Point Reyes National Seashore
Laboratory Water Testing Services for Park Water Systems
Statement of Work
Water Testing: The National Park Service, Point Reyes National Seashore (the Park) has a requirement for laboratory water testing. A base year purchase order with four (4) option years is contemplated. The contractor shall furnish personnel, materials, equipment, and services to successfully provide various water analyses on samples collected by Government personnel from the Park water systems. The lab shall be available to run and read tests during the weekend in the event of a weekend emergency.
The following Lab analysis test may be performed:
Coliform P/A, Iron/Manganese, Nitrate, Nitrite, Quantitative Bacteriological Exam, Disinfection By-Products, Gross Alpha, Asbestos, Primary Organics, Secondary Standards, MTBE (primary), Atrazine, Simazine, Lead/Copper, and 1,2,3, Trichloropropane.
The following chart represents the annual approximate number of each test that may be submitted (additional samples may be required depending on results received):

*Quote sheet reflects 264 tests to account for 10% possible repeat tests
Regulations: As required by the State of California and NPS Directors Order #83, Point Reyes National Seashore shall perform Bacteriological and Chemical Monitoring of all the Park Water Systems. Those samples will be tested by a California State Certified Lab.
Sample Pick-Up: The Lab will pick up the samples at Point Reyes National Seashore, Buildings & Utilities Office, #75, 1 Bear Valley Rd, Point Reyes Station, CA 94956. The samples will be inside the refrigerator located in the hallway of Buildings & Utilities Office, #75. Preferred day for samples pick-up will be Tuesday after 2:30pm, or other days/times as agreed upon by the Lab and the Park.
Any repeat or emergency samples will be collected by Government personnel and either picked up by the Lab at the Park or delivered to the Lab at a mutually agreeable location.
Reports and Notifications: Within two (2) weeks of test completion, the Lab shall submit a copy of test results, electronically or mailed hard copy to the Park Utility System Operator.
The Lab shall also submit the results via Electronic Data Transfer to:
http://www.waterboards.ca.gov/drinking_water/certlic/drinkingwater/EDT.shtml as required by the State of California for public water systems.
In the event of a positive coliform sample, the Lab shall immediately notify Government personnel of the result of detection so that repeat sampling can be completed and delivered to the Lab in the time required by the State of California and NPS Director’s Order #83. Period of Performance: The period of performance will run for one year from date of award (currently estimated July 15, 2020 through July 14, 2021). Future option years may be exercised at the sole discretion of the Government. The total duration of this contract, including the exercise of any options, shall not exceed five (5) years.
Payment: Invoicing shall be submitted via IPP payment system. Payment will be made by electronic funds transfer generated by the U.S. Treasury. The lab shall provide to the park contact with test results, copy of chain of custody, and copy of invoice.
