Atlantic City BID 25-75R Atlantic Avenue Street Tree Initiative Phase 2
This is a Bid document for the City of Atlantic City, New Jersey, soliciting contractor services for the Atlantic Avenue Street Tree Initiative Phase 2. The project encompasses the planting of approximately 148 balled and burlapped street trees, ranging from 2.5 to 3 inches in caliper, along Atlantic Avenue between Albany Avenue and Tennessee Avenue. The scope of work includes excavating and preparing tree beds, expanding existing beds, soil placement, tree installation, and ongoing maintenance. The selected contractor must guarantee all work for a two-year period following completion of installation. The contract requires furnishing all necessary labor, materials, equipment, and incidental work to complete the project.
The bid document establishes the contractual framework and technical specifications for the tree planting initiative. Contractors must submit bids in accordance with the documented requirements and specifications outlined in the solicitation. Payment terms, pricing schedules, and any applicable set-asides or preferences are structured according to the City of Atlantic City's procurement policies. The two-year warranty requirement ensures contractor accountability for tree survival and establishment, with maintenance obligations extending through the guarantee period to ensure successful project outcomes and long-term street tree establishment along the Atlantic Avenue corridor.

SUBCONTRACTOR DECLARATION
Each bidder shall set forth in the bid the names, addresses and license number (when required) of each subcontractor for the furnishing of plumbing, and gas fitting and all kindred work, and of the steam power plants, steam and hot water heating and ventilating and refrigeration apparatus and all kindred work, steam power plants and kindred work, and electrical work, including any electrical power plants, tele-data, fire alarm, or security system, and structural steel and ornamental iron work, if any, for the construction, alteration or repair of any public buildings.
A general contractor that intends to utilize a specific subcontractor to perform work in one or more of the specialty trade categories shall provide the required information with regard to that subcontractor in the appropriate space for each specialty trade category applicable to the contract
Whenever a bid sets forth more than one subcontractor for any of the categories listed below, the bidder shall submit to the contracting unit a certificate signed by the bidder listing each subcontractor named in the bid for that category. The certificate shall set forth the scope of work, goods and services for which the subcontractor has submitted a price quote and which the bidder has agreed to award to each subcontractor should the bidder be awarded the contract. The certificate shall be submitted to the contracting unit simultaneously with the list of the subcontractors. The certificate may take the form of a single certificate listing all subcontractors or, alternatively, a separate certificate may be submitted for each subcontractor. If a bidder does not submit a certificate or certificates to the contracting unit, the contracting unit shall award the contract to the next lowest responsible bidder.
All bidders seeking to perform plumbing work on a publicly bid contract are required to comply with N.J.S.A. 45:14C-2 and N.J.A.C. 13:32-1.3. These provisions require that plumbing work on such contract may only be performed by an entity in which a licensed master plumber owns not less than 10% of the issued and outstanding shares of stock in the corporation, or not less than 10% of the capital of the partnership, or not less than 10% of the ownership of any other firm or legal entity. Accordingly, if a bidder intends to perform plumbing work on a publicly bid contract with its own employees or by the bidder himself, a master plumber shall possess an ownership interest that complies with N.J.S.A. 45:14C-2 and N.J.A.C. 13:32-1.3 in the entity submitting the bid. Alternately, if a bidder intends to perform such work through a subcontractor, a master plumber shall possess an ownership interest that complies with N.J.S.A. 45:14C-2 and N.J.A.C. 13:32-
1.3 in the subcontractor. There shall be submitted proof that each subcontractor is qualified in accordance with the rules and regulations of the State of New Jersey when such rules and regulations exist.
A general contractor that intends to perform work in one or more of the specialty trade categories through the use of its own employees or the general contractor himself rather than through the utilization of a subcontractor shall write the word “IN-HOUSE” next to each applicable category and then insert the name, and license number where required, of each such employee of the general contractor or the general contractor himself in the appropriate spaces for each specialty trade category applicable to the contract.
If the contract does not involve any of the specialty trade categories below, please insert the word “NONE” in each appropriate space provided.
