SECTION 010100 - GENERAL REQUIREMENTS

PART 1 - DESCRIPTION OF WORK

1.1 The Contractor shall plan, schedule, and execute a fog seal and restripe of 13 miles of roadway within Joshua Tree National Park. The national park is in Twentynine Palms CA, 92277 and the project is located entirely on the eastern side of the road system which begins in Twentynine Palms.

The start of the fog seal will be the North Entrance of Joshua Tree located in Twentynine Palms and will end at mile marker 13 located in between Ryan Mountain and Hall of Horrors. The contractor will restripe the road with same marking layout that currently exists to include double yellow line with black contrast striping, edge lines, and turn lane lines located at the intersection of East West Highway and Pinto Basin Road. Park staff will paint all stenciled road markings to include turn arrows and stop bars. All pullouts along the road will also be fog sealed. All intersections with adjoining roads will be fog sealed to 50 feet or in the case of dirt roads to the end of the pavement.

PART 2 – Specifications

2.1 The contractor shall conduct a fog seal service of emulsified asphalt diluted with water prior to application. Contractor will follow Caltrans Construction Manual standard specifications chapter 4 section 4-3705 (Sec 4-37 Seal Coats (ca.gov)) regarding fog seals to include testing and application rate.

2.2 Weather limitations – Apply fog seal per the following conditions:

Ambient or pavement surface temperatures shall be 60 degrees F and rising.

Application of fog seal shall only be done during daylight hours.

The road surface shall be dry.

Suspend fog seal operations when rain is expected before the fog seal emulsified asphalt can be set.

Temperatures below 40 degrees F are not anticipated for at least 24 hours after application.

Sustained winds are less than or equal to 10 MPH.

Application shall be completed at least 2 hours before sunset.

2.3 Application Rate

Addressed in Caltrans spec.

2.4 Road Surface Preparations

Road surface will be cleaned by sweeping no more than 30 minutes prior to application of the emulsified asphalt fog seal.

Contractor will ensure fog seal is applied to road surface without spraying the edge curbing or visitor booth at the entrance to Joshua Tree.

Any curbing sprayed with asphalt emulsion will be sandblasted clean by the contractor.

2.5 Asphalt distributor

All nozzles shall be the same size, provide the same flow rate, be orientated in the same direction and be the same distance above the pavement.

Nozzles shall be positioned to spray a full fan except for the left and right edge nozzles. The right and left edge nozzles shall be adjusted to a half fan such that the spray stays to the inside of the spray bar.

The spray bar height must be adjusted so that the emulsified asphalt provides exactly two or three overlaps across the entire spray width.

Streaking of asphalt emulsion on the roadway should be avoided by adjusting the spray bar height if needed.

2.6 Test Strip

A 100-foot test strip should be conducted to adjust application rate as needed to assure a uniform application of fog seal is applied with no streaking.

This test strip can be conducted on the Pinto Wye service road which is located approx. 4.5 miles past the North Entrance booth. This road will allow for testing and drying without visitor traffic being present.

2.7 Quality Control

Addressed in Caltrans Spec.

2.8 Records and Documentation

The contractor shall maintain records of all QC tests and inspections.

All QC tests shall be submitted to the agency at the end of the contract.

2.9 Compliance with specifications

The contractor shall attest in writing to the agency that the fog seal has been constructed in accordance with and meets the requirements of the specifications at the conclusion of the project.

2.11 Equipment

All equipment to be used on the project shall be evaluated by the agency to assure it is in acceptable operating condition. This inspection will also include a weed free inspection that will be conducted before the equipment enters park property. A weed free inspection is conducted to ensure no invasive weeds are present on contractor equipment. This inspection will be setup with the Road Foreman and contractor the first morning in which equipment enters the park.

2.12 Line Striping

After fog seal is complete the contractor will paint centerline and edge line markings to mirror the original markings before the fog seal was applied. This will include 13 miles of double yellow line with black contrast striping and 9.75 miles of edge line.

The last 3.25 miles of roadway is curbed and does not require edge line.

All line striping will consist of 2 coats with reflective beads added on the second coat. All striping will be 4 inches wide except the black contrast stripe which will be 3 inches as shown in the enclosed photo.

Paint will be a federal spec waterborne latex striping paint and applied at a thickness of 14 mils.

2.13 Traffic control

Traffic control is required during project and a pilot car will be used to escort traffic through the work zone.

Traffic will be stopped for no more than ten minutes at a time.

A traffic control plan will be utilized and submitted to the agency before work begins.

2.14 Contractor storage yards

There are two areas in which contractors can store equipment and materials. They are located at the Pinto Wye Maintenance yard and the Queen Valley Admin Site.

The Pinto Wye Maintenance yard is located approximately 4.5 miles into the park along the project site. The Queen Valley Admin Site is located approximately 11.5 miles into the park adjacent to the project site.

Both areas have a locked gate and if the contractor chooses to use these areas, they will need to supply a combination lock which will be daisy chained to the gate so access can be granted.

2.15 California Desert Tortoise

All employees will be required to attend a half hour tortoise awareness briefing prior to the first day of work. This can be completed before the start of the first day of work or a few days prior to any work being conducted. Scheduling can be completed with the Joshua Tree National Park Roads Supervisor.

2.16 Working hours

Work will be conducted only Monday – Friday during hours of daylight. Preparing and setting up the work zone is authorized before hours of sunlight but actual fog sealing, and painting will only be authorized when after sunrise.

Work will not be conducted on Saturday or Sunday.

Work will not be conducted on any federal holidays.

2.17 Site Visit
