About this file

This is a contract amendment document between the County of San Mateo and Athens Insurance Service, Inc. dba Athens Administrators for Workers' Compensation Third Party Administration and Managed Care Cost Containment Services. The original agreement was approved by the Board of Supervisors on June 14, 2022, with an initial term running from July 1, 2022, through June 30, 2025. Amendment One, executed on March 31, 2025, extends the agreement term through June 30, 2026, exercising the first of two available one-year extension options. The contract includes an additional one-year option to extend through June 30, 2027. The services encompass workers' compensation claims administration for the County's self-insured program, covering approximately 694 open claims and supporting operations across 29 departments with approximately 7,250 employees.

The original agreement amount was $3,043,217 over three years, with Amendment One adding $1,085,191 for the fourth-year extension, bringing the new total to $4,128,408 with a not-to-exceed cap. A fifth-year option remains available for an amount not to exceed $1,122,630 if the County exercises that extension. Payments are made in twelve equal monthly installments, with the County retaining the right to withhold payment if work quality or quantity is deemed unacceptable. Athens Administrators is the incumbent contractor, having held the position since the original agreement's inception. The contract was digitally executed through DocuSign, with signatures received from Athens Administrators' President James Jenkins and the County's authorized representatives on March 31, 2025.
