National Park Service Point Reyes National Seashore
Point Reyes Leadership Team Training Statement of Work (SOW)
1.0 Background
Point Reyes National Seashore is both a congressionally designated boundary and an administrative unit (PORE) of The National Park Service (NPS), and is referred to as PORE in this SOW. Established in 1962 in Marin County, PORE preserves and protects over 71,000 acres including 32,000 acres of designated wilderness and 80 miles of wild, undeveloped coastline.
With its rich biological diversity and cultural history, Point Reyes provides critical habitat to wildlife and is a repository for over 3,000 years of cultural history.
The PORE Park Leadership Team (LT) has a requirement for a contractor to develop and facilitate a group training on how to work together more effectively and as a high performing team.
2.0 Scope
The Point Reyes Leadership team has been going through a transitional period and is looking to undertake training as a group to learn how to work together as a stronger, higher performing team.
Team dynamics include:
Superintendent position was vacant with a series of acting assignments for 3+ years, new permanent superintendent arrived in early 2021
New deputy superintendent position established, filled in May of 2022 Many division managers are relatively new or are currently filled by employees on acting assignments In-person collaboration has been extremely limited
Current park projects and challenges require employees to work together to find strategic solutions to problems, while constantly finding solutions to near-term emergencies. The Park is looking for assistance to understand the leadership team’s perceptions, positions and biggest concerns, and use that information to create a shared understanding of the LT’s views on Park priorities. This work would be followed by a training session to help the leadership team work together more effectively and as a high performing team.

3.0 Objectives
Interview team members to identify the situation
Develop a training curriculum for the PORE Leadership Team to encourage high performance teamwork.
Facilitate an in-person three day training using the curriculum that was developed
Debrief the PORE Superintendent on the training results.
4.0 Tasks
Task One Complete interviews with the superintendent, deputy superintendent, management analyst, the 6 division managers, and the head of the Point Reyes National Seashore Association. Interviews should be approximately 1 hour in length and can be conducted remotely via zoom or Microsoft teams. Interviews should focus on each person’s perception of the park’s most immediate and long term challenges, opportunities, and resources.
Use other park resources, including the Point Reyes employee survey conducted by the Superintendent's office in the summer of 2022, the climate survey conducted by the regional office (if available), and park Federal Employee Viewpoint Survey results to review employee perception of Point Reyes operations.
Provide a summary document of findings from the interviews and after review of additional documentation. The summary document should not include comments that can be attributed to individuals so that it can be shared with the leadership team.
Hold a 1-2 hour zoom/teams meeting with the leadership team to go over the results of task one and provide opportunity for comment and discussion.
Task Two Run an in person three day training for the Point Reyes leadership team. Topics of the training should include:
1) Best practices for collaboration and team engagement
2) Setting metrics for success
3) Priority setting for overall park goals – creating a shared understanding and direction
4) Resiliency in long term crisis environments
5) General team building
After the meeting, hold a one hour maximum zoom/teams meeting with the Superintendent/Deputy Superintendent to debrief the process and the training.

5.0 Delivery
Report on Team Member Interviews - Provide a summary document of findings from the interviews and after review of additional documentation. The summary document should not include comments that can be attributed to individuals so that it can be shared with the leadership team.
1-2 hour zoom/teams meeting with the leadership team to go over the results of Task One and provide opportunity for comment and discussion.
In-person three day training for the Point Reyes leadership team using the framework developed in the interviews
Debriefing Meeting - one hour maximum zoom/teams meeting with the superintendent/deputy superintendent to debrief the process and the training.
6.0 Government-Furnished Property
While no Government-Furnished Equipment will be provided, the Government will provide the location for the training, at the PORE Red Barn Classroom at Point Reyes National Seashore Administrative Headquarters at 1 Bear Valley Road, Point Reyes, CA, 94956. Additionally, the Government will furnish access to online platforms such as Microsoft Teams, as needed.
7.0 Place of Performance
The majority of the work will be performed at the Contractors facility. Additional work will be performed online using either Zoom or Microsoft Teams platforms. The three-day in-person training will be performed at Point Reyes National Seashore Administrative Headquarters at 1 Bear Valley Road, Point Reyes, CA, 94956.
8.0 Period of Performance
09/23/2022 to 08/31/2023
9.0 Contract Administration
Payment:
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/. The Contractor shall submit all invoices through www.ipp.gov within 30 days of work completion. Failure of the contractor to upload an attached copy of the invoice and any requested documentation through IPP.gov will result in invoice being rejected
