About this file

This is a bid addendum issued by the City of Summerville, Georgia, for an Athletic Sports Lighting and Installation project (RFB-2025-1114-Sports Lighting). The addendum, dated December 5, 2025, clarifies specifications for sports lighting systems to be installed at multiple athletic venues, including Fairway Field, which measures 280 feet by 280 feet by 280 feet and is located at Fairway Rec. Center. Sealed bids were due by 2:00 p.m. on December 12, 2025, and must be submitted to the City of Summerville at 120 Georgia Ave., Summerville, Georgia 30747. The addendum addresses two critical technical questions from bidders regarding lighting specifications and installation requirements, providing authoritative clarification on bid compliance.

The addendum confirms that all poles must remain at 60 feet in height and establishes that the 150-foot specified spill line must not exceed 0.02 foot-candles (FC) in illumination values while also maintaining specified candela values. The spill line is defined as 150 feet around each field perimeter. Additionally, the City mandates that directional boring is required for conduit installation to each pole location, establishing this as a required method rather than leaving it to contractor discretion. The addendum corrects a previously stated field size for Fairway Field from 225 feet to 280 feet, indicating attention to accurate project specifications. No pricing terms, set-asides, incumbent information, or specific funding amounts are detailed in this addendum document.

RFB-2025-1114-Sports Lighting

Athletic Light Project Bid Addendum: 12-05-2025

● Correction: C.4 below has been updated to reflect the field size for Fairway is 280’ instead of 225’.

PART 1 – GENERAL

1.1 SUMMARY

C. The sports lighting will be for the following venues:

4. Fairway Field (280’/280’/280’) - Fairway Rec. Center 81 Senior Dr. - Summerville, Ga 30747

● Question # 1: Page 8 of the bid spec. indicates that a "150ft Specified Spill Line" cannot have FC values that exceed 0.02 FC. See the attached layout - since I don't know where the specified spill line is, I did a perimeter at 150 around the entire field. As you can see, we are above the 0.02 max value allowed. I lowered the poles to 50ft - which lowered values slightly but not to 0.02. I tried using the Jademar 225 deg. visor, but that did not affect the perimeter values. The values are lowest 150ft behind home plate, so I could identify a single point there that is 0.02 - but I'm not sure if that would meet the spec. Can you please advise?

Reply: The City of Summerville desires an athletic light system that many of our neighboring municipal cities, counties and school systems have installed which reflect the specifications in this bid document. The height of all poles must remain at 60ft. The 150ft specified spill line must not have FC values that exceed 0.02 FC. Candela values must also be met. The specified spill line is

150’ around each field.

● Question # 2: Section 1.2 E. Provide directional boring to each pole as needed.

Is directional drilling required? Or will means and methods of conduit installation be left up to the contractor?

Reply: Directional boring is required.
