetation to an appropriate scale.
• All cuts shall be made using International Society of Arboriculture (ISA) best management practices.
• Decadent or dead bushes, shrubs and other small scale vegetation may be removed after on-site review and approval by NPS.
• Appropriate precautions and techniques will be utilized to ensure no damage is caused to the Home Ranch Main House, existing fences, utilities, and other site features.
• All vegetation debris removed shall be legally disposed of off-site, including the recycling of all material when possible.
• Ruts, divots, and any and all other damage to turf, vehicles, fences, buildings, or other surrounding structures shall be repaired at contractor’s expense.
III. Qualifications
All work completed under this contract shall be conducted under the supervision and direction of a Certified Arborist.
IV. Deliverables
Prior to work commencing, contractor shall provide the following:
• Safety and Accident Prevention Plan
• Proof of Arborist Certification
V. Period of Performance
Work shall be conducted during regular scheduled working hours (7:00 am- 5:00 pm, Monday- Friday).
VI. Place of Performance
The work shall be conducted at the Home Ranch Main Residence within Point Reyes National Seashore, Marin County, California. The physical address of the Park is: 1 Bear Valley Road, Point Reyes, CA 94956. The work location is shown on the location map included in the “virtual site visit” (attachment 05).
