About this file
This is a contract amendment executed between the County of San Mateo and Athens Insurance Service, Inc. dba Athens Administrators for Workers' Compensation claims administration services. Amendment Two extends the agreement term through June 30, 2027, exercising the fifth-year option of the original contract. The agreement originally ran from July 1, 2022, through June 30, 2025, with two one-year extension options available. The first extension was exercised through Amendment One, extending the term to June 30, 2026, and Amendment Two now extends the contract an additional year through June 30, 2027. The services provided include Workers' Compensation claims management and managed-care cost containment services for the County's self-insured Workers' Compensation Program, covering approximately 694 total open claims.
The original agreement amount was $3,043,217 over three years. Amendment One added $1,085,191 for the fourth-year option, bringing the total to $4,128,408. Amendment Two adds $1,122,630 for the fifth-year option, establishing a new total not-to-exceed amount of $5,251,038 for the entire contract period from July 1, 2022, through June 30, 2027. Compensation is structured as twelve equal monthly installments due at the end of each month. The amendment was executed on March 30, 2026, by Michelle Kuka for the County of San Mateo and James Jenkins, President of Athens Insurance Service, Inc., and all other terms and conditions of the original agreement and Amendment One remain in full force and effect.
