Project Title: Remove Asbestos infused Acoustic Ceiling Materials in Building at

Whiskeytown National Recreation Area’s 324 Residence

Background / Introduction:

At quarters 324, within the park, it was noted that the existing acoustic ceiling was applied to approximately 3,150 square feet of the house during a period when these common applications included a deadly carcinogen / natural element known as asbestos which is linked to causing a deadly disease known as mesothelioma. A test kit was purchased, a sample was submitted which confirmed a positive test, showing 2% Chrysotile which is classified as “asbestos-containing” (ACM). The remaining 98% of the application is a Non-Fibrous Material and is not harmful.

The acoustic ceiling covers an area of approximately 3,150 Square Feet.

Scope:

Whiskeytown National Recreation Area is seeking a licensed professional specializing in responsible asbestos removal / abatement: to physically remove and responsibly export / dispose of approximately 3,150 square feet of acoustic ceilings throughout housing unit 324. Permits may be required for removal through the county of Shasta: if so, it is the responsibility of the contractor to obtain said permit. This requirement is to assure that the removal and handling of material is completed in accordance with all federal, state, and local regulations with regards to containment, hauling, and disposal of the hazardous substances: as safely as possible for the contractor and the tenants who will occupy the residents after removal has been completed. It is the contractor’s responsibility to determine, provide, and execute a professional friable asbestos abatement plan before activities begin to assure lawful removal and disposal.

NPS will be responsible for new surface texture and painting after abatement. The contractor is responsible for determining / calculating the square footage of acoustic slated for removal. Many areas in the residence do not require abatement. The main living room area of the residence recent had a nearby tree fall onto the structure. As a result, two of the trees branches pierced the structure all the way through the roofing and the acoustic ceiling. This contract provides asbestos removal around this breach. It is not the responsibility of the contractor to make this repair: only for the safe removal and disposal of the asbestos. Once removed and upon contract completion, NPS day labor will make repairs and apply new texture and paint.

Tasks & Details

The contractor shall include a safe and environmentally sound and lawful disposal plan which shall require a form of manifest or chain of custody to include materials amounts of export and a final certified acceptance location for the materials being exported out of park: showing environmentally responsible disposal of the friable asbestos containing acoustic ceiling / hazardous materials. This manifest must then be provided to the Contracting Officers Representative or the Contracting Officer for verification.

1). Work will be performed in accordance with, and in most cases exceed standards set forth by the EPA, OSHA, NIOSH, and SMAQMD. In particular, the work will comply with EPA, NIOSH, and OSHA asbestos worker protection regulations (e.g.,29 CFR OSHA 1926.1101)

2). Contractors shall require their employees to wear protective clothing to include appropriate hooded Tyvek suits, boots, gloves, safety glasses and respirators. This protective clothing must be donned whenever any employee is within the structure during the abatement procedure. This shall include any other outside inspector from the government or elected subcontractor visiting the site that is within the structure while the work is underway. A decontamination enclosure system shall be in place to provide workers a method of contaminated clothing and tool removal.

Professionals shall follow these specific steps to safely remove contaminated protective clothing and equipment. These procedures ensure worker safety and prevent workers from tracking asbestos into their homes.

3). The homes HVAC systems must be disabled to prevent circulation of asbestos fibers. Workers should use wet wipes or a HEPA vacuum to clean asbestos off immoveable objects to control dust. A HEPA vacuum shall be used to clean up the area when the abatement is complete.

4). The areas where the asbestos will be removed will be prepared to include one or two layers of polyethylene sheeting on all penetrations as required. Engineering controls will be installed to include HEPA filtered negative air and a decontamination chamber for the technician to enter and exit the work area.

5). Once the building is contained and engineering controls are in place, the materials will be sprayed with a wetting agent to penetrate the surface and minimize air born fibers during the removal process. The materials will be removed and prepared for disposal. Removal DOES NOT include removal of existing drywall ceilings, only the acoustic applications to these ceiling areas.

6). After the asbestos is removed, the treated area(s) will be cleaned and encapsulated. The area(s) will be tested and shall pass a clearance criterion of 0.01 f/cc using PCM NIOSH 7400 methodology.

7). Waste and debris will be transported by a licensed and certified hazardous waste hauler in accordance with EPA, AQMD, NHP and/or CHP requirements and disposed of at a certified landfill in accordance with EPA and OSHA requirements. The contractor will prove the “Chain of Custody” or Manifest to the CO or COR for finalization of the disposal process of the asbestos materials.
