SAMO – Well Water Quality Sampling & Transportation for Bacteriological Monitoring Services SOW

Part 1: General Information

A. Introduction

The purpose of this SOW is to perform collection and transportation of Bacteriological Samples, at the Santa Monica Mountains National Recreation Area (SAMO). This service will include collection sampling, and transportation of sample to a certified CA Environmental Laboratory Accreditation Program (ELAP) lab for bacteria analysis, of well water systems.

Currently there are two (2) active Well Systems, Circle X and Arroyo Sequit. Park information may be found at www.nps.gov/samo.

B. Background

The Santa Monica Mountains National Recreation Area is the largest urban National Park in the country, encompassing more than 150,000 acres of mountains and coastline in Ventura and Los Angeles counties. A unit of the National Park Service, it comprises a seamless network of local, state, and federal parks interwoven with private lands and communities.

C. Scope

The overall contractual purpose is to provide water quality “bacteriological monitoring” such as the collection, sampling, data log, and transportation to an Environmental Laboratory Accreditation Program (ELAP) certified laboratory for bacterial testing and lab analysis reports.

1. Collect bi-weekly bacteriological samples from Well Site ID # 2 and 4 and Circle X Site ID #1 and Arroyo Sequit #3 Systems as dictated by the state of California State Water Resource Control Board (SWRCB).

2. Collect Annual Nitrate samples on Well 2 and 4 when samples are due.

3. Collect Tri-Annual (option year Two (2)) Nitrate and Nitrite from Well 2. Collection times will be determined by SWRCB.

4. Collect Annual THM’s and HAA5 samples from Ranger residence.

5. Take a field chlorine reading at time of collecting bacteriological sample and include on chain of custody and record in well house log.

6. Ensure that a chlorine residual is maintained above the minimum California SWRCB requirement.

7. Deliver samples to a CA Environmental Laboratory Accreditation Program (ELAP) certified Lab.

Before a key to the well pump house is distributed a Federal Tier 1 background check must be performed and employee must pass. This will be sponsored by NPS – SAMO.

There are two (2) active wells that require water quality Bacteriological Monitoring. The 2nd well, Site ID #3 and 4 at Arroyo Sequit have recently been brought on-line and activated with the Water Board.

The terms of the contract will be for one base year with four option years starting March 15, 2024 to March 14, 2025 as the base year.

Part 2: Work Requirements

A. Technical Requirements

The Contractor shall deliver samples to their certified lab of choice for lab testing and analysis reporting. This lab must be CA Environmental Laboratory Accreditation Program (ELAP) Certified. All work shall be completed in accordance with current Federal and State Regulations.

The contractor shall be a licensed State of California Water System Operator.

All work shall be done in a timely safe, clean, and professional manner. The contractor will supply all labor, equipment, tools, and material necessary to complete the job.

All work described shall be accomplished in accordance with the provisions of the NPS contract and the Scope of Work.

B. Deliverables

The contractor shall provide “Chain of Custody” Sample Handing Information to the lab.

The contractor shall take and deliver samples in accordance with the Water System Operators licensing requirements and deliver those samples to the lab for testing and analysis.

The contractor shall notate in site log required sampling and visit information.
