About this file
This is a Statement of Work for the Department of Homeland Security's Atlanta Field Office Firing Range requirement. DHS seeks an established firearms range to conduct mandatory quarterly qualifications and firearms training for Federal Air Marshals Service (FAMS) personnel. The range must be located within 35 miles between Centre Parkway and Camp Creek Parkway in East Point, Georgia, and accessible by vehicle within a one-hour drive from East Point. Proposals must include current OSHA compliance certification and lead exposure testing documentation, with failure to submit resulting in rejection as incomplete. The vendor must commit to a minimum of 120 days per year of range use, with FAMS personnel anticipated to use the range an average of 30 days per quarter for eight hours each day, firing approximately 80,000 rounds per quarter.
The range must be a fully operational, all-weather facility with a minimum of 12 firing points on a fully concreted surface with distinct shooting positions at 1.5, 3, 7, 15, and 25-yard lines. Required amenities include a firearms cleaning area, secure storage dedicated to DHS use, parking for 25 vehicles, male and female restrooms with running water, electrical outlets, a public address system, and a classroom with whiteboard. The range must accommodate specialized training including low light and night fire drills, movement-oriented firearms training, holster draws, rapid-fire drills, tactical movement drills, and barricaded positions. Range rules cannot restrict these training modalities. The facility must close to the public during DHS use and provide target carriers or remote-controlled turning targets compatible with various sizes. The contracted range assumes full responsibility for complying with local, state, and federal regulations regarding disposal of contaminants from weapons, bullet traps, and ventilation exhaust. Government personnel receive priority scheduling with 30 days advance notice.
